CITY OF COMANCHE CITY COUNCIL REGULAR MEETING MONDAY, JANUARY 12, 2015 Regular Meeting Agenda Mayor Clifton called the meeting to order at 5:59pm and called roll to establish a quorum. Members present were Fredda Jones, Jerome Hall, Jeffrey Jacinto and Robert Cobb. Councilmember Dick Hawkins was not present. City Staff was also present. Jeffrey Jacinto gave the invocation and Council member Jones led the Pledge of Allegiance. Consent Agenda 1. Items on the Consent Agenda included: Minutes of December 8, 2014 Regular Meeting and the January 5th Special Called meeting. Councilmember Hall made a motion to approve the minutes of these meetings, with the correction made by Jones, recognizing the volunteers that helped at the courthouse, to the December 8th meeting. Councilmember Cobb seconded the motion. All voted aye, the motion carried. 2. Department Head Reports- Councilmember Jones asked what the progress on the 377 business road was. Fire Marshal Kevin Burch stated that he spoke with the judge and citations will be issued if the certified letters are not successful. Kevin Burch advised that a form can be filled out at City Hall to report a complaint that will also help this process. Councilmember Hall made motion to approve the department head minutes, Councilmember Jones seconded the motion. All voted aye, the motion carried. Regular Agenda and Public Hearings 1. Mayor Clifton presenting a plaque to Officer Brian Dirickson for his actions on Sunday December 8,2014. Officer Dirickson went beyond his call of duty to assist a motorist. 2. Council member Jones addressed that a pot luck dinner will be hosted at the Community Center on January 29,2015. 3. Action regarding the Oncor streetlight Inventory Mr. Petty spoke and presented documentation. 4. Discussion about contract with TriStem not being presented to council nor signed by the Mayor. Trisha with TriStem was present and gave documentation saying an audit was done on good faith. Councilmember Hall made motion to honor obligation with TriStem. Councilmember Cobb seconded the motion. Councilmember Jones abstained. All voted, the motion carried. 5. Presentation from Utility Billing Manager- Misity Knight presented handbook with detailed information on collection service. Mayor made motion to table till next meeting. No action taken at this time. 6. Animal Shelter new employee- Mr. Petty spoke and gave reason on a second person to help at the Shelter to help relieve overtime. Mayor approved for an extra employee. Ordinance No.1-2015 - Mayor entertained a motion. Councilmember Jacinto made motion to pass. Councilmember Hall seconded the motion. All ayed, the motion carried. This item skipped until further notice. Comanche Chief – Councilmember Cobb made motion to designate the Comanche Chief as the newspaper for City of Comanche, Tx. Councilmember Jones seconded the motion. All ayed, motion carried. General Election- Councilmember Hall made motion to approve procedures for the General Election. Councilmember Cobb seconded the motion. All ayed, motion carried. Standpipe Improvement project- Eddie Aguilar spoke on behalf of Jacob & Martin. Mayor entertained a motion to approve the standpipe bid. Councilmember Hall made the motion. Councilmember Jacinto second. All ayed, motion carried. Mayor motioned to take 8,100.00 from the Contingency fund to help fund the project. Councilmember Jones made motion to approve to use from Contingency fund. Councilmember Cobb seconded the motion. All ayed, motion carried. Ball Park Signs- Mayor Clifton entertained a motion to begin the signs for the City Park. Council member Hall made the motion. Councilmember Jones seconded the motion. All ayed, the motion carried. Council member Hall made a motion to approve the invoices to be paid and Council member Cobb seconded the motion. All voted aye, the motion carried. Citizen’s Comments Sharon McKinnon spoke to council regarding the Fleming Oak, needs to be trimmed down. Sharon also spoke about the funds for lighting. Mayor stated that this is still in the works. Adjournment Council member Hall made a motion to adjourn and Council member Cobb seconded the motion. All voted aye, the motion carried.
