Regulations and Procedures for Submitting an Application for Academic Rank
(Assistant Professor, Associate Professor and Professor)
Payap University 2007
The purpose of this document is to provide the faculty of Payap University with clear and
concise instructions and procedures for submitting an application for the purpose of obtaining
Academic Rank. This includes the Academic Ranks of Assistant Professor, Associate Professor,
and Professor. These rules are in accordance with the Standards, Rules, and Procedures for
Promoting Faculty of Private Institutions of Higher Education to Academic Rank 2007, as
mandated by the Committee on Higher Education.
1. Qualifications
1.1 Candidates who submit an application for academic rank must have all the
qualifications for that position as specified in the Standards, Rules, and Procedures for
Promoting Faculty of Private Institutions of Higher Education to Academic Rank (2007),
Committee on Higher Education.
1.2 Must have regular teaching hours for at least one course.
1.3 Submit five (5) copies of teaching handouts or teaching materials for at least one
course.
1.4 Receive a teaching evaluation from a Teaching Evaluation Subcommittee.
1.5 Receive a teaching evaluation from students.
1.6 Have ethical standards related to their area of academic expertise and the Standards,
Rules and Procedures for Promoting Faculty in Private Institutions of Higher
Education to Academic Rank (2007), as mandated by the Committee on Higher
Education.
2. Academic Work
Candidates need to submit nine (9) copies of their academic work as specified in the
Standards, Rules, and Procedures for Promoting Faculty of Private Institutions of Higher
Education to Academic Rank (2007), as mandated by the Committee on Higher Education.

3. Other Documents
The candidate who wishes to submit an application for Academic Rank must also submit
the following documents to the university:
3.1 Form KawSawAw 01 filled in completely and correctly, and signed.
3.2 Form PYU 2.1/50 filled in completely and correctly, and signed.
3.3 In instances where the work was done by a group of scholars or individuals, a Letter
of Guarantee, specifying the percentage share of academic work done by the candidate, must be
included. The letter must be signed by all individuals involved in the work.
3.4 A Letter of Guarantee regarding the distribution of the academic research or other
work. This relates to the portion of the regulations which specify that the work must have
already been distributed.
4. Steps, Method, and Time Period
4.1 Steps for a Teaching Evaluation
4.1.1 The candidate who wishes to submit an application for Academic Rank must
submit five (5) copies of the following documents to the Head of his/her department:
4.1.1.1 Teaching handouts or teaching materials for at least one course.
4.1.1.2 Form PYU 2.1/50.
4.1.2 The Department Head must review and sign the form within five working
days from the day that he/she receives the documents. The Head will then forward the package
to the Dean of the Faculty.
4.1.3 The Dean must review and sign the form within five working days from the
day that he/she receives the documents. The Dean will then forward the documents to the Office
of Academic Affairs.
4.1.4 The Office of Academic affairs must review the documents within three
working days from the day received, and forward said documents to the Vice President for
Academic Affairs for his/her signature.
4.1.5 The Vice President for Academic affairs will then submit the documents to
the President for his/her approval.

4.1.6 Within ten working days, if approval is obtained from the President to
proceed, the Office of Academic Affairs will coordinate with the Department Head and the Dean
in order to establish the members of the Teaching Evaluation Subcommittee.
4.1.7 The Office of Academic Affairs will submit the names of the Teaching
Evaluation Subcommittee to the Head of the Academic Rank Committee of Payap. The Head
will then order the establishment of said subcommittee.
4.1.8 The Teaching Evaluation Subcommittee will conduct its evaluation within
thirty days of its establishment. The Subcommittee will submit the results of their review to the
Academic Rank Committee of Payap, along with the results of the student evaluation.
4.1.9 Upon approval by the Academic Rank Committee of Payap, the candidate
will be considered to have passed his/her evaluation. He/she must then follow the next step,
which is submission of the academic work. If he/she does not pass the evaluation, the process is
deemed to have concluded.
4.2 Steps for Submitting Academic Work. (After completion of the evaluation process)
4.2.1 The candidate who wishes to submit an application for Academic Rank must
submit one (1) copy of the following documents to the Head of his/her department, and eight (8)
copies to the Office of Academic Affairs.
4.2.1.1 Academic work that he/she is submitting.
4.2.1.2 Form KawSawAw 01 and KawSawAw 02.
4.2.1.3 In instances where the work was done by a group of scholars or

4.2.2 The Department Head must review and sign the form within ten working
days from the day that he/she receives the documents. The document(s) will then be forwarded
to the Office of Academic Affairs.
4.2.3 Academic Affairs will review the documents and stamp them with the date
received, and submit them to the Academic Rank Committee of Payap.

4.2.4 The Academic Rank Committee of Payap will consider the academic work
that has been submitted. They will do so by choosing 3-5 qualified readers from that field to be
on the Academic Work Evaluation Committee. The committee will submit their recommendation
to the President for his/her approval.
4.2.5 The readers will have up to 45 days to review the academic work. The
Academic Work Evaluation Committee will then meet to discuss their findings and make their
recommendations.
4.2.6 The Academic Rank Committee of Payap will consider the results of the
evaluation by the readers. If the documents require modification or improvement(s), the
secretary of the committee will notify the candidate applying for the Academic Rank. The
candidate will have three months from the date that he/she receives the notice from the
committee secretary. If no changes or improvements are needed, the secretary prepares the
documents to submit to the board of the university for their approval.
4.2.7 Once the board of the university renders their decision to approve the
Academic Rank, the President will confer the Academic Rank of Assistant Professor or
Associate Professor. In the case of a Professor, the documents will be submitted to the
Committee on Higher Education for their consideration.
5. Establishing a Date for Promotion to Academic Rank
Promotion to the specified Academic Rank will be attained on the day that the board of
the university establishes.
6. Responsibility for Expenses
6.1 The university is responsible for basic expenses related to administrative matters,
including communication, meeting expenses, and any payments to committee members. This
includes responsibility for honorariums, travel expenses, and the meeting involving the readers.
6.2 The candidate who is submitting the application for Academic Rank is responsible for
the cost of the academic work that he/she submits, along with all other documents that are
submitted.
6.3 The university is responsible for the costs of the readers for the first round only. If
the services of the readers are required for additional rounds, e.g., if the work does not pass the

initial evaluation, the costs of these additional meetings will be the responsibility of the
candidate submitting the application.
6.4 Relating to paragraph 6.3, the costs of the readers for the additional rounds will be
paid for by the university initially. If the candidate obtains his/her Academic Rank, this cost will
be deducted in increments from the Academic Rank salary supplement that the candidate will
earn.
If the candidate does not obtain approval for Academic Rank, the administrative costs
cited in paragraph 6.3 must be paid by the candidate within thirty days from the day that the
candidate is notified of the results by the Academic Rank Committee.
6.5 The President reserves the right to modify any aspect of this regulation and will do so
in writing.
