The minutes of the meeting held on 24.06.13 were approved as a true record by all Councillors
4.1 Highway Matters
Highways NY Area 6 has confirmed to the District/County Cllr that a letter was sent to the landowner at Highfields Tom Cat Lane Bickerton, requesting a site meeting to discuss the civil engineering works necessary to stop flooding from the property, onto the footpath adjacent to the B1224.
The continuing problems with the road surface to the West end of Main Street Bickerton, was present without abstention.
3. Public Questions and Statements
No member of the Public was present
4. Matters Arising from the Minutes of the Monthly Meeting Held on 24.06.13 again discussed. The Clerk will take advice on escalating this problem with NYCC senior management.
4.2 Public Bridleways
The objections to the proposed diversion of the bridleway from Bickerton to the West Yorkshire boundary have been circulated. The Vice Chairman reported that he had contacted a specialist who may be able to assist the PC at Appeal.
4.3 Proposed Diversion of Bilton Bridleway – Request for Financial Assistance from Landowner
The details of the proposed diversion were discussed. Cllrs concluded that whilst the Landowner would benefit financially from the diversion, there would be no tangible benefit to local residents.
They agreed that the improved efficiency of operation for the Landowner if the diversion was approved, would quickly compensate for the cost involved with the legal works required. In the circumstances, Cllrs decided that they could not justify offering any financial assistance to the
Landowner.
5. Police Matters
PC 1300 Sue Brookes Community Beat Manager is not on duty this evening and is unable to attend the meeting. Details of all crimes in the area and Parish during the last month have been circulated.
The speed of tractors and trailers through Bickerton was again discussed. The Clerk had advised a
Cllr to ring NY Police on 101 and report it, when a problem had been seen. A PCSO had quickly attended with a radar gun and agreed to speak to the Farm Manager about the problem. It was reported that the young farm worker involved had already been reprimanded by the Farm
Manager who had been made aware of the problem.

Retrospective approval of a payment to purchase a new battery pack for a donated defibrillator for Bickerton Village, was approved by all Cllrs present without abstention, from Imperative

7.4 Public Enquiry Marston Moor Airfield
Cllrs discussed the continuing problems on the airfield and the distress caused to Bickerton residents, with the event held on Saturday 20 July 2013. The Clerk was asked to express the total dissatisfaction with the efforts to date by HBC senior Officers. Cllrs agreed that it was now necessary to consider an alternative plan to escalate the problem.
7.5 NYWAG – Allerton Park EfW
A date has been set for 30/31 July 2013 for a decision on whether the judicial review will be allowed. If agreed, the hearing will follow immediately.
8. PC Administration
8.1 Neighbourhood Plan
A meeting was held at the HBC offices on 8 July 2013, when the production of Neighbourhood
Plans was discussed. Web site links have since been provided and circulated, for Cllrs to expand their knowledge of the extensive and detailed work involved. The Chairman agreed to call a meeting for those Cllrs interested during August, which can be addressed by other specialists.
8.2 St Helen’s Church Joint Scheme
There is no further news on grants towards the costs of the scheme. These figures should be known during August.
8.3 Replacement Notice Boards - Bilton in Ainsty & Bickerton
The Clerk circulated an example of replacement notice boards currently available from one manufacturer. Cllrs were invited to consider the specification of any replacement units
(construction, door hinging, pin board or magnet document fixing) and suggest suitable manufacturers.
The Vice Chairman is to raise the subject of a joint PC/PCC notice board at St Helen’s Church, at the next PCC meeting.

16 September, 21 October and 18 November 2013 - meetings to be held in Tockwith School at
7.30pm. The dates for the monthly meetings throughout 2014 have been agreed.
