CONSULTANT PSYCHIATRIST IN THE PSYCHIATRY OF LEARNING DISABILITIES
We are seeking to recruit an enthusiastic and motivated Consultant Psychiatrist in the Psychiatry of
Learning Disability to fill a post which results from a retirement and subsequent reorganisation of service.
The post is one of four consultant posts in the Tayside Adult Learning Disability Services, and the
successful candidate will have consultant responsibility for community psychiatric services for the adult
learning disability population in Angus, Dundee West and some other specialist settings for people with
autism and complex cases in Dundee. This work will be supported by long established, motivated and
committed community learning disability teams.
The successful candidate will be joining a well-established, enthusiastic and experienced adult learning
disability service in Tayside, which is well recognised and recommended internationally. There are
excellent working relationships with other disciplines in the service, namely, nursing, psychology and Allied
Health Professions, as well as with other psychiatric specialties in Tayside.
Applicants must be on the Specialist Register or be within 6 months of the anticipated award of CCT or
CESR(CP) at the time of interview for the post.

JOB DESCRIPTION
CONSULTANT PSYCHIATRIST IN THE PSYCHIATRY OF LEARNING DISABILITIES
ADULT SERVICES
1. Introduction
This post is the result of the retiral of one of the current consultants within the Tayside Learning Disabilities
service, with a subsequent review of staffing in order to improve service delivery across the area.The
Tertiary Tayside Adult Learning Disability Services are hosted by Angus Community Health Partnership
and includes all services which provide service to the Tayside area including in-patient beds, medical,
psychology and AHP staff.
2. Background
The total population of Tayside is in the region of 400,000. The area of Tayside covers to the north
Brechin and Montrose, and to the south Blairgowrie, Gleneagles and Perth, and centrally the city of
Dundee.
Secondary Services
The Learning Disability Services in the three localities are provided in three teams, namely:

Perth & Kinross, based at BirchAvenueDayHospital, Scone, Perth, which is aligned with local
authority

Dundee, based at Claverhouse, Jack Martin Way, Dundee and is co-located with local authority
colleagues

Angus, based at Lunan Park Resource Centre in Friockheim. This is a joint team with local
authority
Each of the three teams are devolved to the appropriate Community Health Partnership, ie Perth &
Kinross, Dundee and Angus.
Day Hospitals
There are three day hospitals in the Tayside area, namely:

BirchAvenueDayHospital, Scone, which caters for adults with learning disability who present with
challenging behaviour. The day hospital takes patients in the mild to severe end of the spectrum.

Hawkhill Day Hospital, Peddie Street, Dundee, which caters for adults with moderate to severe
learning disability who present with challenging behaviour, and takes referrals from Dundee and
parts of Angus.

The Craigmill Skill Centre based at Strathmartine Centre, Dundee, offers places for adults with mild
learning disability who require a specialist forensic service.
Tertiary Services
Hosted by the Angus Community Health Partnership, include:
Learning Disability Assessment Unit
A 10-bedded mixed sex in-patient unit based at the Carseview Centre, Ninewells Medipark, Dundee,
providing in-patient assessment and treatment for adults with learning disability and mental illness.
Flat 3 Bridgefoot House – Behavioural Support and Intervention Unit.
A six bed mixed sex in-patient catering for adults in the mild to severe range of learning disability with
significant challenging behaviours. The unit maintains close connection with the BSI team working in the
community.
Forensic Services
Craigowl Centre, Strathmartine Centre. This is a 10-bedded in-patient unit providing assessment and
treatment for adults in the mild to moderate range. Referrals to this unit come from a variety of agencies,
but primarily from the courts and Criminal Justice Service.
Flat 1 Bridgefoot House Strathmartine Centre – Eight in-patient beds. This provides a low-secure ward
environment for patients in the mild to moderate range of learning disability with forensic issues. The
majority of these patients are detained and would include patients on a Compulsion Order and Restriction
Order.

Principle Duties:
The person appointed to this post will provide, in conjunction with other consultant colleagues, the
provision of a specialist psychiatry of learning disability service to the adult population Tayside. The main
areas of responsibility will be:

Consultant responsibility to Angus and working with the Angus Learning Disability Team

Consultant responsibility to the Dundee West sector and working with the Dundee Learning
Disability Team, including some specialist community facilities for people with Autism and other
complex needs.

Out of Hours On Call – will be as per consultant on call rota for Dundee with other consultant
colleagues covering General adult Psychiatry, Psychiatry of Old Age and Learning Disability
Services. Rota is 1 in 14.
The postholder will have access to their own office in Strathmartine Centre and access to secretarial
support.

