GENERAL MEETING MINUTES
September 13, 2014
I.
Call to Order
This meeting was called to order 10:33a.m. by Porter Robinson. Moment of silence for
Milton Daily, James Green, Theodore Kelly, William Moultrie, and Clifford Patterson. Please
keep the family of Dave Gwyn in prayer in his passing. May meeting minutes were read and
approved.
II.
Old Business
Update on Wings: Wings Track Club is under suspension from a period beginning April 24,
2014 and ending at 11:59pm on Saturday, August 1, 2015. During the suspension period,
Wings Track Club will not be recognized as a Gulf Association member club or a USATF club,
and will have no affiliation with Gulf Association or USATF.
III.
Membership Report
Total Membership is 4228 members and 72 clubs. New clubs: Katy Blazin Red, Houston TN
Flyers, Houston St. Thomas, College Station Sprinters, Lake Houston, Mac Vault Academy,
Houston Christian, Texas Hurricanes, Track Excel, Strait Speed, and BON Running.
IV.
Treasurer’s Report
Ending balance $155,263.37. See Handout of Financial Summary. Read and approved.
V.
Association
2015 USATF SafeSport. Online Lessons and on line exam. Exam is good for 2 years.
Background now for officials, youth committee, and chairs. See handout for other
association notes and information on SafeSport.
VI.
Race Walk
How fast can you walk event held on September 7th. Region 16 had record number of
participants this year. Please do not use race walk as a dumping ground for athletes. As of
now please direct all race walk questions and concerns to Donnell Carter. See handouts.
VII.
Masters
The Masters enjoyed coming out to the Gulf Championships. Asking Gulf to host indoor
national master’s championships in 2015. Outdoor championship held in Winston Salem, NC
July 17-20, 2014. Houston Elite only had 8 athletes this year but did very well over-all.
VIII.
Coaches Education
Level 1 will be held Dec. 12 – 14 at HBU. Jan. 23-24 there will be a coaches certification at
Rice. Field Events clinics are held on every other Sunday at 4:30pm. Triple Jump camp Oct.
16-19 at St. John’s School.
IX.
L.D.R. Road Race
See handout.
X.
Men and Women
2014 we only had 8 participants. We will continue to promote track and field by reaching
out to track club alumni’s and social media. For suggestions, questions, or concerns please
email: ramsiusatrackandfield@gulf.
XI.
Web Master
We will be transitioning from .com to .org. Tanisha Allen will take over website.
XII.
Athletes Advisory
Proper attire for field events must be worn. Pre-meets need to add HJ, 4X8, TJ, and
Hurdles. Remember the 30/30 rule for lightning. See handout.
XIII.
Coaches Background Screening
There are currently 494 coaches, parents, and volunteers that have completed their
backgrounds. Remember anyone with contact with our children needs to complete the
background.

Raveyn Rogers, Yancy Beavers, 2014 Junior Olympic Officials, Amere Lattin, and Marshall
Myles.

Officials
Currently the Gulf has 191 certified officials and actively searching for more, if you need
information please contact Alishia K. Jolivette, ajolivette@yahoo.com. Reminder: the
deadline to submit complete packages for upgrades is Nov. 1st. Your USATF membership
number must be current. Thank you – Thank you – Thank you to all officials who
Contributed and freely gave of your time, talent, and expertise at the 2014 National Junior
Olympic Championship.

Officials Chalk Talk
2014-2015 UIL Rule Change – Cross Country – increase the number of qualifiers to the top
four teams and top ten individual from the state meet to the regional meet. Effective within
the 2015 high school track and field season, the prohibition of jewelry will be eliminated.
XVII.
Field Lynx Learn by Doing Clinic Recap
Thank you to all the officials who attended the training just 2 days before the Junior
Olympics. Those that were trained were able to actually work with devices and cheat sheets
during the meet. The quick start guides (cheat sheets) can be downloaded from
http://www.finishlynx.com/support/quick-star-guides/ and used a future track meets.
XVIII.
Appreciation and Awards
Official Awards: Paul Gates, Ron Nicholson Jr., David Jantzen, Joe Felder, Linda Weekly, Louis
Adams, Meledy Price, Ramsi Taylor. Award given to: Johnny Washington, Keith Combs, and
Sam Hughes. Bill Collins acknowledge: Alishia K. Jolivette, Veronica Endsley, Felicia Love,
and Porter Robinson. What was displayed and seen by many as one of the best youth
nationals ever was due to the hard work of these 4 people. Sometimes 20 hour days were
put in handling duties to make this a success. These 4 put out any flames before they
became raging fires. Others want to duplicate what we did.
XIX.
Youth Coaches/Zone Update
Southwest zone is very proud of JO’s held here. Others were saying what a good job we did.
Next year’s challenge is to extend a hand to the inner city. Remember to apply for the Team
Coaching Staff, especially women.
XX.
Youth 2014 Recap & Updates
2014 season was exciting: 1st Annual Joe DeLoach indoor meet and hosted the 2014 Junior
Olympics outdoor championship. We are planning the 2nd indoor meet. Meet information
should be available in October, please check UofH website for information. Applications for
the 2015 development meets are due by September 30th. We are in the process of
gathering the equipment from the JO’s and will hold a garage sale.

Cross country meeting information is available on the Gulf website.
XXII.
2014 USATF Annual Convention
Please sign up with our secretary if you will be going to the convention in Sacramento. After
you sign up and change your mind that you will not attend please email our secretary so
that your name can be removed. The dates are: December 2-6, 2014. The 2015 National
Convention will be held in Houston, Texas and they will be celebrating their 35th
Anniversary.
