Undertook research and drafted a strategy for the Neighbourhood Development
Development Bank of Southern Africa
Designed and presented a two-day course on infrastructure investment planning
to two divisions of the DBSA.
2012 Local Government Fiscal Framework
Undertook analysis and reporting on the state of the local government fiscal
framework for presentation at the FFC public hearings.
2011/12 Municipal Services Financial Model Support, eThekwini Metro
Assisted the eThekwini Metro in using the Municipal Services Financial Model for
capital budgeting and strategic planning around the provision of services.

densification using a 10 year projection of municipal capital and operating costs
for Western Cape municipalities.
2010 Cost of Inefficient Land Use Study, Financial and Fiscal Commission
Developed a costing methodology and City Efficiency Costing Model (CECM) to
quantify the economic costs of various urban spatial forms in South African cities.

Part of the Deloitte consulting team responsible for the reform and realignment of
Water User Associations and for research and financial modelling around Regional
Water Utilities.
2012 Municipal Introspection into Decision-Making and Implementation

Team member responsible for case study research and reporting on municipal
implementation of Section 78 decisions around water services delivery.
2012 Solid Waste Tariff Model, Department on Environmental Affairs
Revised a tariff strategy and tariff setting model to assist local municipalities in
setting solid waste tariffs, including piloting and training on the model.
