Box 7447 Fredericksburg, VA 22404-7447 Telephone: 540 372-1028 Vacancy Announcement Senior Environmental Planner Starting Salary Range: $61,102 - $75,476 DOQ The City of Fredericksburg is a geographically diverse community, of just under 30,000 people, with multiple challenges to preserve and improve its environmental quality. It is located half-way between Washington, DC and Richmond, VA on the Falls of Rappahannock River, at the juncture of the coastal plain and the piedmont. Its diverse topography ranges from tidal frontage on an estuary of the Chesapeake Bay and to rolling hills. This position will fill an essential role in Fredericksburg city government to carry out the charges of the Commonwealth of Virginia to protect and improve the quality of surface waters. To be successful, a candidate must have a thorough understanding of the theories and practices of environmental stewardship, particularly in the area of stormwater management, hands-on experience applying these theories and practices in local government, and must be able to effectively work with decision makers, property owners, and environmental advocates. Under limited supervision, this position ensures that the City complies with all state and federal environmental laws and regulations to preclude pollution of the environment. Plans, coordinates, implements, and oversees the City’s stormwater quality management program; ensures City compliance with its federal and state mandated municipal National Pollutant Discharge Elimination System (NPDES) Stormwater Permit and other federal, state, and local regulations regarding stormwater and surface water quality; directs, coordinates, and monitors the work of assigned staff; and performs a variety of technical, administrative, and programmatic work in support of assigned programs including serving as a liaison to, coordinating with, and providing staff assistance to City staff, various boards and committees, and outside agencies. Reports to the Department Director. Essential functions of the Senior Environmental Planner will include, but not limited to: Plans, coordinates, implements, and oversees the City’s stormwater quality management program and related programs, projects, and initiatives. Manages and directs the activities of the Stormwater Administrator/Environmental Planner to ensure private development complies with the: Virginia Erosion & Sediment Control Program (VESCP), Laws and Regulations, requires state certification. Chesapeake Bay Act Program (CBPA), Laws and Regulations, processing waivers and variance requests. Review and approval of wetland and perennial flow determinations, state certification required. And Virginia Stormwater Management Program (VSMP), requires state certification. Ensures compliance with the Federal Emergency Management Agency-National Flood Insurance Program (NFIP), requires state certification. Develops, reviews, researches, and disperses VPDES Phase II storm water permit information; Ensures compliance with the City’s Municipal Separate Storm Sewer System (MS4) Permit; Updates and enforces the City’s Illicit Discharge Detection Elimination (IDDE) program. Maintains an IDDE reporting system; prepares and maintains records and files for this program. Prepares and ensures compliance with Total Maximum Daily Load (TMDL) Action Plans the Watershed Implementation Plan (WIP); and Nutrient Management Plans. Prepares and maintains appropriate records and files associated with such plans. Advises the City Wetlands Board Administration, processes and reviews wetlands applications, coordinates and attends wetlands site visits. Prepares wetlands permit staff reports. Attends meetings presenting staff reports and providing technical advice. Coordinate permitting with State and Federal agencies. Investigates environmental complaints and inquiries, including construction and drainagerelated issues, and follow-up from citizens, contractors, city staff, engineers, etc. Provides professional and technical information, and recommendations to the Building Official, the Community Planning and Building Director, the City Attorney, the Planning Commission, and City Council on a variety of issues relating to environmental, site development, zoning, city codes, permitting and enforcement and makes recommendations regarding amendments to City Code to ensure compliance with new state and federal mandates, as related to environmental laws and site development. Prepares and administers environmental grants; prepares reports and technical data on grants. Bachelor’s degree in community development, engineering, planning, or a related field, focusing on environmental issues (Master’s degree desired); supplemented by five (5) to seven (7) years of experience developing and managing environmental protection programs; or any equivalent combination of training and experience that provides the required knowledge, skills and abilities. Preferred qualifications and skills include experience in environmental design, practice, education and ideologies surrounding environmental issues. Must be competent and knowledgeable in Nutrient Management, Environmental Management, Environmental Science, Watershed and Water Resources Management. Such skills should include a high level of competency in the use of desk top and mobile computers, including graphic design and geographic information systems. The ability to exercise independent ethical judgment is required. Background and driving record checks required.
