Applications are invited for the following full-time contract post of:
International Strategic Cooperation Award - Japan Coordinator
The post holder will coordinate NUI Galway-based ISCA programme.
The postholder must be fluent in Japanese (and English) and be familiar with both Irish
and Japanese research organisations. Specific experience of industry and academia
would be ideal, with at least B.Sc./ M.Sc. level background in a scientific area related to
the ISCA programme. The candidate must also be willing to spend significant periods
travelling to Japan.
The ISCA partners are NUIG, DCU, DIT, NIBRT, NUI Maynooth, RCSI, TCD, UCC,
UCD, UL and WIT.
This is a full time 2 year contract post until 29 February 2016.
Salary: €60,729 p.a.
(This appointment will be made on the above scale in line with current Government pay
policy)
(For pre 1995 public sector entrants in Ireland, the D class Salary rates will apply).

3. MAIN PURPOSE OF JOB:
Coordination of the NUI Galway-based ISCA programme.
4. MAIN DUTIES AND RESPONSIBILITIES:

1. Set up Japan-based seminars and follow-up these events in Japan with Japanese research
organisations (companies and academic/ governmental institutes).
2. Coordinate Ireland-based workshops in specific thematic areas.
3. Monitor and report to SFI on the activities we perform.
4. Administer/ oversee the student/ postdoc/ PI exchanges in the programme.
5. Website setup and maintenance will also be within the remit of this person.
6. Other ISCA Programme and appropriate administrative activities as they arise.
5. SPECIAL FEATURES OF JOB:
The postholder must be fluent in Japanese (and English) and be familiar with both Irish
and Japanese research organisations. Specific experience of industry and academia
would be ideal, with at least B.Sc./ M.Sc. level background in a scientific area related to
the ISCA programme. The candidate must also be willing to spend significant periods
travelling to Japan.
Providing more detail on the major responsibilities:
1. Set up Japan-based seminars and follow-up these events in Japan with Japanese
research organisations (companies and academic/ governmental institutes).
This will be a leadership role that will require the candidate to establish key links with
Japanese research institutions. It will involve frequent travel to Japan and the postholder
will liaise with the IDA/ EI in Ireland House Tokyo to arrange meetings/ facilities etc.
The feedback from SFI was clear that an appropriate level of seniority should be
associated with the person handling this communication with Japanese organisations to
ensure that the ISCA programme is taken seriously. The candidate will also make
presentations on the ISCA programme and on Irish academic activities to Japanese
research institutions and thus will require high-level awareness of funding and research
activities.
2. Coordinate Ireland-based workshops in specific thematic areas.
To give an idea of the conference activities involved, the research-led seminar
programme for Japanese companies will feature Irish speakers in targeted workshops
held in Japan. We plan 6 such events. 3 industry workshops will be based in Ireland or
Japan and will involve 14 -18 participants (as an indication of the scale of the activity).
Academic workshops will be based in Ireland and will involve 5 Japanese speakers
per theme. We plan 5. The candidate will not handle all details of the organisation, but
will coordinate these with the academic leads in the various consortium institutions. The
candidate will also coordinate with Irish research funders (IDA/ EI) in establishing
appropriate profiles for these events and will require good knowledge of Irish research
environment for this purpose.
3. Monitor and report to SFI on the activities we perform.
The candidate will be involved with the establishment and monitoring of the KPIs
identified for the ISCA. This will require extensive contact with the members of the
consortium to ensure good governance of the programme and will also necessitate
extensive contact with Japan. Website setup and maintenance will also be within the
remit of this person, with experience in website design being desirable.
4. Administer/ oversee the student/ postdoc/ PI exchanges in the programme.
This will require extensive contact with the members of the consortium to ensure that this
element of the programme works properly. This will also necessitate extensive contact
with Japanese colleagues.
5. Website setup and maintenance will also be within the remit of this person.
It will be necessary for ISCA Japan to have a strong web visibility as a first port of call
for researchers interested in getting involved.
6. Other ISCA Programme and appropriate administrative activities as they arise.

C. Incentivised Scheme for Early Retirement (ISER):
It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in Department
of Finance Circular 12/09 that retirees, under that Scheme, are debarred from applying for
another position in the same employment or the same sector. Therefore, such retirees may not
apply for this position.
D. Pension Entitlements:
This is a pensionable position. Details of the applicable Pension Scheme will be provided to the
successful candidate. The Pension element of this appointment is subject to the terms and
conditions of the Pension scheme currently in force within the University. This Scheme may be
amended or revised by the Irish Government or its agents at any time.
The Public Service Superannuation (Miscellaneous Provisions) Act 2004 set a minimum
retirement age of 65 and removed the upper compulsory retirement age for certain New
Entrants to the Public Sector on or after 1 April 2004. Effective from 1st January 2013, The Single
Public Service Scheme applies to all first-time new entrants to the public service, as well as to
former public servants returning to the public service after a break of more than 26 weeks.
Retirement age set, initially, at 66 years; this will rise in step with statutory changes in the State
Pension Contributory (SPC) age to 67 years in 2021 and 68 years in 2028.
Compulsory retirement age will be 70.

Declaration:
Applicants will be required to declare whether they have previously availed of a public service
scheme of incentivised early retirement. Applicants will also be required to declare any
entitlements to a Public Service pension benefit (in payment or preserved) from any other Public
Service employment and/or where they have received a payment-in-lieu in respect of service in
any Public Service employment.
