On motion of Mr. Lagasse, seconded by Mr. Roberts, the following resolution
was offered:
RESOLUTION NO. 121172
A resolution approving the application and utilization of Surplus
Hurricanes Katrina and Rita Long-Term Community Recovery
Program funds to supplement Hurricanes Gustav and Ike CDBG
Parish-Implemented Disaster Recovery Program funding and to
amend existing sub-recipient Agreements between the Jefferson
Parish Government and the municipalities of Jean Lafitte, Grand
Isle, Harahan, and Kenner. (Districts 1, 2, 4)
WHEREAS, by Resolution, adopted on September 19, 2007, the Jefferson Parish
Government adopted for approval the list of specific recovery and rebuilding priority
projects to be performed with the initial LRA funding of $14,321,460.00 under the
Hurricanes Katrina & Rita Long-Term Community Recovery Program; and
WHEREAS, by Resolution, adopted on November 19, 2008, the Jefferson Parish
Government adopted for approval an additional plan to add an additional
$35,798,931.00, allocated under Amendment 19 of the State of Louisiana’s Amendment
19 of the State’s Disaster Recovery Action Plan; and
WHEREAS, the Jefferson Parish Government has executed agreements with the
municipalities of Jean Lafitte, Grand Isle, Harahan, and Kenner for the purposes of
assisting sub-recipients of Hurricanes Katrina & Rita Long-Term Community Recovery
and Hurricanes Gustav and Ike CDBG Parish-Implemented Disaster Recovery
programs in utilizing such funds; and
WHEREAS, the Jefferson Parish Government has applied for and has received
assistance from the State of Louisiana, Division of Administration, Office of Community
Development – Disaster Recovery Unit to undertake to make certain improvements on
behalf of citizens residing in four Parish municipalities: Jean Lafitte, Grand Isle,
Harahan, and Kenner per the following projects:
1. ILTR-00071 – Jean Lafitte Drainage Improvements: $1,063,162.00, and
2. ILTR-00078 – Town of Grand Isle Road and Drainage Improvements:
$2,445,335.00, and
3. ILTR-00070 – City of Kenner Sewerage Lift Station #4106; $500,000.00, and
4. ILTR-00079 – City of Kenner Sewerage Lift Station #4100; $2,088,375.00,
and
5. ILTR-00082 – City of Kenner Sewerage Lift Station #4341; $1,278,000.00,
and
6. ILTR-00057 – City of Harahan Emergency Generator Wastewater Treatment
Facility; $298,050.00, and
7. ILTR-00098 – City of Harahan Emergency Sewerage Generators;
$505,640.00, and
WHEREAS, upon completion of these projects, it was discovered that there are
funds available as surplus funds per the following projects:
1. ILTR-00071 – Jean Lafitte Drainage Improvements: $4,506.21, and
2. ILTR-00078 – Town of Grand Isle Road and Drainage Improvements:
$150,958.57, and
3. ILTR-00070 – City of Kenner Sewerage Lift Station #4106; $68,250.90, and
4. ILTR-00079 – City of Kenner Sewerage Lift Station #4100; $370,550.58, and
5. ILTR-00082 – City of Kenner Sewerage Lift Station #4341; $358,054.39, and
6. ILTR-00057 – City of Harahan Emergency Generator Wastewater Treatment
Facility; $8,099.30, and
7. ILTR-00098 – City of Harahan Emergency Sewerage Generators; $45,582.00,
and
WHEREAS, the municipalities of Jean Lafitte, Grand Isle, Harahan, and Kenner
have undertaken to make needed improvements to their critical infrastructure, all of
which failed to function during and after the storm events of Hurricanes Katrina and Rita
as well as Hurricanes Gustav and Ike; and
WHEREAS, the municipalities of Jean Lafitte, Grand Isle, Harahan, and Kenner will
apply and utilize surplus Hurricanes Katrina and Rita Long-Term Community Recovery
Program funds to supplement Hurricanes Gustav and Ike CDBG Parish-Implemented
Disaster Recovery Program funding in order to apply repairs and improvements per the
following projects:
1. 26PARA3423 – Jean Lafitte Vicinity Drainage Improvements: $4,506.21, and
2. 26PARA2101 – Grand Isle Roads Rehabilitation: $150,958.57, and
3. 26PARA2301 – Kenner/Hanson City Sewer Lift Stations: $796,855.87, and
4. 26PARA2302 – Harahan Sewage Improvements: $53.681.30.
NOW, THEREFORE, BE IT RESOLVED by the Jefferson Parish Council, Parish of
Jefferson, State of Louisiana, that:
SECTION 1: That the Jefferson Parish Council authorizes the application and
utilization of surplus Hurricanes Katrina and Rita Long-Term Community Recovery
Program funds to supplement Hurricanes Gustav and Ike CDBG Parish-Implemented
Disaster Recovery funding in order to apply repairs and improvements per the following
projects:
1. 26PARA3423 – Jean Lafitte Vicinity Drainage Improvements: $4,506.21, and
2. 26PARA2101 – Grand Isle Roads Rehabilitation: $150,958.57, and
3. 26PARA2301 – Kenner/Hanson City Sewer Lift Stations: $796,855.87, and
4. 26PARA2302 – Harahan Sewage Improvements: $53.681.30.
SECTION 2: That the Director of the Community Development of Jefferson Parish
Government is hereby authorized to be the authorized representative for the projects
and as such is authorized to file applications and/or all associated documentation and
any amendments for CDBG Disaster Recovery Grants on behalf of the Jefferson Parish
Government with full authority to execute all documents pertaining to the projects.
SECTION 3:
That approved, amended sub-recipient agreements by the
municipalities of Jean Lafitte, Grand Isle, Harahan, and Kenner addressing the
supplementing of aforementioned Hurricanes Gustav and Ike CDBG ParishImplemented Disaster Recovery projects be approved by the Jefferson Parish
Government in order to allow sub-recipients to assist the Jefferson Parish Government
in utilizing such funds.
The foregoing resolution having been submitted to a vote, the vote thereon was as
