WASHINGTON PARISH COUNCIL
PARISH OF WASHINGTON, STATE OF LOUISIANA
RESOLUTION NO. 13-614
The following resolution was offered by Michael Fussell and seconded by Andre’
Johnson:
A resolution ordering and calling a special election to be held in the Parish of
Washington, State of Louisiana on October 19, 2013, for the purpose of
authorizing the levy and collection of a one-third (1/3) of one percent (1%) sales
and use tax within the Parish (excluding the area within the municipal boundaries
of the Town of Franklinton); making application to the State Bond Commission;
and providing for other matters in connection therewith.
WHEREAS, the Parish Council of the Parish of Washington (the “Parish Council”),
acting as governing authority of the Parish of Washington, State of Louisiana (the “Parish”),
desires to order and call a special election to be held in the Parish on October 19, 2013, to
authorize the levy and collection of a one third (1/3) of one percent (1%) sales and use tax
therein (excluding the area within the municipal boundaries of the Town of Franklinton), for a
period of ten (10) years (the “Tax”); and
NOW, THEREFORE, BE IT RESOLVED by the Parish Council, acting as the governing
authority of the Parish:
SECTION 1. That subject to the approval of the State Bond Commission and under and
pursuant to the authority conferred by Article VI, Section 30 of the Constitution of the State of
Louisiana of 1974, as amended (the “Constitution”), and the applicable provisions of Chapter 5,
Chapter 6-A and Chapter 6-B of Title 18 of the Louisiana Revised Statutes of 1950, as amended,
and other constitutional and statutory authority, a special election be and the same is hereby
called and ordered to be held in the Parish on SATURDAY, OCTOBER 19, 2013, between the
hours of seven (7:00) o'clock a.m. and eight (8:00) o'clock p.m., in compliance with the
provisions of Section 541 of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and
that at the said election there shall be submitted to all registered voters qualified and entitled to
vote at the said election under the Constitution and laws of the State of Louisiana and the
Constitution of the United States of America, the following proposition, to-wit:
PROPOSITION
Shall the Parish of Washington, State of Louisiana, under the provisions of Article VI,
Section 30 of the Louisiana Constitution of 1974, as amended, and other constitutional
and statutory authority, be authorized to levy and collect, a tax of one-third (1/3) of one
percent (1%) (the “Tax”) (an estimated $1,240,000 is reasonably expected at this time
to be collected from the levy of the Tax for an entire year), within the Parish (excluding
the area within the municipal boundaries of the Town of Franklinton), upon the sale at
retail, the use, the lease or rental, the consumption, and the storage for use or

consumption, of tangible personal property and on sales of services therein, for a period
of ten (10) years, commencing January 1, 2014, with the net proceeds of the Tax to be
dedicated solely to: providing, maintaining, administering and operating services and
facilities in the civil, juvenile and criminal justice system mandated by state statute to
be funded by parish governments?
SECTION 2. That conditioned on the passage of the Tax at the October 19, 2013 special
election authorized pursuant to this Resolution, all avails or proceeds of the Tax for a period of
ten (10) years, commencing January 1, 2014, (after paying the reasonable and necessary
expenses of collecting and administering the Tax) collected shall be used to provide, maintain,
administer and operate services and facilities in the civil, juvenile and criminal justice system
mandated by state statute to be funded by Parish governments.
SECTION 3. That, in accordance with La. R.S. 18:1285, there shall be published in The
Era Leader, a weekly newspaper of general circulation within the Parish, published therein, and
being the official journal of the Parish, once a week for four (4) consecutive weeks, with the first
publication to be made not less than forty-five (45) days nor more than ninety (90) days prior to
the date fixed for election, notice of said election, which notice shall be substantially in
accordance with the Notice of Special Election annexed hereto as Exhibit A and incorporated
herein by reference the same as if it were set forth herein in full.
SECTION 4. That this Parish Council, acting as the governing authority of the Parish,
shall meet at its regular meeting place, the Parish Council’s Office, Washington Parish
Courthouse, 1st Floor, Franklinton, Louisiana, on November 11, 2013, at 6:00 p.m., and shall
then and there, in open and public session, proceed to examine and canvas the returns and
declare the result of the said special election.
SECTION 5. That the polling places set forth in the aforesaid Notice of Special Election
and situated within the corporate limits of the Parish be and the same are hereby designated as
the polling places at which to hold the said election in accordance with Section 1286(A) or
Section 1286.1, as the case may be, of Title 18 of the Louisiana Revised Statutes of 1950, as
amended, and the Commissioners-in-Charge and Commissioners, respectively, will be those
persons designated according to law in accordance with Section 1286(A) or Section 1286.1, as
the case may be, of Title 18 of the Louisiana Revised Statutes of 1950, as amended.
SECTION 6. That the officers designated to serve as Commissioners-in-Charge and
Commissioners, respectively, pursuant to Section 5 hereof and in accordance with
Section 1286(A) or Section 1286.1, as the case may be, of Title 18 of the Louisiana Revised
Statutes of 1950, as amended, or such substitutes therefor as may be selected and designated in
compliance with Section 1287 of Title 18 of the Louisiana Revised Statutes of 1950, as
amended, shall hold the said special election as herein provided, shall make due returns of said
election for the meeting of the Parish Council, as governing authority of the Parish, to be held on
November 11, 2013, and that the compensation of said officers be and the same is hereby fixed
at the sum prescribed by law. All registered voters in the Parish are entitled to vote at the said
special election and voting machines shall be used thereat.

