Terms of Reference Radio Magazine Show Background KP-Southern Area Development Project (KP-SADP) is a development initiative for three most backward and underdeveloped districts of Khyber Pakhtunkhawa i.e Dera Ismail Khan, Lakki Marwat and Tank and its activities will contribute to the economic rehabilitation of local communities in this region under the Post Crisis Needs Assessment (PCNA) supported by the Multi Donor Trust Fund and World Bank (WB). The Government of Pakistan and eleven donor countries requested the World Bank to manage a trust fund aimed to be one of the mechanisms to mobilize funds for the implementation of Post Crisis Needs Assessment (PCNA). The World Bank administered Multi Donors Trust Fund (MDTF) supports the PCNA’s comprehensive reconstruction and development strategy designed to restore infrastructure, services and livelihoods while addressing governance and other challenges that contribute to the crisis. The MDTF became operational on August 5, 2010, and provides a coordinated financing mechanism for the Governments of KP, FATA and Baluchistan to undertake investments in multiple sectors. The overall objective of the MDTF is to support reconstruction and development aimed at recovering from the impact of the crisis, as well as to support long-term rehabilitation. The Government of Pakistan and Khyber Pakhtunkhawa requested The World Bank to allocate substantial amount from the MDTF to support the rehabilitation of crisis affected three districts i.e D.I Khan, Lakki Marwat and Tank through KP-SADP. The KP-SADP aims to improve the livelihoods and access to basic service infrastructure in D.I Khan, Lakki Marwat and Tank districts. Since its inception, the KP-SADP has completed a number of schemes in its target areas benefiting thousands of families. The KP-SADP is seeking to mobilize a Firm to produce and broadcast a series of Radio Magazine Shows for a minimum period of three months, to create an interactive platform for citizen’s engagement and trust building with the Government of Khyber Pakhtunkhawa. The contract will be initially for production and broadcast of 12 radio programs and airing of promos. 1 Radio Magazine Show The purpose of this radio show is to create awareness and improve the knowledge of communities regarding FATA-RLCIP interventions. The radio magazine show will not onlyserve the purpose of trust building of citizens on Government but also provide a platform for the redressal of their grievances. Promotion The radio magazine show, helpline and achievements of KP-SADP will be widely publicized through a one minute promo on Radio Pakistan D.I Khan. The promos will be aired 12 times a day after every hour from 8 am to 8 pm. 2 Essential Qualifications a) The Firm shall have at least 3 years of experience in producing and broadcasting radio programs on various aspects of development and in depth knowledge of the drivers of crisis in three districts and the consequent response to it. Experience of working in the three districts will be considered an additional advantage. b) Access to high quality production equipment and studios. c) Demonstrating functional know-how of concept development, content management and creative writing. d) Access to the field, given the security situation and female professionals for access to female beneficiaries. e) Fluency in local languages Documents to be submitted: 1. Names, address, e-mail and facsimile number of the firm. 2. Professional experience of having produced or managed radio programs in the past 3 years. Programming experience on development activities will be given preference. 3. Bio-data of the key persons of the creative team. The Firm will also submit documentary proof of ownership/retainership of production facilities, if any. Tasks of the Firm: The Firm will create an environment suitable for creative work and establish a productive relationship with the KP-SADP. Preparation (design and development) and pre-testing of 12 radio magazine shows each based on provided literature and technical information. The contractor will be in close coordination with the Communication Specialist/Project Team KP-SADP during design and development of radio magazine shows and shall be approved by him prior broadcast. Scripting and production of radio magazine show by personnel qualified in radio production and outreach. The Firm will provide the CVs of the personnel it intends to assign to the task and examples of previous work. Media buying of prime time on Radio Pakistan D.I Khan. Media buying of spots for the promos on Radio Pakistan D.I Khan. The Firm will submit the cost of production and broadcast of radio magazine show and cost of airing of promos in shape of financial proposal. 3
