A. TENDER ADVERTISMENT
PREFERRED CONTRACTORS LIST
TENDER No DCOC / 06
Tenders are invited from suitably qualified and experienced contractors interested in being
included on the Preferred Contractors List for minor general maintenance. The Preferred
Contractors List will be used as a reference point by Council detailing contractors interested in
carrying out minor general maintenance works on Council infrastructure when the need arises.
Contractors that should apply include: General Building; Cleaners; Communications and Data;
Concreting; Electrical; Fencing; General Building; Grave Excavation; Metal Fabricating & General
Engineering; Painting; Plumbing; Tyre Supply
Tenders must be in a plain, sealed envelope, on which are printed only the words
“CONTRACT DCOC / 06 - PREFERRED CONTRACTORS LIST ”, and are to be placed in the Tender
Box, 17 Second Street Orroroo or posted to PO Box 3 Orroroo SA 5431 prior to the closing time
of 4.00 pm, Friday 29 June 2012.
Tenders are to be submitted on the tender form supplied with the tender documents, which are
available by contacting the District Council of Orroroo Carrieton, telephone (08) 8658 1260, or
the tender document may be downloaded from Council’s website www.orroroo.sa.gov.au/tenders-expressions-of-interest.
The lowest or any tender will not necessarily be accepted by Council.

B. CONDITIONS OF TENDERING Code of Business Ethics
Tenderers are required to maintain the highest of ethical business standards in accordance with Council’s Code
of Conduct. The Code sets down the minimum standard of behaviour for Council Officers and Tenderers when
conducting business with Council. A copy of the Code is available from Council Office.
Tenderers need to be aware of Council’s Contract and Tender Policy
Site of Works
The site of works will depend on which of Council buildings or plant require general maintenance. Contractors
will be contacted by telephone and informed of site works as general maintenance arises.
Scope of Tender
The Tender is to prepare a short list of Council’s preferred contractors that will be engaged in performing minor
works up to a value of $5,000. Contractors that should apply include but are not limited to:-

Electrician
Fencer

Metal Fabricator and General Engineering

The Tender needs to outline the type, as determined by this tender, of general maintenance
that contractors can provide. Hourly rates, including overtime rates, should be provided for
tradespersons, apprentices and labourers, and will not be subject to Rise and Fall adjustments.
The Preferred Contractor List will be for a period of 6 to 12 months.

The closing date and time for lodgement may be varied only by written notice from the Council.
Tenders must be in a plain, sealed envelope, on which are printed only the words “CONTRACT

Street Orroroo SA 5431 prior to the closing time.

The Tenderer shall complete the Form of Tender and any accompanying documents in full. The
Tenderer shall not alter or add to any Tender Document except as required by these Conditions
of Tendering.
Tender Documents
Tender Documents issued to each Tenderer are General Information for Tenderers, Conditions
of Tendering, Tender Form, Tender Schedules, Special Conditions of Contract, General
Conditions of Contract, and Specifications.
Validity Period
Tenders shall remain valid for a period of 60 days from the expiration of the date of
closing of tenders.
Informal Tenders
Any tender may be rejected which does not comply with any requirements of, or contain
provisions not required, or allowed by, the Tender Documents.
Prerequisites to Acceptance
Notwithstanding any other requirements of the Tender Documents, the Council may, before any
Tender is accepted, require a Tenderer to submit additional information. Should the Tenderer
fail to submit any of the information so required in the time stipulated by Council, the Council
may treat the Tender as Informal.
The successful Tenderer shall be deemed to have:-
Examined the information made available at the time of tendering, together with relevant
information obtainable by the making of reasonable enquiries;
Satisfied himself/herself as to the correctness and sufficiency of the tender for the costs of
performing obligations under the Contract.
Failure by the successful Tenderer to do all or any of the things deemed to have done under this
Clause will not relieve him of his liability to perform obligations under the Contract.

Acceptance of Tender
The Principal shall not be bound to accept the lowest or any Tender, or Part Tender, and Fresh
Tenders may be invited at such time as may be determined.
A Tender shall not be deemed to have been accepted unless and until notice, in writing, of such
acceptance is handed to the Tenderer, or is sent by pre-paid post to, or is left at the address
stated in the Tender Form.
Council Policy is that the lobbying or liaison with Councillors prior to the consideration of a
Tender by Council will lead to the rejection of the Tender.
Addenda
Tenderers may ask for clarification of anything in the Tender Documents. Any instruction
resulting from such will be issued in writing to all Tenderers in the form of an Addendum, which
shall then become part of the Tender Documents.
Similarly, should the Principal require documents to be amended, an Addendum will be issued.
The Tenderer shall acknowledge, with the Tender, the receipt of each and every Addendum to
the Tender Documents issued by the Council and received by the Tenderer during the Tender
Period.
Discrepancies, Errors and Omissions
Should the Tenderer find any discrepancy, error or omission in the Tender Documents, Council
shall be notified, in writing, thereof on or before the closing date for Tenders.
Publicity
Do not issue any information, publication, document or article for publication concerning the
work in any media without prior approval of the Principal. Refer to the Principal any enquiries
concerning the work from any media.
Assessment of Tenders
Tenders will be reviewed and awarded on Council’s assessment of the tenders that best
meet Council’s needs in terms of general building and plant maintenance. Successful tenderers
will be notified of their inclusion on the Preferred Contractors’ list.

D-3. OCCUPATIONAL HEALTH AND SAFETY CHECKLIST
(TO BE SUBMITTED WITH TENDER)
The District Council of Orroroo Carrieton has a responsibility to adopt a holistic approach to the
management of Risks that prevail throughout the total Council Region.
Council’s Public Liability Issuer’s apply strict controls over the Councils activities, applies
continuous monitoring of these activities and undertakes a Risk Management Audit each year.
We request that you submit with your tender the following documents;
1.
Certificate of Currency from your insurers (including Public Liability Cover of $10,000,000)
There should be no restrictions imposed on your Policy in relation to claim numbers,
areas of work and or days covered.
2.
Evidence of current Workcover Insurance or Accident Insurance
3.
Photocopy of your Trade License and/or competency certificates, licenses, etc.
4.
Photocopy of your Business Registration
5.
A copy of all your OHS&W Policy and Procedures
