Contract for Services Manager, Creative Frame Fixed Term Contract, February 2016 – December 2016 The region of Leitrim and the surrounding counties is noted for its high proportion of people working in the creative sector. Building directly on learning developed from a number of Continuing Professional Development projects that Leitrim Local Enterprise Office and Leitrim County Council Arts Office have managed in the past, the two entities have together developed Creative Frame to support this cohort. Following an initial research period, Creative Frame will be formally launched at The Dock, Carrick on Shannon in early February. As it develops, the membership of Creative Frame will come from emerging or established professional practitioners from all art and design fields such as visual arts, traditional arts, architecture, music, performing arts, film, craft and design. While the provision of user-driven continuing professional development is the central focus of the project, it is hoped the network can serve as a fulcrum for collaboration, skills sharing and project development for its members. The Enterprise Office and Arts Office is now seeking to contract an experienced and highly-motivated person to play a lead role in bringing the network through its next stage of development, engaging potential members, encouraging participation, and facilitating training and networking events and activities that come forward from the membership. Services Required Reporting to the Arts Officer, the appointee will be required to provide the following: Contribute to strategic planning and development with project partners. Membership development and relationship-building with members as the key stakeholders. Relationship-building with other stakeholders, partners and funders. Ongoing needs analysis. Programme planning and CPD content development and management. Management of the project’s on-line presence. 2. Person Specification The successful Contractor will be a skilled, experienced, results-driven professional able to demonstrate relevant arts management experience. He/she will have the drive to lead Creative Frame through its next phase of development. The successful candidate should have: At least two years experience of project management, preferably in an arts context. A well-developed track record of achievement. A high level of knowledge and awareness of the arts sector in Ireland. A third-level qualification. Excellent written and interpersonal communication skills. Excellent IT skills and proficiency in a range of current office software, social networking platforms and experience of website management/CMS. 3. Interviews are provisionally scheduled for February 2016. Applicants must attend for interview at their own expense. 5. Term of appointment This position is offered to an independent contractor on the basis of a fixed-term Contract for Services from the date of appointment (February 2016) to 31st December 2016, and will include a three-month probationary period and regular performance reviews. 6. Fee and time commitment It is envisaged that the services required will average two days (15 hours) per week, scheduled on a pro rata basis to suit the requirements of the programme. The position is offered at a rate of €130.00 per day (typically two days per week), inclusive of travel and all other expenses, other than travel to and from Creative Frame events, payable on receipt of appropriate invoices fortnightly in arrears. 7. Location The network is based at Leitrim County Council Arts Office at the Town Hall, Bridge Street in Carrick on Shannon. However, training events and other activities of the network will be held across the region of the membership and the successful candidate may work from various locations from time to time. 8. General Conditions The appointment will be on the basis of a fixed-term, all-inclusive Contract for Services issued by Leitrim County Council for Leitrim County Council Arts Office and Leitrim Local Enterprise Office. It will be a condition of appointment that the successful candidate shall be able to produce for inspection a valid Tax Clearance Certificate and hold valid certificates for the duration of the contract. Payment for services covered by the proposed contract will be on foot of appropriate invoices, which will be provided twice per month (or as agreed) following the award of contract. Contractors are required to have access to a car and possess a full clean driving licence. Leitrim County Council reserves the right not to award this contract and in this instance reserves the right to pursue other selection processes at its discretion. 9.
