Energy Efficiency Programs in Connecticut
Energy Efficiency is the perpetual “low hanging fruit” that can serve a number of
important goals. Businesses like Energy Efficiency because it reduces expenses, which
means dollars are added straight to the bottom line. The power system players (the
utilities and grid operators) like Energy Efficiency because fewer power plants need to
be constructed and the need for transmission lines might be avoided. Environmentalists
like Energy Efficiency because it means fewer emissions and less waste. Jobs are
created because devices to control systems have to be manufactured, and people are
needed to install the energy efficiency upgrades.
All of this can come about because savings are realized over time, or better yet, in
many cases can be the source of financing for upgrades.
This seminar will examine Connecticut’s programs to encourage and promote energy
efficiency, and explore how various players in the market are coming up with new and
better ways to reach some of the higher tier fruit so that residential, institutional,
commercial and industrial users can reduce their costs, and improve their bottom lines
both economically and environmentally. In addition, the implications of new innovations
in energy control and management will be examined as innovative ways to become
more energy efficient.

John’s practice combines environmental and energy experience. He represents
developers and financers of large projects in connection with permitting, regulatory and
environmental risk allocation issues and represents energy companies in connection
with acquisitions, permitting, regulatory approvals, and development work.
Mr. Wadsworth has been involved in hazardous waste remediation projects, including
several involving environmental insurance. He has extensive experience with the
Regional Greenhouse Gas Initiative (RGGI) and with carbon issues in general, and has
lectured and written extensively on these and other topics. He served on the Solid
Waste Advisory Board aiding the Massachusetts Department of Environmental
Protection in drafting regulations, and has been extensively involved in programs
relating to Chapter 91 (tidelands) issues.
John holds a J.D. from Yale Law School, an M. Div. from Yale Divinity School, and a
B.A from SUNY Buffalo.
SPEAKERS
Richard Steeves - First Vice-chair Energy Efficiency Board, Office of Consumer
Counsel
Mr. Steeves is a principal utility finance specialist with the Connecticut Office of
Consumer Counsel (CT OCC), located in New Britain. The OCC is the designated state
ratepayer advocate for the regulated utilities: cable, electric, gas, telephone and water.
Currently, Mr. Steeves is the First Vice Chair of the Energy Efficiency Board (EEB)
which oversees the Connecticut Energy Efficiency Fund. He also sits on the board of
the Institute for Sustainable Energy (ISE).
In addition, Mr. Steeves is the Vice-Chair of the Consumer Liaison Group (CLG), a
consortium of New England advocates working in unison with the New England electric
grid operator, ISO New England. He is the Connecticut OCC representative on various
committees and boards associated with New England Power Pool (NEPOOL). He also
works with the Regional Greenhouse Gas Initiative (RGGI) group and the National
Action Plan for Energy Efficiency (NAPEE). Previously, Mr. Steeves spent more than 20
years working for a regulated electric utility, primarily in finance, accounting and
conservation. He has a BS in accounting, as well as an MBA in both finance and
management. Mr. Steeves lives in bucolic Guilford.
Ron Araujo - Manager of Conservation and Load Management, The Connecticut Light
and Power Company
Mr. Araujo has more than 27 years of experience in the energy industry working in
various roles within the Northeast Utilities Service Companies. His broad background
includes work in operations management, project/product management, and the
marketing and sales of energy/energy services to major commercial and industrial
customers. He currently serves as President for the Northeast Energy Efficiency
Partnerships and is a Board Member of the Energy Efficiency Board (EEB).
Currently Mr. Araujo is the manager of the Conservation & Load Management (C&LM)
department at The Connecticut Light and Power Company (CL&P), a subsidiary of
Northeast Utilities. C&LM manages and implements electric energy efficiency and load
management programs to customers of Connecticut Light & Power. The C&LM
department also administers the natural gas conservation programs for Connecticut’s
three natural gas utilities.
Mr. Araujo has a BS in Mechanical Engineering from the University of Massachusetts, is
a licensed professional engineer in the State of Connecticut and a certified energy
manager with the Association of Energy Engineers (AEE).
Camilo Serna - Advanced Metering and Smart Grid, Northeast Utilities
Mr. Serna joined Northeast Utilities as Director of Strategy & Business Development in
November 2008. He leads the development of the company’s strategic plans around
smart grid, energy storage, energy efficiency and electric transportation. He works
closely with the operating units in developing the company’s annual five-year strategic
plan. He also leads the company’s research and development process and investments.
Prior to joining NU, Camilo worked for 9 years with Oliver Wyman, formerly Mercer
Management Consulting. Camilo was member of Oliver Wyman’s Energy & Utility
practice helping more than 20 large utility and energy companies in Europe, Latin
America and North America with a wide variety of strategic, operational and
organizational issues.
He holds an industrial engineering degree from Universidad de Los Andes (Bogotá,
Colombia) and an MBA with concentrations in finance, strategy and organizational
behavior from Kellogg School of Management at Northwestern University.
He is member of the Strategy Committee for the Institute for Electric Efficiency and the
Electric Utilization Sector Council for the Electric Power and Research Institute (EPRI).
Camilo is also the member of the Executive Board of Directors of the Riverfront
Recapture, a non-for-profit organization dedicated in reconnecting Hartford with the
Connecticut River.
