Job Description Job title: Department/School: Grade: Location: General Maintenance Manager Estates 7 University of Bath, Claverton Campus Job purpose The role of this post is to work as part of the Department of Estates team to rectify and diagnose a broad range of building related defects/problems/alterations, specify in writing and/or by drawing, suitable cost-effective repairs which can meet the Estate or our client’s business needs in terms of timing and cost, as well as complying with the usual Department of Estates’ strategies including compliance with statutory regulations and building codes. As part of that process the post holder will be required to obtain formal quotations and/or tenders from external contractors, must be able to monitor the quality of works on site, check the correctness of invoices before payment, as well as maintain both filed and computerised records of repairs and correspondence for strict auditing purposes. In some cases the post holder will be required to instruct, engage and manage consultants as well as contractors. The post holder will be managerially and financially responsible to the Client Project/Programme Manager. Source and nature of management provided The job title of the line manager is Client Project/Programme Manager. Staff management responsibility Building Workshop Supervisor and workshop multi-skilled technicians (currently 10 in number). Career and Professional Development Activities Not applicable. Special conditions Required to participate in the on-call rota. The post holder will be available to attend out of hours emergencies which will necessitate a return to work at short notice. The post holder will serve a probationary period for the first 6 months, after which their performance will be reviewed against the job description. Page 1 Main duties and responsibilities 1 To take full responsibility from inception through to completion for the repair of all minor and major building related defects and alterations, ensuring that wherever possible performance targets are met. This includes liaison with all appropriate staff, consultants and contractors including facilitating access and being on hand to deal with issues as/when they arise. This duty will also include the diagnosis of building related defects, devising suitable alterations/repairs, specifying those solutions in writing and drawings and obtaining tenders/quotations from external contractors. At all times all relevant statutory instruments and the University’s own financial regulations must be complied with. 2 To submit building and planning regulations as appropriate, and deal with the building and planning enforcement officers as required. 3 To upkeep the Operations and Maintenance (OM) manuals and passing of all electronic research to Asset/BIM Manager. 4 To use the Estates Works Management System (Archibus) to manage the post holders own work priorities and schedule tasks and resources (In house training will be given for the use of Archibus). 5 To provide information on building fabric and services as required for Estates databases, asset registers and other works. 6 To ensure that all works undertaken support the University’s fire safety strategy via close collaboration with the Fire Safety Advisor. 7 To carry our general health and safety assessments to specific areas of the Campus as directed by the Client Project/Programme Manager. 8 The post holder will be expected to exercise budget monitoring and control within the limits set by the Client Project/Programme Manager and the Deputy Director of Estates in relation to Long Term Maintenance based activities. 9 To chair meetings as and when required, and ensure minutes are taken. 10 The post holder shall have appropriate independent means of transport. 11 You will from time to time be required to undertake other duties of a similar nature as reasonably required by your line manager. 12 To manage the activities of the Building section workshop through direct line management responsibilities for the Building section supervisor. 13 To ensure that all works undertaken comply with the Estates procedures on Asbestos and prevailing legislation. 14 To ensure that all existing floor plans and elevations are updated using AutoCAD to reflect any changes made during the course of any works undertaken. Page 2 Person Specification Criteria Essential Desirable Assessed by A/F Qualifications City and Guilds Construction Technicians Certificate or equivalent qualification Appropriate experience in the building industry, previously employed in a similar role National Vocational Qualification (NVQ) Level 3 Management NEBOSH certificate or equivalent Experience/Knowledge Able to demonstrate a true ‘hands-on’ practical approach to problem solving and rectification of faults A good working knowledge of Health and Safety Legislation. This will include CDM Regulations, Asbestos Regulations A working knowledge of Building and Planning Regulations Fire Safety Assessment process including means of escape and fire stopping to building fabric Knowledge of different construction methods Basic awareness in relation to mechanical and electrical systems Knowledge of the Equalities Act formerly known as the DDA and the ability to design into a repair or alteration, the ethos of this Act I/T Experience of using AutoCAD to update own works/schemes and produce tender drawings Experience of managing a small team Experience of producing tender specifications Knowlegde of ISO 9001 and ISO 14001 Page 3 R Skills Knowledge and experience of appropriate Information Technology (IT) i.e. Microsoft Word, Excel and E-mail. Willing to commit to in-house training and use of the Archibus works management system, Access and Agresso Customer care and communication skills must be high Excellent communication skills including all written, computerised and verbal methods The post holder must be able to work in areas at heights, confined plant rooms, and areas where access is restricted when deemed safe to do so.
