What is a Title I School?
A school that receives funding from the
U.S. Department of Education to meet the
needs of at-risk and low-income students
Title I
• Nation’s oldest and largest federally
funded program
• Must meet certain requirements set forth
by the government to continue receiving
funding
What is the purpose of Title I
“…to ensure that all children have a fair,
equal and significant opportunity to obtain
a high quality education and reach, at
minimum, proficiency on challenging state
academic achievement standards and
state academic assessments.”

How is a school identified as being
Title I?
• Large concentration of low income
students
– Based on free and reduced lunch numbers
• Minimum of 40% of students must be enrolled in
free and reduced lunch
How are funds spent at ELM?
• Teacher salaries
• Balance spent on things such as the
following: technology equipment, books,
computer software
• Parent Involvement
What are the requirements that
ELP must meet to remain Title I?
• 40% of students must receive free or
reduced lunch
• Complete an annual comprehensive
Needs Assessment
• Complete a comprehensive plan using the
results of the needs assessment
• Create a Parent Involvement Plan based
on the results of the needs assessment

How does ELM use Testing Data?
• Show growth of CCGPS by the end of the
school year
• Identify academically at-risk students for
the purpose of Response to Intervention
• Support promotion and retention decisions
Parent Involvement
The statute defines parental involvement as the
participation of parents in regular, two-way, and
meaningful communication involving student academic
learning and other school activities, including ensuring—
– that parents play an integral role in assisting their child’s
learning;
– that parents are encouraged to be actively involved in their
child’s education at school;
– that parents are full partners in their child’s education and are
included, as appropriate, in decision-making and on advisory
committees to assist in the education of their child; and
– that other activities are carried out, such as those described in
section 1118 of the ESEA (Parental Involvement). [Section
9101(32), ESEA.]
