Constitution Article I Name: The name of this organization is The Cyclone Chapter of Delta Waterfowl at Iowa State University Article II Purpose: Today’s Delta embraces new approaches to habitat conservation and a focus on duck production. Delta has proclaimed a declarative position asserting our commitment to stand up for and by water fowlers everywhere. This is a new Delta, an evolving Delta, that recognizes the world we live in is different than it was a mere decade ago. A world with new challenges and new opportunities. As water fowlers continue to decline, the habitat base on the breeding grounds shrinks, and other challenges emerge, the world needs a new Delta, steeped in history, rooted in its historical values, to adapt. A Delta that can be the voice for duck hunters, an advocate for the duck, a guardian of habitat. A Delta with the accumulated wisdom and learning of a century of experience but with a contemporary view on how to accomplish what is needed for ducks and duck hunters. Delta is an organization poised to grow to meet this challenge. An organization with legions of waterfowl hunters at the ready to secure the future of ducks and duck hunting. (http://www.deltawaterfowl.org/about/) The Cyclone Chapter is the local chapter of Delta Waterfowl with an emphasis on local conservation and raising awareness of duck hunting in our area. Our goal is to give hands on conservation skills such as building and maintaining wood duck boxes, hen houses, and predator management. We will also be teaching duck hunting history and skills such as duck identification, and duck hunting. Article III Statement of Compliance: The Cyclone Chapter of Delta Waterfowl abides by and supports established Iowa State University policies, State and Federal Laws and follows local ordinances and regulations. The Cyclone Chapter of Delta Waterfowl agrees to annually complete President’s Training, Treasurer’s Training and Adviser Training (if required) Article IV Iowa State University Delta Waterfowl do not discriminate on the basis of genetic information, pregnancy, physical or mental disability, race, ethnicity, sex, color, religion, national origin, age, marital status, sexual orientation, gender identity, or status as a U.S Veteran Article V Membership Membership shall be open to all ISU students in good standing, and members of the Ames and surrounding community, as long as non-students do not exceed 1/5th of the total membership. Article VI Risk Management The President is designated as the Risk Management Officer. The role of the risk management officer is to [a] help minimize potential risks for club activities, [b] recommend risk management policies or procedures to The Cyclone Chapter of Delta Waterfowl, [c] to submit documentation to ISU’s Risk Management Office and [d] to ensure that Iowa State University policies are followed at all of the organization’s events and [e] to ensure that proper waivers and background checks are on file with Risk Management for events (if applicable) Article VII Officers: Officer Duties and Terms of Service: All officers serve from the beginning of fall semester to the end of spring semester o President/Chairman-organizes meetings, stays in contact with regional director, runs meetings, helps to organize club activities o Vice President/Chairman-fill in for any missing officers, assist President with meeting and event planning, sit in on committee meetings o Secretary-takes notes on agenda during meetings, sends out email after meetings with notes, assists President o Treasurer-keeps track of financial transactions to and from the clubs account, approves purchases made by the club Method of Election: Officers will be elected by a simple majority via a secret ballot. Dates of Election: New officers will be elected the second week of March. Impeachment of Officers: Absence, tardiness, irresponsibility, and lack of involvement in club activities and meetings are all grounds for impeachment. o An officer will bring forward concerns about the officer in question. o Officer meeting discussing further action o The case will either be presented to the club, or dropped depending on outcome of officer meeting. o General members and officers will decide if officer will be impeached, forgiven, or steps he/she needs to take to regain standing as officer. Replacement of Officers: At the next meeting nominations will be taken and officers will be elected by protocol. o A senior member will fill in until the replacement election takes place Requirements for Officer: o B. Be in good standing with the university and enrolled: at least half time (six or more credit hours), if an undergraduate student (unless fewer credits are required to graduate in the spring and fall semesters) during the term of office, and at least half time (four or more credits), if a graduate level student (unless fewer credits are required in the final stages of their degree as defined by the Continuous Registration Requirement) during their term of office. o A. Have a minimum cumulative grade point average (GPA) as stated below and meet that minimum GPA in the semester immediately prior to the election/appointment, the semester of election/appointment and semesters during the term of office. For undergraduate, graduate, and professional students, the minimum GPA is 2.00. In order for this provision to be met, at least six hours (half-time credits) must have been taken for the semester under consideration. o Be ineligible to hold an office should the student fail to maintain the requirements as prescribed in (A) and (B) Article VIII Advisor Advisor Duties: o Assist in planning annual banquet o Meet with officers for updates on club, minimum of bi-monthly o Assist in club functions as needed Advisor will be selected by officers after each election Advisor will serve at his/her leisure Advisor impeachment will follow same procedure as officer impeachment(see Article VII bullet point 4) Replacement advisor will be chosen by officers immediately after impeachment of previous advisor. Article IX Finances Dues will be collected by the treasurer during the academic year before the banquet, and turned into the Campus Organizations Accounting Office within 48 hours. In the event of the club dissolving all monies will be given to the Delta Waterfowl national organization. All monies belonging to this organization shall be deposited and disbursed through a bank account established for this organization at the Campus Organizations Accounting Office and/or approved institution/office. All funds must be deposited within 48 hours after collection. The Adviser to this organization must approve and sign each expenditure before payment. Description of dues: Dues will be $25 per semester ($50 a year) and include the cost of 1 banquet ticket Article X Amendments to the Constitution Any member of Delta can propose an amendment To make an amendment will be a multistep process. o Member/Officer will draft a proposal for amendment, including amendment and reasons why he/she feels amendment is needed. o He/She must find at least 3 other members/officers to support the plan before they can present the proposed amendment to the club. o Group supporting the amendment will present to general members and officers at the end of any general meeting o The club will revise amendment as needed o Club will vote to pass or veto amendment with at least a 2/3rds majority Changes in the constitution must be updated on the SAC website with-in 48 hours of amendment being passed
