Hiring of an Agency of mastering and replication of DVDs/ACDs for Prasar Bharati Archives for a
period of 2 years.
Prasar Bharati Archives invites bids on two-bid basis for the hiring of an Agency for mastering and
replication of DVDs/ACDs for PB-Archives for a period of 2 years from the date of award.

The selected agency will be required to:

Make Master DVD-9/ACD based on the content provided by Prasar Bharati Archives on
DVC Pro 50 and Beta SP tapes.
Prepare stamper.
Replication stamped DVD-9/ACD as per the specification given by Prasar Bharati Archives
from time to time on best quality media for reproducing consistently good quality for 2
years or more.
Ensure the compatibility of finished DVD-9/ACD with all the consumer grade players.
DVD-9/ACD should be packed in proper packing material with shrink wrapping.
Replicated discs of DVD-9/ACD should be stalked in spindle of 100 pieces.
The spindle should be packed in boxes/cartons of convenient size and strong enough to
withstand any damage during handling and transportation from tenderer’s premises to
Prasar Bharati Archives, Akashwani Bhawan, Sansad Marg, New Delhi premises.
The tenderer should give a warranty for the Disc, to be free from defects in materials and
workmanship for a period of one year from the date of receipt by Prasar Bharati Archives.
If any Disc proves to be defective during the warranty period. It should be replaced at no
extra charge to Prasar Bharati Archives who would return the defective piece (or pieces)
to the tenderer.
Firm/Agency is required to provide in their technical bid.
i. Complete company profile.
ii. Company should provide last three years balance sheet duly certified by CA.
iii. The minimum turnover of the bidding company in related business should not be less than
25 lacs in a financial year.
iv. The selected agency should not have content ownership interests in any classical or non
filmy titles.
v. Bidders should have minimum 5 years experience in producing high quality stamped DVD9/ACD. Details of previous work of similar nature in the same field with a list of clients
both past and present.
vi. Details of facilities available with them to verify their competence for the work.
Vii. The agency should have an established office with basic infrastructure to undertake
production of stamped DVD-9/ACD.
Viii. At least 2 Samples of commercially released stamped DVD-9/ACD produced earlier having
non-film, culture content are to be submitted. A copy of job order related to the
deposited samples alongwith corresponding invoice should be attached for verification of
clients and samples by our legal cell.

Payment will be made to the agency within one month of the receipt of invoice only after
the competent authority in Prasar Bharati Archives is satisfied that the required
services/jobs have been satisfactorily provided/completed by the agency.
The bidder will have to submit an earnest money of Rs. 60,000/- by Demand Draft of any
scheduled bank in the name of “PB, BCI, Director T&PES, AIR, New Delhi”
in the envelope along with the pre-qualification bid. The earnest money of unsuccessful
tenderers will be refunded.
A performance Bank Guarantee (BG) of five percent of the bid amount will have to be
given to Prasar Bharati Archives at the time of signing the agreement. The bank guarantee
should be valid for a period of two years from the date of signing the agreement. In case
party terminates the contract without any valid reason, the bank guarantee shall be
forfeited and encashed by Prasar Bharati Archives. In case of unsatisfactory performance
despite advice to improve the same. Doordarshan reserves the right to encase the Bank
Guarantee. The encashment will be over and above the imposition of penalty for poor
quality work in accordance with the provisions in clause 5 above of the tender
condition.
The supply is required to be made within a period of 12 days from the date of placement
of order on the tenderer. In case a longer delivery period is required by the tenderer, the
same should be clearly specified, which in any case may not be more than 20 days.
Contents will be provided in DG Beta/DVC Pro format.
The bids are to be submitted in two parts in two separate sealed envelopes:

The envelope containing Part-I of the bid will contain:

Bidders profile along with a Photocopied duly signed copy of their latest
income tax return.
Balance sheets for the last three years duly certified by CA.
Details of infrastructure available in terms of equipments, manpower and
also full address of location for undertaking the work to enable us to verify
propriety of the statement.
Details of software used and compression rate against each format.
Bidder’s experience of producing stamped DVD-9/ACD programmes with a
list of clients both past and present with at least 2 samples of each category
(stamped DVD-9/ACD). A copy of PO and Invoice should be attached for
verification.

A Demand draft of Rs.2500/- (Rs. Two thousand Five hundred) only in favour
of “PB, BCI, Director T&PES, AIR, New Delhi” as processing fee which will be
non-refundable.
A demand draft of Rs. 60,000/- in favour of “PB, BCI, Director T&PES, AIR,
New Delhi” as Earnest Money.
The above envelope containing Part-I of the bid will be boldly super-scribed as
“Pre –qualification bid for DVD/ACD etc.” for PB-Archives.
The second envelope containing Part-II of the bid will be boldly super-scribed as
“Financial bid for DVD/ACD etc” for PB-Archives.
The financial bid will contain item wise cost of each step in producing stamped
DVD-9/ACD. Taxes & duties, if any should be indicated in separate column.

The lowest tenderer shall be decided on the basis of the aggregate amount of all the items
quoted by the respective tenderers. If rates of any item in the tender of the lowest tenderer is
higher in comparison to the rate quoted by the other tenderer then the lowest shall be asked to
bring it down nearer to the lowest quoted rate. The rates of the lowest tenderer shall be
accepted and the job/work shall be awarded from time to time during the contract period of 2
years as and when required by Prasar Bharati Archives. The quantities given in the schedule of
items contained in the Financial Bid document are based on estimates and can be varied. Prasar
Bharati Archives reserve the right to deviate the quantities from those indicated in the schedule
in Financial Bid as per the actual requirement during the currency of the contract agreement.
The quantities can vary upto 30% from those indicated in the schedule. The tenderer shall be
bound to execute the job/work ordered under this contract as per direction of the Prasar
Bharati Archives to the extent of the originally scheduled quantities as well as deviated
quantities.

All the tenders received will be considered on the basis of the following criteria:
Quality of work done earlier.
Experience of the bidder in the field of authoring and replication of stamped DVD-9/ACD
Quality of equipment and software used to produce the final product.
Bidder should not be defaulter with Doordarshan/AIR/Prasar Bharati.





The pre-qualification envelopes will be opened in the presence of the bidders or representative
authorised in writing.
7.
The successful bidder will have to sign an agreement with Prasar Bharati Archives within Seven
(07) days of receipt of acceptance of tender failing which the work order will stand withdrawn.
8.
Prasar Bharati Archives reserves the right to cancel any or all bids without assigning any reason
or to accept any bid in part or full.
9.
The tender (quotation) should be valid for a period of three months.
10.
In case of any dispute, the same will be resolved through mutual consultations failing which the
same will be referred to an Arbitrator nominated by the DG AIR Prasar Bharati. Arbitration
proceedings will be conducted under the Indian Arbitration and Conciliation Act, 1996.
11.
Doordarshan reserves the right to terminate the contract by giving 45 days notice.
12.
The tender should be submitted within 28 days from the date of publication of the tender
notice.
13.
The envelopes containing the bid should be dropped in the Tender Box placed in front of Room
No. 406, 4th floor, Akashwani Bhawan, Sansad Marg, New Delhi-110001
.
14.
The financial bids will be opened after the competent authorities have examined the technical
Bids and short listed the technically qualified bidders. The intimation in this regards will be given
to the bidders in due course.