Christopher F. Halpin, PE, CEM, CEP, CMVP, LEED AP, President Celtic Energy,
Inc.
Chris Halpin is the President of Celtic Energy, Inc. an independent energy consulting
firm he founded in 2000, specializing in energy efficiency, performance contracting
consulting, and sustainable/green building design, with offices in the greater Hartford,
Boston, Charlotte and Las Vegas metro areas. Celtic Energy assists clients in reducing
energy costs locally, nationally, and internationally.
Chris has been active in the energy efficiency industry for 26 years, working for several
premiere ESCOs and consulting firms in various roles including engineering,
management, and sales. He is also the former Global Energy Manager for NCR
Corporation. In 2009 he was selected by US Secretary of Energy, Steven Chu to be an
official Recovery Act Proposal Reviewer for EECBG, SmartGrid and Renewable Energy
proposals. He has been the Connecticut liaison for the New England Chapter of the
Association of Energy Engineers, and was instrumental in the formation of the
Connecticut Chapter. He is also a Board Member of the Renewable Energy and Energy
Efficiency Business Association and the Northeast Energy Efficiency Council - CT
Chapter and Chair of the Legislative Outreach Committee for the chapter.
Chris has a Bachelor’s degree in Mechanical Engineering, and is a registered
Professional Engineer in seven states and Ireland. He is a Certified Energy Manager,
Certified Measurement & Verification Professional and Certified Energy Procurement
Professional by the Association of Energy Engineers, and a LEED (Leadership in
Energy and Environmental Design) Accredited Professional by the US Green Building
Council. In 2011 he was honored by the Association of Energy Engineers as a ‘Legend
in Energy’ at the 34th Annual World Energy Engineering Congress.
Jim Daylor – Account Executive, Ameresco, Inc. Framingham, MA
Mr. Daylor is an Account Executive with Ameresco focused on helping clients with their
energy efficiency and renewable energy projects across CT and Southern New
England. With over 15 years of experience building partnerships with owners of real
estate, Jim delivers a broad range of comprehensive energy solutions that produce
measurable benefits to the owner, their business, the community and the environment.
Often these solutions are rooted in performance contracting and allow an owner to
leverage their own energy equity to self-fund capital improvements. Jim has a business
degree from Northeastern University and an MBA from the University of Massachusetts.
Jim is a Board Member of REEBA. Prior to Ameresco, Jim led Business Development
activities for an international consulting engineering firm.
Ameresco is the largest independent (non-manufacturer or utility affiliated) energy
services provider in North America. Ameresco delivers long-term customer value and
environmental sustainability through energy efficiency projects, performance contracting
guarantees, alternative energy solutions and innovative facility renewal strategies. In
over 30 years of collective experience in energy services, Ameresco has constructed
billions of dollars in successful energy projects. Our broad customer base includes
commercial, retail and industrial owners, government and municipal entities, public
housing authorities, healthcare and academic institutions.
Representing ESCO’s, the panelist’s viewpoint will be on the value added partnership
Energy Service Companies can deliver to owners of real estate via performance
contracting and other energy services. The resulting partnership can produce a
reduction of energy consumption, upgrade of aging mechanical capital equipment,
creating renewable sources of energy and lower facility operating expense. Relevant
examples will be utilized to illustrate concepts.
Craig Meadows, President, CTI Energy Services, Amherst, MA 01002
Craig's 30 years' energy conservation industry experience includes having owned an
energy auditing and design firm with more than 100 public housing authorities as
clients. Due to his wide experience with the nuts and bolts of energy efficiency projects
from auditing to engineering to finance, Craig has held management positions with
major international Energy Services firms. Craig is the team leader for CTI EPC
projects. CTI’s purpose is to help small and mid-sized Public Housing Authorities
significantly reduce water, oil, natural gas, and electricity use. CTI does this by installing
modern energy efficient technologies in PHA residences. The best way for a PHA to
achieve sustainable energy savings is through an Energy Performance Contract (EPC).
David Wechsler - VP Business Development, EnergyHub
David joined EnergyHub as Vice President of Business Development in 2009. In his role he
works with utilities to implement EnergyHub hardware and software solutions that help utilities
to control peak loads through advanced demand response and enhanced energy efficiency
programs. David is also responsible for overseeing channel development partnerships that will
expand the reach of EnergyHub to consumers.
David began his career by founding a company named t3 a provider of premium interactive
services to clients throughout the U.S. In early 1999 he sold t3 to i-Cube, a back-end solutions
provider. At i-Cube, David ran the company’s global Internet practice and spent much of his
time educating customers on the future of the Internet, centered on the vision of a device-
connected Internet that would support electric utility assets. i-Cube was acquired by Razorfish
in 1999 and David was appointed General Manager of the firm. Building on his deep
knowledge of the Internet and his talent for creating digital solutions, in 2001 David co-founded
Lanthorn Technologies to develop and market control and automation solutions for electric,
gas, and water utilities. He served as President there until joining a management consulting
firm where he helped utilities build, implement and manage demand-side management and
energy efficiency programs. Now through his work at EnergyHub he’s able to see the impact
technology has on a utility’s day-to-day operations.
David holds a Bachelor of Arts in Policy Studies from Dickinson College and now serves as a
Trustee of the college.
