Sudanese Zakat Chamber S.Z.C. operations
Introduction
There have been four stages to the implementation of zakat in Sudan . The first came
with the establishment of zakat Fund in 1980 , reviving zakat as an important Islamic
obligation .However ,at that time zakat was collected voluntarily . The second stage
began with establishment of Chamber of Zakat and Taxation in 1984 , when zakat
collection by the state was made compulsory . A major stumbling block of that era was
the confusion between zakat and tax collection , which led to a huge of 40% budget
deficit . The third stage came with the establishment of distinct chamber of zakat
designed to rectify the mistakes of previous stage by attempting to build the social
function of zakat . The fourth stage zakat Act 1990 amended 2001 .
The policies of Sudaese zakat chamber s.z.c. are characterized by
comprehensiveness as far as zakat collection and beneficiaries are concerned , and
unrivalled by zakat systems in other Muslim countries , which generally lack of
comprehensiveness . Accordingly ,Aticle 25 of the zakat Act sets out the eight groups
of zakat beneficiaries as stipulated in the Holy Quran namely, paupers , indigents ,
zakat collectors , person of inclined hearts ( i.e. recently converted to Islam ), those in
bondage , insolvent debtors , those ( working or fighting ) in path of Allah , and
wayfarers . In some Muslims countries zakat is confined to the first two groups ,
namely paupers and indigents .
Another important characteristic of s.z.c. is that it is given to its beneficiaries to cover
both their basic needs and developmental requirements . One more salient
characteristic of s.z.c. is that zakat solicitation is linked to every aspect of the s.z.c.
activities , because its function is not just to collect and distribute zakat , but also to
persuade people to pay their zakat voluntarily . Thus information , propagation and
publishing department have been established in s.z.c. all over Sudan to propagate
zakat as a divine obligation .
Zakat collection
From 1980 to 1984 total zakat collection was 138, 920,029 US dollars . The first
zakat budget was drafted in 1990 , with preliminary estimates at 91 million US dollars
, where the actual zakat collection hovered at 92 million US dollars . Zakat of crops
and fruits accounted to 76% of total zakat collection . Zakat of commodities comes in
second place . However zakat of livestock is disproportionate to the huge number of
livestock in the country . A national conference dealing with zakat on livestock was held
in January 1993 to remove obstacles ,and mobilizing both officials and popular
efforts to assist with zakat of livestock.
Zakat collection in 2005 was 135,500,000 US dollars . The performance rate was
100,7% .
Zakat collection in 2006 was 157,000,000 US dollars . The performance rate was
100,9% .
Zakat collection in 2007 was 178,500,000 US dollars . The performance rate was
96,4% .
Zakat collection in 2008 was 196,000,000 US dollars . The performance rate was 92,6
%.
Zaka collection in 2009 was 222,500,000 US dollars . Te performance rate was
104m3%.
Zakat collection in 2010 was 248,500,000 US dollars . The performance rate
was103,4%.
Zakat collection in 2011 was 296,000,000 US dollars . The performance rate was
116,1%.
Zakat collection in 2012 was 298,000,000 US dollars . The performance rate was
142,7%

