SUBSTANTIVE ISSUES
Winterization planning ( 15 Minutes )







Preparation for winterization planning has been discussed with humanitarian actors in
HRT meeting. UNHCR updated on their winterization program for both host IDPs and for
the NWA agency refugees. For host IDPs their winterization plan is 3000 winterization
packages and 1500 for Paktya and 1500 for Khost. UNHCR is also planning to cover the
NWA families in winterization in both Khost and Paktika based on verified figures of
NWA refugees.
UNHCR central region will update on winterization plan for Ghazni province.
IRC has winterization planning and will cover 800 families in Paktya and 800 families in
Khost province.
Care International will provide winterization packages in Ghazni center to 900 families,
300 in Malistan , 300 in Jaghori and 300 in Nawur district of Ghazni province.
IOM do not support usual winterization but according to IOM criteria if found vulnerable
will provide IOM NFI kits.
WHO has ARI and CDD kits at regional level and will distribute in time of emergency.
HNI and ACTD has budget for wood to keep warm their health facilities during the harsh
winter season.

Updates on NWA refugees response – UNHCR ( 15 Minutes )











UNHCR updated the HRT members that the number of NWA refugees has increased to
around 25,000 families in Khost and around 8,000 in Paktika province. UNHCR IPs in
both provinces are doing identification and cross verification on the number of families to
finalize the exact figures.
UNHCR also raised concerned on the lack of trusted NGOs who can conduct
assessments of the NWA refugees in Terizai and Spera district of Khost province.
For Khost NWA refugees , WFP and UNHCR distributed food to 4100 families and NFI
to 2300 families in Gulan camp and Matun centre district of Khost province
For Paktika NWA refugees, WFP and UNCHR provided food to 4013 families and NFI to
3993 families in Barmal district. The government provided FI and NFI to 350 NWA
families in Urgun district.
From June to September 2014 UNICEF and WHO conducted six rounds of polio
vaccination for NWA refugees and in each round covered around 6500 children in
Paktika and 23,200 in Khost..
UNICEF recently allocated funding for education to NRC for Gulan camp, Lakan and
Matun.
UNICEF Afghanistan is in contact with UNICEF Pakistan to get Pakistani textbooks.
UNICEF will fund digging of 80 water points in Paktika, 50 in Barmal and 30 in Urgun
district.
IRC assessed 26 NWA families settled in Zaho and Milan area of Gardez/centre district
of Paktya province.
IOM mentioned that their identification for undocumented Afghans from NWA are
ongoing and at this stage identified 500 undocumented families in Khost and 48 families
in Paktika province.
IOM provided transportation cost to a family migrated from NWA to Paktya and then to
Balkh province.

OCHA informed HRT member on the Common Humanitarian Fund (CHF) and the current CHF
funds to HNI, ACTD and Emergency in Paktya, Khost, Paktika and in Ghazni provinces.
OCHA also informed on the 4 million USD Central Emergency Response Fund (CERF) fund for
NWA refugees: Two million USD for food assistance, 0.5 million for shelter assistance, 0.5
million in mine clearance/awareness, 0.5 million in WASH, 465,000 USD in emergency health.
2015 CHAP overview (10 Minutes )



UNOCHA provided information the Common Humanitarian Action Plan (CHAP) for 2015. A short
presentation slides showed had vulnerability in different clusters in SER provinces.
UNOCHA urged humanitarian actors to closely review the relevant parts of the CHAP 2015 and
share inputs, comments and feedback with clusters leads at national level.
IRC provided assistance to nine IDPs families from Jaji Aroub district to Gardez city of Paktya
province.
In Paktya, Gardez district, Care International distributed NFI to 47 flood affected families, 24 in
Garda Sirai, 14 in Waza Zadran and nine in Gardez centre district. The distribution took place at
ANDMA Gardez office where ANDMA also distributed its cash assistance among 47 flood
affected families; 15,000 afs to each family among those whose houses were totally damaged.
UNHCR updated HRT members that UNHCR will open an office in Khost province and
welcomed UN agencies to provide an office space if UN agencies willing to have their presence
in Khost province.
