DRAFT 1: 24 November 2013 Panay Hub – Typhoon Haiyan – Sample Shelter and NFIs Kits The Shelter strategy runs in two parallel phases: EMERGENCY RESPONSE – started 8th Nov. estimated to continue to end of Feb 2014 SUPPORTING SELF-RECOVERY – started 8th Nov. This document looks at sample kits for both phases and are meant to act as guidelines for agencies making planning decisions. Shelter and NFI programmes are subject to how well markets are functioning and affected population’s access to market. At the time of drafting, markets in affected areas are weak, but recovery is evident. The response will follow different times scales for different areas. As markets develop, more and more commodities will be available for local procurement and some programmes may be able to operate through cash or voucher systems. EMERGENCY RESPONSE 1. Shelter Repair Kit The shelter repair kit is used to support self-recovery process. Note: Clear messages on DRR and training on safer construction practices are vital in ensuring sustainable recovery.