Livestock collected in 2013 were 147,662 included camels ,cows, goats , and sheep .
Zakat Expenditure :
In 2005 the total expenditure in different zakat channels was 124,500,000 US dollars
at performance rate was 91,8% , and beneficiaries were 1,801,940 .
In 2006 the total expenditure in different zakat channels was 145,000,000 US dollars
at performance rate was 92,3% , and beneficiaries were 1,893,452 .
In 2007 the total expenditure in different zakat channels was 161,000,000 US dollars
at performance rate was 92,4% , and beneficiaries were 1,573,237 .
In 2008 the total expenditure in different zakat channels was 183,348,417 US dollars
at performance rate was 93,5% , and beneficiaries were 1,021,123 .
In 2009 the total expenditure in different zakat channels was 214,000,000 US dollars
at performance rate was 96,2% , and beneficiaries were 1,517,122 .
In 2010 the total expenditure in different zakat channels was 248,000,000 US dollars
at performance rate was 96,5% , and beneficiaries were 1,925,513 .
In 2011 the total expenditure in different zakat channels was 296,000,000 US dollars
at performance rate was 100,9% , and beneficiaries were 2,198,500 .
In 2012 the total expenditure in different zakat channels was 89% 0f total zakat
collection which was 298,000.000 US dollares at performance rate was 100,9% , and
beneficiaries were 3,111,996 .
In 2013 the total expenditure in different zakat channels was 296,179,209 US dollars
at performance rate 100,6% , and beneficiaries were 3,037,255
S.Z.C. supports for different sectors .
The agriculture sector in Sudan absorbs 90% of workforce , therefore s.z.c. has paid
special attention to this sector , particularly to those who own lands and do not have
access to financial institutions . In this sector s.z.c. has implemented 1975 projects for
595 villages at a cost of 210 million US dollars . For instance in West Darfur s.z.c. has
financed the agricultural schemes by 70,000 US dollars , also s.z.c. established Khour
Ramlah scheme at Nartaty county in aera of 2000 feddans at a cost of 235,000 US
dollars .Moreover s.z.c. has established Al- Rahama agricultural scheme in Maliet
county in oder to provide clean drinking water for both planting and drinking purposes
at accost of 86,580 US dollars , beneficiaries were 150 families .
No doubt , without water life will not exist , and water is essential for both mankind
and animals , and vital for economical development , thus s.zc. has accepted the
challenge of fighting poverty through clean drinking water services for poor people and
their animals . For instance s.z.c. has installed water station in Al-Liayit Jar AL – Nabi
county in North Darfur at a cost of 93,700 US dollars for 100 families . In Al –Fashir
area in North Darfur also s.z.c. has installed clean drinking water stations for 13 villages
at a cost of 94,904 US dollars .
S.Z.C believes lack of health means low productivity which leads to poverty . Therefore
s.z.c. tries to combat poverty through delivering health services to poor people . For
the abovementioned purpose s.z.c. has established a central medical treatment unit to
handle poor people serious cases in Khartoum the capital of Sudan and abroad . The
total health services carried out by s.z.c. were 1095 at a cost of 59 million US dollars
.The services has included health insurance for 2,450,000 individuals . S.Z.C. also has
purchased some precious instruments or public hospitals such as cardiac
catheterization at a cost of 1,500,000 US dollars . Moreover s.z.c. has provided
genetic test device at a cost of 50,000 US dollars , the device helps in identifying type
of tumors in not more than one hour while it was needed to send samples to Germany ,
and the patient needed to wait for weeks to get the results . S.Z.C. has provided
radiological device at a cost of 324,000 US dollars , another radiological device
provided to Al- Jazeera state hospital at a cost of 100.000 US dollars . Moreover s.z.c.
has furnished the early breast cancer diagnostic device at a cost of 100,000 US
dollars as the first device in the Sudan . For poor cardiac patients s.z.c has purchased
a cardiac operations' device for the military hospital at a cost of 200,000 US dollars , in
addition to instruments for Khartoum cardiac center at a cost of 80,000 US dollars ,
s.z.c. also has purchased a device for Sudanese cardiac center at a cost of 250,000
US dollars . S.Z.C. has also financed cardiac operations for 25 kids at a cost of 60,000
US dollars . S.Z.C has provided scope instrument for renal operations at a cost of
153,000 US dollars , in addition to renal dialysis device at a cost of 50.000 US dollars .
S.Z.C. has also furnished medical instruments to Al –Tijani Al Mahi psychiatric
hospital at a cost of 75,000 US dollars ,refrigerators for Khartoum hospital morgue at a
cost of 60,000 US dollars , 14 ambulances for public hospitals , equipments for
delivery rooms for rural hospitals at a cost of 245,000 US dollars , diabetic devices at
a cost of 75,000 US dollars ,100 labs for AIDS and T.B. test at a cost of 200,000 US
dollars.
In 2009 s.z.c. has established 16 diary factories in different Sudanese states . and
provided milky cows and goats to poor people in order to supply the factories with milk
. S.Z.C. has also supported Quranic schools by 168,000 sacks of corn and 2 million kg
of flour . Moreover s.z.c. annually during month of Ramadan provides in kind support
for poor people , also implements the Leader and Citizens for those who used to be
leader in the community , but the need help now . S.Z.C has a program called
propagation of rite of zakat as annually program which provides developmental
supports to states , so far this program implemented in 12 states at a cost of 40 million
US dollars . S.Z.C. in 2011 has implemented poor people census which has conducted
by institute of zakat sciences that specialized in research and training s.zc. employees
. The Ministry of Finance has carried out social initiative program which designed to
tackle the negative effects of the economic reforms , has benefited significantly from
poverty census . The social initiative in 2011 has supported 350,000 families all over
Sudan by monthly payment 0f 50 US dollars for each family . The number of families
supported by this program will reach 500,000 families in the year 2015 . S.Z.C. also
supports as monthly payment of 50 US dollars for 82,000 colleges' students all over
the country .

The s.z.c. Trustee General has confirmed their keenness for Quranic schools through '' supporting campaign '' which has or ganized in
different stares duing Rabie and month of Ramadan every year , in addition to permanent support for Quranic schools . This came when he
addressed the celeberation of Quranic schools at Atbara and Barbar localities . The campaign has cost 100 thousand US dollars.S.Z.C. also
has supported prosthetic limbs by 10,000 US dollars .The Trustee General visted in Barbar locality the Islamic center which was established
before one hundred and sixteen years ago .For his part Mr. Faisal Musa the Minisry of welfare and social security in River Nile state
emphasized interest of his Ministry in cooperating with civil organizations to fight poverty through poverty census '' we will sponsor all orphans
in River Nile state '' he added .

