Approval of the Minutes
o Approved
President Pro Tempore
o Clarification of Roles
 Old SGU and New SGU
 President Pro Tempore
o Who is in charge? Mac? Corey?
o Constitution reads that Mac’s position is president of Senate
o If Corey is present, then he “has the floor,” but if he is not, then
Mac automatically runs Senate
o Both in attendance
 Want to define the role of the President Pro Tempore
 Want to give the President Pro Tempore the time to fulfill
their role
 E-Board members are here at meetings at random times
because we know that you all appreciate when SGU EBoard members are here
 Vice President of Communication Management
o Only meeting that they are absolutely required to take minutes at
is Appropriations Board
o Madison takes minutes when Caryn is not here because Caryn
appointed her to take minutes if she can not be here
o Madison does not serve on the E-Board, she is just like you all, she
is a Senator and has a seat in Senate
o Having a non-senator take minutes is a possibility, but right now
it is Madison as appointed by Caryn
 Just a concern of Madison fulfilling her roles as a Senator
while taking minutes
 Madison has assured us as an E-Board that she can handle
it and we have full faith in her
 Transitional Senate vs. Now
o The change of Constitutions was a long, drawn-out process that
had been ongoing for 11 years
o
o
o
o
o
o
o
o
Old Senate was made up of delegates from every organization on
campus – similar to Presidents Council today – and students from
each class
 Meetings were more like open forum, so there was little
business of value that was taking place
Last year’s E-Board drafted a new Constitution over the summer,
knowing that it was a large process
 End result was the new Constitution that we are
operating under now
Transitional Senate was in operation from the end of fall semester
and all of spring semester
The purpose of the new Constitution was to give more power to
make a bigger difference
Old Senate, Transitional Senate, and New (Current) Senate are
three separate entities, and we all need to remember that
Higher expectations due to more power given by new
Constitution
 Be responsible
 Take your position seriously
 You are carrying a great weight, whether you know it or
not
 Peers and administration are looking at you because they
are well aware that we are operating under a new
Constitution
 Being a Senator is an obligation – remember that you are
not alone and you can ask for help
 Academics should always come first, but remember that
you were put here for a purpose/reason
 Leaders – step up because now is the time
 Do not be afraid – we are all here for you
 Prioritize
Look into a retreat for Senators/E-Board to get to know one
another
 Shorter/smarter things within Senate
Review of Robert’s Rules
 Review the handout if you are concerned
 Examples of what is going on in Senate currently
 “Point of Information”
o ONLY if you are confused, not to get more of your opinion in
there
o Chair will stop normal discuss to clarify your question
o Used only for clarification
 “Parliamentary Inquiry”
o Used if you have a question about where we are in a
parliamentary procedure
 “Point of Order”








o Lots of side chatter, talking, etc.
Amendment to a motion
o If a motion is made, and chair has asked for a second…
 DO NOT second a motion until the chair calls for it – it is
rude and out of order
o Motion is made and the chair has called for a second and now it is
discussion
 If you think the motion could be made better by
amending it, you raise your hand and say, “I move to
amend the motion to say….”
 If the amendment to the motion is passed, then it is
automatically attached to the original motion
 You then discuss the motion as a whole where it can be
amended one more time at most (2 amendments total)
 If the second amendment to the motion is passed, then it
is automatically attached to the original motion
 We then return to the original motion with the two
amendments to discuss and vote
o Only amend a motion if it is necessary and critical to the original
motion – amendments to motions are not necessary
“Call to Question”
o Return to the parliamentary motion that is currently being
discussed
o Stops the debate further and moves to voting on the motion
o Call to Question must be seconded, so if you do not want to end
discussion, do not second it
Talking in Circles
o Open palm raised hand – for the motion
o Closed fist raised hand – against the motion
o Stand when you are speaking
 Help to convince/intimidate in your favor
It is always “I move…”
“Reconsider”
o Reconsider a motion that has been acted on (pass or fail)
o Reconsider a hasty action
Tabling
o You need to remember to bring it up in Old Business because
once you leave the room it is dead
Postpone
o Discussed at the next meeting
