Fact Sheet: EPA Region 10 Household Hazardous Waste Collection and Disposal Grant Program for Tribes 1.) What is the EPA Region 10 Household Hazardous Waste (HHW) Collection and Disposal Grant Program for Tribes? EPA Region 10 anticipates awarding approximately five cooperative agreements to eligible applicants to design, manage, and implement Household Hazardous Waste Collection and Disposal Programs. Applicants should address how their proposed project enhances human health and the environment and builds capacity for sustainable, long term household hazardous waste management. Final results and findings from each proposal must be presented in a transferable format for the benefit of tribal communities at large. 2.) Who is eligible to apply for this grant program? Applicants eligible to submit proposals under this announcement include Indian tribal governments and intertribal consortium or consortia located in Alaska. Definitions are included in the full request for proposals document (PDF) (27 pp, 132K) under the Eligibility Information section. 3.) What is the amount of available funding? EPA anticipates awarding up to five (5) cooperative agreements resulting from this competitive opportunity. The proposed total budget for each award may not exceed a maximum value of $72,000, excluding any in-kind contribution or match. 4.) What kinds of projects are eligible for funding? Proposals must demonstrate an applicant’s ability to design, manage, implement and sustain Household Hazardous Waste (HHW) Collection and Disposal programs which are located in federally- recognized Tribal communities in Alaska. Proposals must describe how applicants will address one or more of the following interrelated activities: Provide community-wide training and capacity building to tribal leaders, governmental officials, environmental professionals, elders, residents, school personnel and children on the importance of reducing human health and environmental risks through the safe management of household hazardous wastes. Include information on household hazardous waste identification, collection, storage, shipping and disposal. Design, manage and implement community-wide programs for household hazardous waste identification, collection, staging and preparation for shipment, transport and final disposal in appropriate facilities. 1 Prepare logistics plan to transport household hazardous wastes to disposal sites. Negotiate freight and disposal fees. Transportation may be by air, barge, truck or rail – or any combination thereof. Where appropriate, purchase and install prefabricated facilities in tribal communities to serve as secure household hazardous wastes collection stations and re-use centers for used paint, wood stains, etc. (Used shipping containers may be used for this purpose.) Implement used oil collection programs to reduce the improper management of hazardous waste in the community. Used oil collection programs must be in accordance with 40 Code of Federal Regulations (CFR) Part 279. Describe and implement mechanisms to sustain the tribal community’s HHW collection and disposal program Transfer lessons learned from the “Household Hazardous Waste Collection and Disposal Program for Tribes” to Tribal communities at large, for example, via conferences, manuals, training programs or other means. Applicants should also address in their proposal any other activities that they plan to perform to carry out the program. 5.) How will proposals be evaluated? Each proposal will be rated under a points system, with a total of 100 points possible.
