INTRODUCTION This Part defines explicit requirements for the collection of hard waste from Hard Waste Service-Entitled Premises in the Service Area and transport to the Nominated Facility. It must be read in conjunction with the General Specification, to form the complete specification in relation to the Hard Waste Collection Service. The Contractor must ensure that Services provided under this contract address the requirements of the General Specification as well as the particular Service Specifications. To the extent of any inconsistency between the General Specification and Service Specification, the Service Specification shall have precedence. Include a description of the services to be provided and any specific service requirements. The two options below are for either: On-Call Collection Service, OR Annual Campaign Collection Service. 2. ON-CALL COLLECTION 2.1 On Call Collection Service Commencing on the Services Commencement Date and finishing on the Expiry Date, the Contractor shall provide an on-call hard waste collection service to nominated Hard Waste Service-Entitled Premises within the Service Area, in accordance with this Contract. Hard Waste Service-Entitled Premises include nominated single Premises and multioccupancy Premises, and those Premises identified as other Hard Waste Service-Entitled Premises. Council may also direct that a Hard Waste Collection Service be provided to groups, organisations or activities of a general benefit or in the community interest. Hard Waste Collection Services are not provided to Business premises. All services must be booked by residents via the Customer Service Centre or an on-line booking system to be established by the Contractor. 2.2 Service Standards – On Call The Contractor shall designate the day of collection, and confirm this arrangement with the resident at least one week prior to collection by return e-mail for an on-line booking or by letter if a telephone booking. All collections will be from an accessible kerbside position located outside the premises, close to the kerb line and clear of the road and footpath. Residents can book up to a maximum of two (2) collections per year. The Contractor must provide a level of service that is capable of completing an average of fifty (50) collections per day. If the waiting time exceeds six (6) weeks, Council may require the Contractor to provide appropriate supplementary resources to meet periods of high demand. The Contractor shall be responsible for the immediate rectification within one (1) working day of all missed collections, provided it can be established that the Hard Waste was placed at the collection point at the designated time for the Service. Section D - Part 8: Hard Waste Collection Page 2 Version 3: January 2014 [Click here and type Council name] [Click here and type Contract number and name] The Contractor shall collect and remove any materials dropped or spilt on any road, footpath or kerbside during the Hard Waste Collection. Hard Waste Collection Services must be provided on Working Days and Public Holidays except for Good Friday, Christmas Day, and New Years Day when no collection services will be provided. The Contractor must provide written notice (in a format and content approved by the Council) to the resident if any waste is left uncollected. The notice shall detail the reason for the non collection and include the Contractor’s Customer Service Centre telephone number as the contact for any follow up calls or complaints. A copy of this notice must also be sent electronically to the Council on the same day it was left at the Premises. Items to be collected – see a list in the Annexure to Hard Waste Specification 2.3 Reporting – On Call The Contractor shall at the end of each month send to the Council, electronically in a format agreed with the Council, a schedule detailing the following: 3. premises serviced that month (number and locations); average waiting time for the month; tonnage collected for each waste category; individual tonnages sent to landfill and resource recovery; quantity of recovered material by type and primary destination of each material type total tonnage verified by weighbridge dockets; total number of complaints received; and locations where waste was unable to be collected and the reason, (not presented correctly, not suitable, etc). ANNUAL CAMPAIGN COLLECTION 3.1 Annual Collection Service Commencing on the Services Commencement Date and finishing on the Expiry Date, the Contractor shall provide an annual kerbside hard waste collection service to all residents on all streets and roads within the Council area. This service is to collect all hard waste (unless otherwise specified) that is not currently collected by the kerbside garbage, recyclables and green organics services. The council area has been separated into eight zones corresponding to the ward boundaries, and each zone will be allocated one (1) week for collection. The Contractor shall be responsible for ensuring that all hard waste is collected from each area within the dates specified. The hard waste collection service will commence operation in the week beginning early August and conclude at the end of the week beginning early October. Inclement weather shall not be considered as a valid reason for late completion of the Hard Waste Collection Services. The Council will arrange the advertising and notification to residents regarding the hard waste collection service. This general publicity will usually commence in late June, and information pamphlets will be posted to residents at least two (2) weeks in advance of the collection period in each zone. Section D - Part 8: Hard Waste Collection Page 3 Version 3: January 2014 [Click here and type Council name] [Click here and type Contract number and name] The Contractor must provide their Customer Service Centre facilities to receive and answer resident enquiries related to the hard waste collection service. 3.2 Service Standards – Annual Collection Hard Waste Collection Services must be provided Monday to Friday, excluding public holidays, between the hours of 7.00 am and 6.00 pm. All collections will be from an accessible kerbside position located outside the premises, close to the kerb line and clear of the road and footpath. The Contractor shall be responsible for the immediate rectification within one (1) working day of all missed collections, provided it can be established that the Hard Waste was placed at the collection point by the designated time for collection. The Contractor shall at the completion of the annual Hard Waste Collection send to the Council, electronically in a format agreed with the Council, a schedule detailing the following information for each zone: tonnage collected for each waste category; individual tonnages sent to landfill and resource recovery; quantity of recovered material by type and primary destination of each material type total tonnage verified by weighbridge dockets; total number of complaints received. 