Responsible for the development of the most ambitious port and logistic macro
project currently under construction in Colombia, located in the municipality of
Dibulla, La Guajira, which estimates a cargo volume of over 30 million annual
tons in the first phase, increasing its installed capacity to 60 million annual tons
in the second phase and reaching 90 million annual tons in the third phase.

As General Director of the Civil Aviation led the structuring and implementation
of the largest number of airport concessions in the history of the country,
including the concession of El Dorado International Airport, the International
Airport of San Andres and Providencia and a number of other important airports
in the west of the country such as Rionegro, Medellin, Monteria, Corozal,
Verepa and Quibdo; as well as the concessions in the north-east which include
the airports of Bucaramanga, Cucuta, Rioacha, Santa Marta, Valledupar and
Barrancabermeja. These projects will significantly contribute to improve the
competiveness levels with private investment participation.
Strongly supported the use of satellite aeronautical navigation systems, the
consolidation of the automatized systems of air transit control and the
aeronautical meteorology modernization.
Important aviation regulations were issued related to aeronautical meteorology,
the aeronautical information services and the search and rescue services
among others.
OACI and international cooperation supported the
implementation of the Operational Security Management Systems - SMS, a
strategic objective of the aviation industry in the country.
The aviation industry and the consumers will benefit from the gradual
liberalization of air traffic and the liberation of frequencies with Mexico, Costa
Rica, Panama, Paraguay, allowing new airlines in Colombia and the creation of
new aviation companies. Furthermore, the price floor was eliminated, hence
generating an average decrease of 50% or more on airline tickets.

implementing new procedures and processes and improving the portfolio while
optimizing the entity’s management results.

Responsible for the implementation of the supervision processes and
procedures (inspection, vigilance and control) carried out by the entity, the
design of internal and external operating policies, issued administrative acts of
general character required to regulate the Superintendence’s functions, that
where immediately convened by the entities under their surveillance.
The analysis and compliance of the current Port Law and transport
infrastructure regulation as well as the preparation of draft legislation and
decrees oriented to regulating business activities in this sector, adjusted to our
economic, social and cultural reality. For example, Decree 2741 of 2001 was
developed by the Superintendence. Additionally the technological
modernization process was also implemented.
An active participation in the restructuring process of Avianca, allowed a
surveillance of the air transport public service, and the training, functioning and
development of the economic entities, which deliver the service.