7. Clinical Skills
The postholder will provide the necessary expertise in the Psychiatry of Learning Disability and receive
referrals from a number of sources including primary care, social work, Criminal Justice Service and
voluntary agencies, in addition to other health professionals.
Referrals will be seen in a variety of venues, including the patient’s own home, residential facilities, day
resources, etc. Support and advice to families, carers and support staff will be an integral part of the job
and treatment and care is delivered on a multidisciplinary basis, both in-patient and community settings.
The candidate should be a fully registered practitioner and hold membership of the Royal College of
Psychiatrists. A CCT in Psychiatry of Learning Disability, or inclusion in the Specialist Register is also
required, or the applicant should be within six months of achieving registration at the time of interview
8. Teaching and Training
Undergraduate
There will be opportunity to become involved in the Undergraduate Teaching at the University of Dundee
Medical School.
Postgraduate
There is training opportunity to be involved in Postgraduate teaching in the Psychiatry of Learning
Disability including involvement in the training and supervision of the CT attached to the Learning Disability
Service and FY2 trainees, likewise attached to Learning Disability. There is also opportunity to be
involved in teaching through Postgraduate Education Programmes in Psychiatry, MRC Psych course and
also opportunity to be involved in teaching and training of Higher Trainees attached to the department.
There are good links with the Department of Psychiatry, Dundee University and the postholder will also be
encouraged to participate in the teaching and training of other disciplines, including nursing staff in
learning disability, AHPs, Mental Health Officers, etc.
In addition to teaching and training opportunities, there are regular Learning Disability Peer Group
Meetings held monthly involving all trainees, consultants and non-career grades.
9. Continuing Medical Education and CPD
In addition to the Peer Group meetings above, there are a number of opportunities to continue medical
education. There are ongoing Postgraduate Medical Education Meetings (Wednesday lunchtimes) which
have a variety of outside speakers, case conferences.
CPD sessions occur on a more infrequent basis with other consultant colleagues.
Attendance at Royal College of Psychiatry Scottish LD Section meetings, and Learning Disability Faculty
meetings is encouraged.
Study Leave budget allows attendance at conferences and meetings in order to continue Postgraduate
Medical Education.
Research and audit is encouraged and supported.
10. Management Structure
Tertiary services for learning disability are hosted by Angus Community Health Partnership.
There is a regular, monthly Learning Disability Service Management Team Meeting for the area wide
service, which is chaired by Integrated Mental Health Services Manager (Bill Troup) and is also attended
by consultant staff ,finance, heads of Psychology, AHP and nursing. Dr Brewster also sits on the
Learning Disability/ ASD Executive Group, which is a management meeting held at Health Board level and
attended by senior management from Angus CHP and local authority.
There are regular monthly medical staff meetings at which management issues, service issues, clinical
issues etc are discussed.
At team level, there are regular team meetings which include addressing the service issues pertinent to
that area.
11. Advisory Structure/Administration
The post will be based at Strathmartine Centre, Dundee where an identified office will be available and
access to secretarial support.
The postholder will be a Member of the Dundee Division of Psychiatry along with consultant colleagues
from Dundee General Adult Psychiatry and Old Age Psychiatry. The postholder will be eligible to sit on
Specialty Advisory Committee with consultant colleagues from across Tayside and across all psychiatric
specialties.
In light of training and teaching responsibilities, the postholder will also be a Member of the Teaching,
Research & Postgraduate Medical Education Committee.
The postholder is expected to reside within reasonable travelling distance of all areas of responsibility and
provide on a pro rata basis reciprocal cover for colleagues during periods of annual, study and sick leave.
The appointee will have the option of being superannuated under the terms of the Scottish Health Service
Scheme.
12. Clinical Governance and Audit
It is expected that the appointee will play a part in Clinical Governance including Clinical Audit activities,
both locally-based collaborative audit and multi-professional audit in a wider context.
13. Service Planning and Development
There is an ongoing process of review and revision of the Learning Disability Services with a view to
service improvement and the postholder will be expected to participate and contribute to the same.
14. Job Plan
The job plan will be agreed between the successful candidate and management, according to BMA new
contract regulations. The post will be 10 PAs and consultant on call in a 1 in 14 rota (there are plans for
this rota to change to a 1:11 Pan Tayside rota for those Consultants participate within it)

Statement of Policy regarding fitness to practise proceedings by a licensing/regulatory body and
relating to criminal investigations in the UK or overseas.
Registration with the General Medical Council or General Dental Council imposes on doctors and
dentists the duty to provide a good standard of medical care for, and to behave appropriately,
towards patients. NHS Employers also have a duty to ensure that patients receive a good
standard of medical care and ensure as far as possible the safety of patients. We therefore need
to establish if you have been found guilty of a criminal offence, been bound over or cautioned or
are currently the subject of proceedings which might lead to a conviction, an order binding you
over or a caution, in the UK or any other country.
