Nature of Position The General Manager is the responsible for the administration, communications, planning and coordination of all aspects of the operation of Twin Elm Rugby Park. Reporting Structure The General Manager is responsible to the Twin Elm Board of Directors and reports through the President of the Board. Term Seven month contract with the possibility of extension pending satisfactory performance review and a budgetary review by the Board. Salary and Hours of Work: $20,000, for 7 month contract. There is no finite number of hours to the position, though it is expected it will be a part-time, half-time position, taking approximately 20 hours per week. This contract is for seven months: May 2014 to November 2014. The feasibility of extending the contract and any alterations to the terms of this position will be negotiated at the end of the contract. Those discussions will largely be based upon the ability of the General Manager to make this position more or less self funding. Additional incentive structures for a future contract (such as percentages of new rental fees or sponsorship money obtained), would be negotiated at that time. Goal and General Responsibilities The role of the General Manager is to take on the day to day management functions required to operate Twin Elm Rugby Park. The owners of Twin Elm have made a decision to move towards a Governance oriented board, and the GM is expected to take on the operational tasks that were previously the focus of the volunteer board. The individual will also be responsible for directing and assisting all paid staff, service providers, volunteers in their duties and ensuring that appropriate systems of accountability are in place. Specific Responsibilities Administration Provides for control of day-to-day operations; assuring the coordination of plans, programs and events; conducts post-event operational and financial review and analysis. Plans, organizes, coordinates and directs all activities and personnel engaged in maintaining and operating the facility. Develops and implements facility goals in accordance with the Board's objectives, corporate policy, and good business practice. Evaluates facility practices and recommends improvements to reflect the needs of client base and the facility better, and/or to improve the efficiency and safety of operations, in compliance with policies and procedures. Assists and coordinates with the development of the annual operating calendar, activity schedules, and budget.. Assures the coordination, implementation and administration of specific plans and programs prescribed by corporate directives, to include: matters of training and development; quality assurance; energy efficiency; safety/emergency procedures, crowd control and crisis management procedures, or other areas as needed. Negotiates contracts and agreements with event organizers, meeting planners, promoters, managers and agents, civic organizations to encourage continual and regular use of the facility Negotiates lease agreements as determined necessary and in the best interests of the facility. Leads and oversees the processes related to acquiring tendered services. Liases with the Board prior to the final approval of all contracts and agreements with suppliers, promoters, and tenants for necessary activities and services at the facility. Facility Management and Operations Responsible for recruiting, training, supervising and evaluating paid and volunteer staff. Responsible for oversight of contracted service providers and resources. Monitors compliance with all provisions of the service contracts. Assures the administration of personnel and the operation of plant and facilities are conducted in accordance with applicable local, provincial and federal regulations. Responsible for booking of the park facilities, including field allocations, indoor events, and for the maintenance and publication of schedule of those bookings and events. Financial Management and Reporting Working with the Board and its Treasurer, directs the development and administers the execution of operating and marketing financial plans and documents; to include, operating revenue and expense budgets; capital expense plans and budgets. Prepares and maintains required and necessary reports/records for the Client/Contract Administrator and for the Corporate Office. Communication Establishes and maintains effective working relationships with the Board, clients, service providers, local sports associations, businesses and community. Provides or coordinates for timely and effective response to directives and requests received from internal and external organizations, agencies, departments and individuals; assures and maintains the integrity of the facility in all forms of communication and personal contacts. Establishes and maintains effective working relationships with the tenants, employees and the general public. Responsible for the maintenance and general upkeep of the park's website and any public facing communications. Planning Implements strategic plan in line with the objectives of the Board. Prepares and submits bids on behalf of the park for hosting rugby and non-rugby events. Prepares and submits grant applications on behalf of the park. Marketing and Promotion Develops an effective marketing plan for TERP that will result in timely revenue opportunities Aggressively promotes the use of the facility to maximize its utilization. Seeks new sponsorship and advertising opportunities for the park. With five rugby fields, 12 changing rooms, two lounges, a bar and spectator seating for hundreds of people, Twin Elm is a unique sports facility. Situated in South Nepean, in the City of Ottawa, this great facility is home to several local clubs and the representative sides for Eastern Ontario. In addition to rugby, the park is also home to other sports such as soccer, lacrosse, ultimate Frisbee, volleyball making it a busy hub of activity, throughout the summer.
