MINUTES FOR THE REGULAR MEETING OF BIG VALLEY VILLAGE COUNCIL HELD THIS 24th DAY OF JULY, 2014 AT 6:30PM PRESENT: Mayor Knudson, Councillors Lois Miller and Asaph Johnson CAO, Michelle White CALL TO ORDER: Mayor Knudson called the meeting to order at 6:30 pm. RES 14-11-105 RES 14-11-106 AGENDA ADDITIONS AND APPROVAL: Moved by Councillor Johnson “that the agenda be adopted as presented” CARRIED MINUTES APPROVAL: Moved by Mayor Knudson “that the minutes of the regular Council meeting of June 26, 2014 are adopted as presented.” CARRIED VISITORS AND DELEGATIONS - none OLD BUSINESS: Animal Control Bylaw - direction was given to CAO for the draft bylaw after Council reviewed resident input regarding possibly banning certain breeds of dogs. Semi- truck Parking – after reviewing resident feedback, the CAO was given direction to draft a semi-truck parking policy allowing for a maximum of 72 consecutive hours of parking. Centennial –The St. Edmund’s Church will be having a heritage marker unveiling at 7 pm on August 1st. Council has been invited to join the Historical Society Executive and various government delegates for this event. RES 14-32-107 Moved by Mayor Knudson “that the Village will have the streets barricaded to correspond with the Centennial & Homecoming parade route from 8 am August 2nd until after the parade that same day. Parking shall not be allowed on Main Street during this time.” CARRIED RES 14-66-108 Moved by Councillor Miller “that Village Council hereby authorizes the execution of the Transfer and Development Agreement and subsequent transfer of Lots 17 & 19; Block 2; Plan 4035AF to the Hivernant Metis Cultural Society.” CARRIED RES 14-12-109 Moved by Mayor Knudson “that in accordance with municipal Bylaw 801, Section 21.9(a), the Village will transfer utility account charges more than 90 days outstanding to the corresponding property tax account.” CARRIED NEW BUSINESS: RES 14-12-110 Moved by Councillor Miller “that the Village of Big Valley shall withdraw as managing partner of the Community Transformation Project and forward any unspent Regional Collaboration Grant funds to the appropriate party.” CARRIED RES 14-12-111 Moved by Mayor Knudson “that the CAO monthly report be received as information.” CARRIED RES 14-32-112 Moved by Councillor Miller “that the Public Works Foreman monthly report be received as information.” CARRIED RES 14-72-113 Moved by Councillor Johnson “the old Village owned John Deer riding mower will be offered for sale to the highest bidder.
