SAVE THE CHILDREN INTERNATIONAL PROGRAMS ROLE PROFILE TITLE: Medical Logistics Coordinator – Syria Response TEAM/PROGRAMME: Programme Operations – Syria response GRADE: 4 LOCATION: Antakya, Turkey CONTRACT LENGTH: 6 Months CHILD SAFEGUARDING: Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff. ROLE PURPOSE: The role holder is key to developing and implementing the country strategy, in regards to the required medical supply logistical inputs, as well as ensuring that sound medical logistics procedures are compliant and maintained in line with Save the Children and Donor’s policies. They are responsible for the co-ordination of all the programme medical supply logistics, including the implementation of activities for medical procurement, drug management, warehousing, supply and stock management. This requires working in close collaboration with the logistics team and the local partners as well as the health team (technical advisors and programme managers). They are also responsible for providing technical support for health facilities in regards to waste management, rehabilitation, power and water supply, and communications in collaboration with the appropriate technical managers. This role provides leadership, remote technical support, capacity building and will be responsible for ensuring sound logistics practices and rigorous controls are in place for the Syria Response programme. SCOPE OF ROLE: Reports to: Logistics Manager Staff reporting to this post: Medical logistics officers Budget responsibility: N/A KEY AREAS OF ACCOUNTABILITY: Logistics Responsible for the set up and development of a medical supply strategy for the Syria Response programme Responsible for overseeing medical logistics in country, including international and local procurement, warehousing, power supply, communications and management in co-ordination with the Country Logistics Team and in line with Save the Children International policies and procedures and with emphasis on traceability control. Regular review of the supply chain strategy and resources needed to implement it Responsible for reliable cold chain capacity to support EPI (Expanded Program on Immunization) activities Responsible for stock control (ensure monthly stock reports) and managing medical stores, ensuring security and maintenance and that medical stocks are kept in proper storage conditions Ensure efficient and appropriate logistical support is provided for all site activities including drug and equipment distributions, and construction/rehabilitation activities. Establish and maintain a robust logs filing system. Responsible on technical areas such as maintenance, cold chain, generators and also basic water/sanitation and rehabilitation, etc. – with support from technical managers. Programme Support and Development Participate in project planning and preparation of donor proposals and reports, anticipate needs for supplies and carry out procurement for projects, and keep abreast of changes in medical supply needs in close cooperation with the Health Department Forecasting and inputting into the country budget development, preparation of spending plans APRIL 14 SAVE THE CHILDREN INTERNATIONAL PROGRAMS ROLE PROFILE relating to medical logistics expenditure and operational costs for the whole medical programmes. Provide input on logistics matters to the Country Team for proposal and report writing, including providing a procurement plan. Support in-country logistics assessment when necessary. Ensure donor compliance and produce regular, timely and accurate logistics and financial reports for Save the Children and donors. Ensure that Save the Children International minimum standards of logistics procedures and are understood and adhered to throughout the programme, briefing and training all relevant staff as required. Manage the effective order management systems. Improve the supplier price database at the project site and streamline monthly stock purchases on an on-going basis. Emergency response To support the local partners to maintain an effective supply chain management system, according to logistics procedures. To ensure the procurement and delivery of quality drugs, medical supplies and equipment to the program sites in Syria through local partners and direct interventions, in accordance with and procedures and in compliance with donor regulations. Ensure accurate and complete documentation is prepared for all consignments health facilities and partners To support the local partner to develop and maintain warehouse systems and ensure that stock management and administration systems are implemented throughout the programme. Monitor projects stock levels and advise on appropriate stocking and replenishment to meet project demands. To coordinate with relevant clusters, other sector actors and national/local authorities as necessary. Human Resources Assess the continuing training needs of Save the Childrenstaff, and local partner staff, and ensure training needs are appropriately met and within budget. Training up the national medical logistics officer will be a key component of this role.
