ROLE PROFILE
TITLE: Education Project Manager – Lakes State
TEAM/PROGRAMME: Programme
LOCATION: Rumbek, South Sudan

CONTRACT LENGTH: 12 months
CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a
week or more) or intensively (e.g. four days in one month or more or overnight) because they work in
country programs; or are visiting country programs; ore because they are responsible for implementing
the police checking/vetting process staff.
ROLE PURPOSE:
The Alternative Education for All program in South Sudan is being implemented in the two states of Jonglei
and Lakes that have the poorest combination of education indicators in South Sudan, ranging from low
percentages of trained teachers, high pupil teacher ratio and high numbers of over-age out of school
children.
The Lakes State Project Manager will oversee the implementation of the program in four counties:
Rumbek Centre, Rumbek East, Wulu and Cueibet in Lakes State. The project focuses on strengthening the
capacity of the State Ministry of Education and increasing access of over-age out of school children, youth
and adults to quality non-formal education. The project implements a combination of activities ranging
from direct support, capacity building, community and children’s participation, advocacy and policy
influencing.
SCOPE OF ROLE:

Dimension of Role:
South Sudan is one of the most challenging and exciting working environments that Save the Children
currently works in. The newest country in the world, its legacy of thirty years of war has yet to be even
partly addressed as its new government struggles to both mature and reach out to its people. Education
rates remain extremely low with less than 10% of the population finishing primary school; and only 200
girls completing secondary school in 2011 (out of a total population of greater than 8 Million people). Save
the Children has been active in South Sudan for over 20 years.
Reporting to this position: Assistant Education Project Manager, Alternative Education System (AES)
Secondee to State Ministry of Education, Education Project Officers.
Budget responsibility: Approx GBP 500,000 per annum
Key accountabilities
Project Implementation
 Manage the implementation and development of the technical and administrative aspects of the
project in the four project locations in Lakes State. This includes overall responsibility for budget
and staff management;
 Oversee project expenditure and hold budget management responsibility for the project, including
monitoring budget vs expenditure, ensuring that costs are allocated correctly and expenditure is
happening in line with the plan;
 Ensure that internal and external reporting requirements are met, including monthly, quarterly and
annual narrative reports, in line with the required format and with review and input from technical
advisors at Juba level;

Ensure that project progress is effectively monitored through the regular collection and analysis of
key indicators and ensure that processes and results are proper documented;
Work closely with local education authorities to deliver an Accelerated Learning Programme
(ALP) and Functional Adult Literacy (FAL) programs of good quality;
Work closely with local education authorities to develop and deliver a teacher training program
with emphasis on ALP, In-service teacher training and Functional Adult Literacy;
Work closely with local partners implementing key components of this project;
Plan and organize regular meetings with the local partners to draw lessons, share experiences and
monitor progress of the project.
Provide leadership training and capacity building support to head teachers, inspectors and local
government counterparts,
Setup and provide ongoing support to Parent Teachers Associations and children’s clubs (Social
Advocacy Teams) at 33 primary schools;
Build the capacity of Save the Children’s local staff and local government partners more effectively
deliver quality education services;
Ensure that lessons learnt and success stories from the project are effectively documented and
shared;
Work closely with the Area Programme Manager and operational support departments (HR,
Operations, Finance) to ensure that key project inputs are understood and delivered in a timely
manner;
Through coordination and communication with Save the Children’s in country Education Technical
Adviser contribute to Save the Children’s strategic planning in the education sector and the design
of future programming strategy and direction;
In coordination with the APM and Education Technical Advisor facilitate meetings, workshops and
evaluations initiated by Save the Children and donors in relation to the implementation of this
project;
Input into the development of future education funding proposals and identify opportunities for
programming that may develop locally.
Lead education in emergency responses in Lakes state as necessary.
Representation and coordination (internal and external)
 Ensure effective coordination and collaboration with key stakeholders and partners
– NGOs, civil society organizations, community groups, UNICEF and government
counterparts, education cluster and sub-clusters;
 Participate in state coordination and technical meetings in Lakes State and when requested at
national level;
 Promote support to and advocate for female teachers in schools and girls participation in
education;
 Participate in regular Area Management Team meetings providing input into area decisions and
ensuring that issues affecting the implementation of the education projects are resolved;
 Other duties as directed, including support to base management in the absence Area Programme
Manager.

Person specification
Essential
 Proven international experience in managing education project of similar size and complexity.
 Experience and knowledge on implementing Accelerated Learning Programs, Vocational Training
and Functional Adult Literacy
 Experience in working with partners, strengthening capacity of district level education authorities
and improving the gender balance of education services
 Experience in donor reporting (preferably with DFID and CHF)
 Understanding and experience of monitoring & evaluation techniques
 At least three years management experience, including staff management, fund raising and budget
management
 Experience of teacher-training and training of trainers
 Experience of working in an insecure or hardship environment
 Experience of working through systems of community participation
 Clear communication, presentation style as well as good interpersonal skills are essential.
 Excellent written English skills and familiarity with budgeting using MS Word and
 Excel;
 Excellent computer skills and competency in Word, Excel and PowerPoint;
 Willingness to be based in a remote field location
Desirable
 Previous experience in South Sudan
 Familiarity with radio communication protocol
