E&IT Accessibility Analysis Purpose Colleges and departments, in coordination with their ITCs, are responsible for ensuring that an E&IT analysis has been completed and the product or service meets all accessibility requirements. This analysis must be completed prior to submitting form ITS-4801 Electronic and Information Technology (E&IT) Procurement Request. Print and attach the completed E&IT Accessibility Analysis to the Procurement Requisition Package. By approving ITS-4801, the college dean or department manager attests that this analysis has been conducted and the product or service meets or exceeds all Section 508 accessibility standards. Requestors should consult with their Information Technology Consultant (ITC) for assistance in preparing any IT procurement documents. E&IT Definition Electronic and Information Technology (E&IT) is defined as any product or service that stores, records, transmits, presents or conveys information. Section 508 of the Rehabilitation Act of 1973 requires the University to apply accessibility standards to all electronic and information technology products and services that it buys, creates, uses and maintains. Accessibility Guidelines and Considerations Annual hardware maintenance does not require accessibility compliance analysis. Annual software maintenance does require accessibility compliance analysis, unless it is for renewal of an identical existing software application. Requesting an Exemption Under exceptional and rare circumstances, an exemption may be requested for specific criteria. Examples may include a very limited user group or a product that has a special purpose. Exemption requests are carefully reviewed and must be approved by both the ATI Procurement Working Group and the ATI Steering Committee. Exemption criteria includes the following categories: Back Office: Pertains to a group of products that reside in either a telecommunications closet or data center. Commercially Unavailable: An accessible product or service is not commercially available. Fundamental Alteration: Adding accessibility features would fundamentally change the product to an extent that it no longer meets the purpose for which it was intended. E&IT Accessibility Analysis Net Cost Increase: Procurement of an alternative accessible product or service significantly increases the cost to the CSU.
