Budget Update
To be funded from stabilization fund.
Results of District Fiscal Resources
Committee meeting
50% Law:
50% of edu. expenditures must be used for salaries of classroom instructor. SCC is at
48.91%, RSCCD at 47.75% We need to finish year at 50.1%
In past RSCCD Retiree Benefit Fund has been used to comply with 50% Law. In 20132014, we expect $7M to be used.
FON-Faculty Obligation Number
The goal is 75% of courses are taught by full time faculty
The percentage for RSCCD = 65%
State has given us a pass in the past, but now the sState will enforce and we’ll be fined.
Penalty = #FT needed X $68,000 We’d need to hire appx.28 FT faculty districtwide.
FRC:
District expenditures should be analyzed annually. First meeting of task force MON
October 8. Steve Kawa will send meeting notes to Budget Committee. Analyze Budget
vs. Spending. District holds money for unfilled positions, which should be disbursed to
colleges.
Measure E:
8/31/2013: $16M set aside for OEC . $5M Measure E, $4M Redevelopment Agency
money set aside by SCC $7M from stabilization fund
Incl. architects, engineering, construction. Five year plan. Any insurance or legal
settlement fund will be returned to Measure E. Any additional costs will come out of
stabilization fund.
