PK-52-14 Withdrawn – Trib. of Little Mission Creek: Lee Freeman – Removal of mud from pond and restore to pre-flood condition, rebuild dam, improve drainage, create a spillway, restore pit, and re-seed entire area. Application was withdrawn, Freeman will submit new application. No motion needed. B. PK-51-14 Approved – Shields River: Joe & Kris Lawellin – Repair of past bank stabilization project through replacing rock rip rap to the location(s) of initial placement. Following discussion, Haug made the motion to approve as proposed and waive the 15-day. Malone seconded and the motion passed, 3-0. C. PK-50-14 Approved w/ modifications – Cottonwood Creek: Christin Broell c/o Hogenson Construction – Bank stabilization of approximately 110 feet of stream bank in order to prevent further erosion and potential loss of house. Suggested modifications include: rock may not extend into water way more than 3-4’, rock may not exceed present bank elevation, and must dig trench approximately 2’ deep next to bank before placing rock (bottom of rock will them be 2’ below bed). Following review and discussion, Haug moved to approve with suggested modifications. Stutterheim seconded and the motion passed, 3-0. D. PK-53-14E Approved with modifications – Cottonwood Creek: Tom Bailey – Emergency action was taken to stabilize the streambank through the placement of five (5) cement blocks on the bank and three (3) cement block to divert water into irrigation ditch. It is determined that applicant must submit Form 270 to remove and place blocks annually. The top 4 blocks must be removed, 2 blocks closest to headgate can stay or be removed at applicant’s discretion. Following discussion, Stutterheim moved to approve with suggested modifications. Haug seconded and the motion passed, 3-0. E. PK-49-14E Approved with modifications – Cottonwood Creek: Bob Boyd – July 1, 2014 Page 1 Park Conservation District 5242 Highway 89 South Livingston, MT 59047 Telephone (406) 222-2899x111 F. PK-48-14 Emergency action was taken to remove sediment and debris in order to restore flow to irrigation diversion. Site inspection determined that no further work is necessary. However, future recommendations include using cement blocks (Form 270), 3-4 large barrier blocks for use on eroding bank next to pin & plank diversion. Following discussion, Stutterheim moved to approve as proposed. Haug seconded and the motion passed, 3-0. Tabled – Unnamed tributary on Yellowstone River: Stephen Potenburg – Improvement and replacement of existing road crossing through replacing existing culvert with a 12” culvert and a 20’ bridge which will span the channel and wetlands. Adjacent landowners were in attendance and expressed concern with the accuracy and/or comprehensiveness of the application. Following discussion and application review, Stutterheim made the motion to table the application and require the applicant submit base flood elevations, verification of landowner access to site, verification of site location, and a complete list of adjacent landowners. Haug seconded and the motion passed, 30. TREASURER’S REPORT & FINANCIAL ITEMS: A. Approval of checks and financial reports: Following review, Haug made the motion to approve the checks, invoices and financial reports. Malone seconded and the motion passed, 3-0. NEW BUSINESS: A. SVWG sprayer repairs: SVWG board members have incurred expenses associated with the repair and/or maintenance of sprayers and inquired about possible reimbursement. Stutterheim made the motion to reimburse and compensate on a case-by-case basis. Haug seconded and the motion passed, 3-0. B. 2014 Park CD 5th Grade Ag Fair: Anderson has been attempting to contact the Livingston School District in order to select a date for the 2014 Park CD 5th Grade Ag Fair. Updates will be provided as they develop. C. Livingston Roundup Chicks ’n Chaps: Anderson remains on the Livingston Roundup Chicks n Chaps fundraiser committee and requested the use of boot decorations again for this year’s event. The board unanimously agreed to allow the committee to use them. D. DNRC 6th Annual Floodplain Resource Seminar: July 21-24, Helena E. Montana Conservation Month: August is Montana Conservation Month, relevant information was distributed and reviewed. F. Supervisor reimbursement checks: Anderson will have supervisor reimbursement checks prepared next week and notified the board signatures will be needed. G. 30W-13-338: Following the satisfaction of contractual obligations associated with contract #30W-13-338, through DNRC’s Watershed Planning and Assistance program, the contract has now achieved grant completion. H. American Explorers: The Arthur M. Blank Family Foundation is selecting 30 Montana 8th and 9th grade students to participate in a new leadership development program, American Explorers. Information was distributed and reviewed. I. Watershed Warriors – Arrowhead & Gardiner schools: Matt Wilhelm of the Invasive Species Action Network is in the process of contacting both Arrowhead and Gardiner July 1, 2014 Page 2 Park Conservation District 5242 Highway 89 South Livingston, MT 59047 Telephone (406) 222-2899x111 schools regarding the implementation of a Watershed Warriors program. The Park CD has expressed willingness to sponsor a grant application for the 223 grant program through DNRC. Applications are due at the end of the month, Anderson will submit an application for the referenced program if both schools express interest. CWMA UPDATE: A. Next meeting: September 9th B. Discussion/update of potential project locations PLANNING AND DEVELOPMENT BOARD UPDATE Gardiner meeting: Tour of gateway project included renovation project, determined to be over budget. Changing streets will help economy through. No new subdivisions reported. NRCS UPDATE: Hoaglund will forward Anderson the email regarding office space descriptions. NRCS will have programs and financial support to sign up for 2016 but landowners have to complete the associated workbook in order to qualify. WATERSHED BUSINESS: A.
