Refugees was created by the 1951 Convention
•Created to ensure the international PROTECTION of
refugees worldwide
•Concentrating on asylum, resettlement, repatriation,
protection of refugee rights

•The Staff Development Section (SDS) will give way
to a new Global Learning Centre (GLC)
•GLC will provide a unified training strategy and
structure to UNHCR
•GLC will be located in UNHCR’s Budapest Service
Center (BSC), under the overall leadership of the
Head of the BSC
•UNCR staff over 7000 worldwide

2009 – 2010 Achievements
• Successful launch and rollout of Learn & Connect, learning platform in all
UNHCR offices:
• Technical testing of the platform was completed in the field prior to
rollout
• For the first time all training is being centrally managed, tracked,
evaluated and reported on. Staff can now find workshops, UNHCR learning
programmes, eLearning courses and self-study material all in one place.
• Staff can participate in learning-focused communities and discussions
online
• A number of administrators have been trained to set up and manage
events, both within and outside the GLC
2009 – 2010 Achievements
• Staff who have accessed Learn & Connect since go-live – 5562
• Staff who have completed at least one eLearning course through
the platform –4996
• New soft-skill eLearning courses launched in November 2010
• Users registered in courses - 940
• Courses completed – 350
• By region - Africa (210), Asia-Pac (220), Europe (224), MENA
(151), Americas (13)