4. PERFORMANCE BENCHMARKS AND DAMAGES 4.1 Performance Benchmarks Council requires a high level of performance from the Contractor that meets the satisfaction of Customers. This will be gauged by the level of service complaint as well as departures from the Specification. ADDITIONAL VEHICLE REQUIREMENTS In addition to the requirements for Collection Vehicles under Clause 13.1 of the General Specification, all Collection Vehicles shall carry a broom, shovel and any other necessary equipment to allow drivers to clean up after a Hard Waste Collection or spillage. All vehicles must be fitted with high visibility flashing lights that comply with all legislative and statutory requirements. There is no requirement for Collection Vehicles used in Hard Waste Collection to have a colour hopper camera. 6. DISPOSAL AND DELIVERY OF MATERIALS 6.1 Disposal and Treatment Costs The Council shall retain ownership of materials collected under this Hard Waste Specification and pay all disposal, and processing charges. The Contractor must provide the Council with evidence, in the form of weighbridge dockets or equivalent, to the satisfaction of the Council, of the separate amounts of all waste and recyclable materials collected in the course of providing the Service, with the monthly progress payment claim. 6.2 Nominated Facility The material collected by the Contractor in the course of performing the Hard Waste Collection Service must be delivered to the Nominated Facility. Details of the Nominated Facility for each Council are shown in the Annexure to the Hard Waste Specification. The Council may nominate an Alternative Facility during the Term of the Contract as specified in Clause 6.3 of this Hard Waste Specification. 6.3 Alternative Facilities Over the term of the Contract the Council may nominate an Alternative Facility for use by the Contractor in undertaking the services to be provided. 6.4 Other Facilities Use of any other facility will be subject to approval by the Council. If the facility is approved by the Council, it will be then be treated as an Alternative Facility. Section D - Part 8: Hard Waste Collection Page 5 Version 3: January 2014 [Click here and type Council name] [Click here and type Contract number and name] 6.5 Payment for Transport to Alternative Facility 6.5.1 General Council desires that the Contractor delivers materials collected under this Contract to facilities that provide the best operational, environmental and cost effective result. For various reasons, it may be necessary to move from the initial Nominated Facility to an Alternative Facility or Facilities at some time(s) during the Term of the Contract. 6.5.2 Payment for Use of Alternative Facility If the Council nominates or approves an Alternative Facility under this Contract, and it is further or less in distance from the defined Approximate Centroid than the Nominated Facility for that service, then the Contractor or the Council will be entitled to an additional payment or reduction in payment (as the case may be) based on the difference between the distance of the new journey and the distance of the return trip from the Approximate Centroid of the Service Area to the Nominated Facility (“the Difference”). For this purpose, the new journey will be the return trip, measured from the Approximate Centroid of the Service Area in a direct route to the Alternative Facility. The payment for the period during which the Alternative Facility is utilised will be calculated in accordance with the formula in Clause 6.5.3 of this Hard Waste Specification. Where the difference is a negative value, the Council will be entitled to a reduction in payments due to the Contractor calculated on the same basis as above. No payment will be made if the Contractor uses another disposal facility without the written approval of the Council. 6.5.3 Calculation of Payment for Transport to Alternative Facility The additional or reduced payment for the period during which an Alternative Facility is utilised will be calculated in accordance with the following formula: P=AxDxT Where: P = the additional or reduced payment to be made; A = the Alternative Facility Payment Rate as detailed in the Tender Return Schedule associated with the relevant service; D = the Difference in kilometres for a return trip, between the distance from the Approximate Centroid of the Service Area to the Nominated Facility and the distance from the Approximate Centroid of the Service Area to the Alternative Facility, multiplied by the number of return trips; and, T = the number of tonnes of material emanating from the particular service, transported to the Alternative Facility by the Contractor in the period to which the payment pertains. Where such diversion results in a variation of less than ten percent (10%) in the distance travelled to the original Nominated Facility, no variation shall apply. Where “D” is less than the distance from the Approximate Centroid to the Nominated Facility “P” will be deducted from the payment and if it is further “P” will be added to the payment. Section D - Part 8: Hard Waste Collection Page 6 Version 3: January 2014 [Click here and type Council name] [Click here and type Contract number and name] 6.6 Unloading of Materials Collected materials must be unloaded from the collection vehicles by the Contractor at the Nominated Facility or Alternative Facility. The Contractor, its employees and/or subcontractors must comply with all instructions issued by the Council, or the person in charge of the Nominated Facility or Alternative Facility. The collected materials must be delivered in such a manner that they can be unloaded and handled at the Nominated Facility or Alternative Facility to ensure Council’s obligations are fully met to ensure compliance with the Environment Protection Act or policies under that Act, including but not limited to the Environment Protection (Waste to Resources) Policy . 6.7 Operating Hours of Facilities The Contractor must comply with the operating hours of the Nominated Facility or Alternative Facility. 6.8 Only Materials from the Service Area The Contractor must ensure, and enable the Council to verify, that only materials collected in the course of providing Services under the Contract are taken to the Nominated Facility or Alternative Facility in the Collection Vehicles.
