No. Hort.B-I/HCI/3/3/III/ Panchkula, the Dated: Subject: 2401-Crop Husbandry-119-Horticulture & Vegetable Crops (SB No. 63): Central Plan Scheme (Sharing Basis-50:50) for Horticulture Crop Insurance in Haryana for the year 2012-13. Technically it is a continuing sharing basis CSS scheme. This scheme was approved in the year 2011-12 for an amount of Rs. 14.00 lakhs as State share vide memo No.750-Agri.II (5)-2012/4078 dated 22-03-2012 and is covered under Weather Based Crop Insurance Scheme. For the year 2012-13, an amount of Rs. 15.00 is proposed. In the scheme only a part 50% is payable by the insured cultivator and the balance is to be borne by the Central Govt. and State Govt. on 50:50 basis.This scheme is devised with the following objectives: Objective:1. To provide insurance coverage and financial support to the farmers in the event of failure of crops as a result of unfavorable weather conditions viz. excess/deficit rain, hailstorm, fog, temperature and humidity etc. 2. To encourage farmers to adopt progressive farming practices, high value in- puts and higher technology in Horticulture. 3. To help stabilize farm incomes, particularly in disaster years. Coverage of crops: - During the year 2011-12 all the commercial horticulture crops will be taken up. Coverage of farmers: All the farmers including small & marginal, Women, Schedule Caste, sharecroppers, tenant farmers would be covered under the scheme. The scheme would be voluntary for the farmers. Risk covered:Following are the weather perils, which are deemed to cause “Adverse Weather Incidence” leading to crop loss, would be covered under the Scheme: (i) Deficit Rainfall (ii) Excess Rainfall (iii) Temperature & (iv) Humidity Area to be covered: The scheme extends to districts/blocks, where weather stations are installed by the Agriculture Insurance Co. India Ltd.(AIC) & ICICI Lombard General Insurance Company Ltd. in about 2500 acre of various Horticulture crops of State. Sum insured/limit of coverage: The sum insured will extend to the cost of cultivation of the insured crop. Tentative rate of premium fixed for each insured crop by the AIC & ICICI Lombard (excluding sale tax @ 12.36%) is enclosed herewith. Premium payable: Out of total premium of the insured crop, 50% will be paid by the Govt. (25% by State & 25% by Centre Govt.) and 50% will be paid by the farmers. Sharing of financial liabilities: All the financial liabilities shared between the GOI and the State Govt. in the ratio 50:50. Claim Settlement: The insured shall be required to furnished copy of the policy/confirmation certificate as a proof of insurance and any other document requested by AIC & ICICI Lombard Ltd. for settlement of the claim. The scheme will be run by the Agriculture Insurance Co. India Ltd. & ICICI Lombard through Deptt. of Horticulture, Haryana Panchkula and it will be full responsibility of AIC & ICICI Lombard in collecting the premium and disbursement of the claim settlement. All the disputes raised will be settled in Panchkula jurisdiction. The primary crop insurance scheme of the Govt., viz the National Agricultural Insurance Scheme (NAIS), of which AIC & ICICI Lombard is the designated “Implementing Agency”. Action Programme Action programme for the year 2011-12 shall be prepared in consultation with district offices. The terms and conditions for implementing the weather Based Insurance Scheme will be supplied by the AIC & ICICI Lombard Ltd. and instructions of Govt. of India shall be followed. Action Programme will be implemented as per outlay of funds issued by the State Govt. only. The headquarter of the scheme will be at Panchkula. The Director of Horticulture, Haryana, Panchkula will be the controlling officer of the scheme. Superintendent (Budget) will be Drawing & Disbursing Officer at the headquarter level and Principal, Horticulture Training Institute, Uchani (Karnal), Incharge, Horticulture Biotechnology Centre, Karnal, District Horticulture Officers, Panchkula, Ambala, Yamunanagar, Kurukshetra, Kaithal, Karnal, Panipat, Sonepat, Faridabad, Mewat, Gurgaon, Rewari, Narnaul, Jhajjar, Rohtak, Bhiwani, Hisar, Fatehabad, Sirsa, Jind, Palwal and Superintendent Horticulture-cum- Project Officers, Govt. Garden and Nursery, Gharounda, Pinjore and Mangiana (Sirsa) will be drawing and disbursing officer under this scheme. The Insurance Company M/s ICICI, Lombard and M/s Agriculture Insurance Company of India Ltd., submitted their bill of Rs.25,920/- + Rs.1,03,500/- for the payment of last year 2011-12 as State Share. It is therefore, requested to accord sanction for an amount of Rs.1.29 lacs as per bill attached & statement of cost.
