Agenda Item 7: Long-term planning of SADIS
7.1
The group recalled that it had formulated Conclusion 11/22 calling for the SADIS
Provider State to elaborate and maintain a concise long-term plan for the major development of the
SADIS system covering a period of five years, for review and endorsement by SADISOPSG. It was also
recalled that the group had formulated Conclusion 12/22 calling for the SADIS Provider State to include
an estimate of the scope (i.e. major versus minor) and nature (i.e. hardware and/or software impacted) of
the changes on SADIS users as part of the long-term plan
7.2
The group was pleased to note that an update to the long-term plan had been prepared by
the SADIS Provider State covering years 2015 to 2019 inclusive. As was customary, in developing the
plan, the SADIS Provider State had given due consideration to the life expectancy of SADIS-related
systems/services and had also taken into account the intended amendment cycle of Annex 3 –
Meteorological Service for International Air Navigation in order to minimize the frequency of changes,
and the corresponding operational and financial implications to the users. Furthermore, the SADIS
Provider State had ensured that the updates to the plan were aligned with the equivalent WAFS 5-year
plan that had been developed by the WAFC Provider States and endorsed by the WAFSOPSG.
7.3
The group noted that it was to be expected that the Meteorology Divisional Meeting in
July 2014 would develop recommendations relating directly or indirectly to future SADIS service
provision in the timeframe covered by the long term plan (2015 to 2019), including aspects associated
with Amendments 77 and 78 to Annex 3 and the future of the SADIS 2G satellite broadcast as alluded to
under Agenda Item 6. For this reason, the group appreciated that it had been challenging to develop a
more comprehensive 5-year plan than that presented.
7.4
Given the expected increased availability of OPMET information in digital form (using
XML/GML) over the coming years, particularly in view of the evolving Annex 3 – Meteorological
Service for International Air Navigation and other supporting provisions in this regard, the group
considered whether there was an expectation that such OPMET would be made available on SADIS 2G,
Secure SADIS FTP, or both. Appreciating that technological constraints (including capacity) may
preclude the dissemination of OPMET information in digital form on SADIS 2G as well as the expected
withdrawal of SADIS 2G in the 2019 timeframe, the group agreed that the availability of OPMET
information in digital form on the Secure SADIS FTP service would be an integral part of the
technological developments of SADIS over the coming years and therefore an integral part of the
SADISOPSG’s (for successor expert group’s) considerations.
7.5
Taking these considerations into account, the group reviewed the long-term plan for
SADIS, agreed to its content having made minor modifications, and formulated the following decision
accordingly:
Decision 18/xx — SADIS long-term plan 2015-2019
That the concise long-term plan of SADIS covering a period of
five years, as given in Appendix K to this report, be endorsed.
Note. — The long-term plan is a planning tool and certain
milestones are still subject to formal endorsement, as appropriate,