SECTION 7. That the Clerk of this Parish Council be and is hereby empowered,
authorized and directed to arrange for and to furnish to said election officers in ample time for
the holding of said election the necessary equipment, forms and other paraphernalia essential to
the proper holding of said election.
SECTION 8. That, in accordance with La. R.S. 18:1285(B)(1), certified copies of this
Resolution shall be forwarded to the Secretary of State, the Commissioner of Elections, the Clerk
of Court and Ex-Officio Parish Custodian of Voting Machines in and for the Parish, and the
Registrar of Voters in and for the Parish, as notification of the special election herein called in
order that each may prepare for said election and perform their respective functions as required
by law.
SECTION 9. That pursuant to the provisions of La. R.S. 18:1284(C), an estimated
$1,240,000 is reasonably expected at this time to be collected from the levy of the Tax for an
entire year.
SECTION 10. That application be and the same is hereby formally authorized to be
made to the State Bond Commission for consent and authority to hold the aforesaid special
election as herein provided, and that a certified copy of this Resolution shall be forwarded to the
State Bond Commission on behalf of this Parish Council, acting as governing authority of Parish,
together with a letter requesting the prompt consideration and approval of said application.

NOTICE OF SPECIAL ELECTION
Pursuant to the provisions of a resolution adopted on May 6, 2013 by Parish Council of
the Parish of Washington, State of Louisiana (the “Parish Council”), acting as governing
authority of the Parish of Washington, State of Louisiana (the “Parish”), NOTICE IS HEREBY
GIVEN that a special election will be held in the Parish on SATURDAY, OCTOBER 19, 2013,
and that at the said election there will be submitted to all registered voters of the Parish, qualified
and entitled to vote at the said election under the Constitution and laws of the State of Louisiana
and the Constitution of the United States of America, the following proposition, to-wit:

The polling places set forth above and situated within the corporate limits of the Parish be
and the same are hereby designated as the polling places in which to hold the said special
election, and the Commissioners-in-Charge and Commissioners, respectively, shall be those
persons designated according to law pursuant to Section 1286(A) or Section 1286.1, as the case
may be, of Title 18 of the Louisiana Revised Statutes of 1950, as amended.
The said special election will be held in accordance with the applicable provisions of
Chapter 5, Chapter 6-A and Chapter 6-B of Title 18 of the Louisiana Revised Statutes of 1950,
as amended, and other constitutional and statutory authority supplemental thereto, and the
officers appointed to hold the said election, as provided in this Notice of Special Election, or
such substitutes therefor as may be selected and designated in accordance with Section 1287 of
Title 18 of the Louisiana Revised Statutes of 1950, as amended (La. R.S. 18:1287), will make
due returns thereof to the Parish Council, as governing authority of the Parish, and NOTICE IS
HEREBY FURTHER GIVEN that said Parish Council, acting as governing authority of the
Parish, will meet at its regular meeting place, the Parish Council’s Office, Washington Parish
Courthouse, 1st Floor, Franklinton, Louisiana, on November 11, 2013, at 6:00 p.m., and shall
then and there, in open and public session, proceed to examine and canvas the returns and
declare the result of the said special election. All registered voters in the Parish are entitled to
vote at said special election and voting machines will be used thereat.