Zakat legitimate Nisab for the year 1435 H/ 2014 is (22,032)SDG ------------ Committee of Fatwas

Depending on Islamic texts and based on Article (21/3) of zakat Act for the year 2001 and after extensive investigation Fat wa Committee has
determined the legitimate zakat Nisab for the year 1435 H / 2014 is (22,032) pounds - only twenty-two thousand and thirty-two pounds ,which
is equal to the value of 85 grams of gold caliber (21), the most actively traded in the market and this Nisab is the minimum obligatory amount of
zakat in cash and estimated property . Whoever owns the Nisab , and one year has passed he or she should take the initiative to pay zakat

Circular specifies zakat of salaries and wages for the year 2014 -----------S.Z.C. has issued a circular ,
accordingly from the first of January 2014 taking zakat from individuals whose their salaries or wages is amounted of 90.504 pounds (only
ninety thousand five hundred and four pounds) or more per year , thus zakat will be at rate of 2.5%..

Subject: Zakat of salaries and wages for the year 1435 H / 2014
Enforcement of Article (35/3) of Zakat Act 2001 and reference to the decision of thes.z.c. Fatwa Committee which determined the legitimate
Nisab for the year 1435 H / 2014 is 22.032 (only twenty-two thousand and thirty-two pounds), this amount is based on the approval of the
Fatwa Committee after identifying the required basic needs cost for the average household at $ 68.470 pounds (only sixty-eight thousand
four hundred and seventy pounds) for the year. Thus ,it has been decided as from January 2014, taking the Zakat of salaries from those
whose their income is 90.504 pounds (only ninety thousand five hundred and four pounds) as 7.542 pounds per month (only seven thousand
five hundred and forty-two pounds), and more , zakat will be paid at rate of 2.5% . This Includes the salaries of state employees and the private
sector, all remuneration , allowances , overtime , bonuses, and privileges whether in kind or cash.
- Zakat of salaries , wages and pensions shall be paid in monthly installments. The employer shall pay the installments not later the fifteenth
day of the following month , and shall attach lists showing the salary , alloance , and deduction.

'' one of s.z.c. priorities is taking care of orphans , now s.z.c. is sponsoring 35 thousand orphans in the country '' said the Trustee General ,
urging the community to help the orphans .'' we will expand Al-Abrar project in all Sudanese states '' he stressed when he addressed local
citizens of Al-qirbah locality while he was inaugurating the first phase of Al- Abra building, which was built by s.z.c. in the locality, and also
at the event of celebrating Quranic schools campaign , calling for community organizations and local officials and popular t o cooperate with
s.z.c. in order to revive the Holy Quran and revive the rite of Zakat.
''S.Z.C. is working to revive the values of solidarity, social justice'' said Abdul-Rahman the commissioner deputy of of Al-qirbah locality , who
praised s.z.c. role in sponsoring orphans across the nation . '' the first phase of Al- Abrar complex has accomplished at a cost of 200
thousand US dollars , and provides monthly income for 110 orphans' house hold '' said the Trustee General , who stressed the continuation of
the second phase , which s.z.c. allocates 150 thousand US dollars to build it , and promising the final phase will be four – story in order to

unit. The Minister directs s.z.c. to find new ideas for faster procedures and coordination with stakeholders and those who provide services

S.Z.C Trustee General Muhammad Abdul Raziq has discussed with the Secretary General of expatriates Bureau Dr. Karrar Al- Tuhami the
way to increase performance in the collection of zakat of expatriates and Cooperation in such mission in order to implement the
recommendations of zakat of expatriates workshop .
This came in a meeting held in the office of Secretary General of expatriates Bureau '' 40% of expatriates zakat it will be remained where

Zakat Chamber supports dairy project area Wad Madani Majzoub at $ 1.0002 million thousand pounds

The Zakat Chamber Gezira state, to monitor the amount of 1.0002 million thousand pounds for the implementation of the second phase of the
project compassion for dairy products and Dr. Majzoub area, to ensure the 100 families in the first stage of operation to rea ch the second
phase to 500 families.
The project is based on a two-pronged plant and animal, where the project includes a farm on an area of 22 acres, with 40 head of dairy cattle
breeds good "Kenana".
The director of the livestock sector projects Diwan Mujahid bliss, that the project is a model at the level of states of Sudan.
He revealed bliss for buying machine for packaging and packing $ 130 thousand pounds, to increase the speed of production and achieve high
quality.
He indicated that the project will contribute to solving the problem of unemployment, creating a number of employment opportunities among

Sir Zakat Chamber federal convoy support and communication to support the brothers affected by the state of South Sudan, was in t he convoy
farewell arena green Khartoum Minister of Social Welfare and feelings Atb Secretary Zakat Chamber Mohammed Abdel Razek a nd gracing
both the major states of the Council of Sudan and South Sudan.
He praised Joseph Paul Chan Chairman of the Board states the State of South Sudan's support to the political and social, which provides
