The Australian High Commission Singapore invites applications for the position of Business Finance
Manager to the Royal Australian Navy Liaison Office (RANLO), Sembawang Installation. Duty statement
and selection criteria are provided below.
Please note that applicants must be a citizen of Australia as this position requires an Australian security
clearance.
Background
The Australian High Commission is the official representative of the Australian Government in Singapore.
We provide a range of services to the general public, including consular, passport, visa and immigration,
citizenship and cultural relations services. We also act on behalf of various Australian Government
authorities by representing Australia's interests to local, regional and multilateral government and business
organisations in Singapore.
Job Description
RANLO facilitates the Royal Australian Navy activities in Singapore. The Business Finance Manager
assists in the management and delivery of these activities, which involves both financial and administrative
duties. The Business Finance Manager assists in the daily management of the RANLO office at
Sembawang, and is an important support to the operations. The Business Finance Manager reports directly
to an Australian military personnel posted at the RANLO Sembawang Installation, and they work closely
together as a small team.
Duties of the position will include but are not limited to the following:
 Input invoices for payment against approved Blanket Purchase Orders (BL PO) / Blanket Purchase
Decision Records (BL PDRs) and spending approvals (FMA001’s) into the ADF Finance System –
ROMAN (SAP).

Maintain RANLO and Ships/Visiting Groups Accounts Ledgers (E.g. Entering payment details into
spreadsheets)

Draft routine correspondence on account inquiries and liaise with traders/suppliers in billing
sections.

Prepare Budget/Phasings for all RANLO budgets for release by RANLO.

Prepare BL PO/BL PDRs at the commencement of each Financial Year for signature.

Draft routine correspondence on account inquiries and requesting of additional funds (Budgetary
correspondence).

Make recommendations to Royal Australian Navy Liaison Officer and the Assistant Royal
Australian Navy Liaison Officer on financial matters

Compile the 6-monthly Fringe Benefits Tax (FBT) reporting to Defence Tax Office (ADF).

Prepare GST claims charged on all goods and services for the office and visiting ships (Quarterly).

Prepare auditing reporting requirements (Monthly / Quarterly & Yearly).

Prepare RANLO Civilian staff salaries/overtime documentation including pay variation advice and
submit to AHC (Timesheet, FMA001 and OT Template).

Weekly Australian High Commission run for mail and ensure keep up to date with Locally
Engaged Staff issues.

Undertake any other duties as required by RANLO / A/RANLO including but not limited to travel
bookings, and medical appointments, office stores orders.
Selection Criteria

Applicants must be citizen of Australia and hold an Australian national security clearance at
Confidential level, or have an ability to obtain such a clearance (the Australian High Commission
will facilitate the process if the applicant does not have a current Australian national security
clearance).

Fluent in English with highly developed written and oral communication skills. Very good
interpersonal skills. Proven ability to deal with a wide range of clients, cultures and expectations.

Fast learner with an ability to learn financial processes. Experience in financial and business
management would be an advantage.

Proven organisational skills and ability to follow directions, solve problems, act flexibly, determine
priorities and meet agreed deadlines with limited supervision. Willingness to work out of hours
from time to time if required.

Demonstrated proficiency in operating a variety of software packages including Microsoft
applications for word processing, spreadsheets and databases (i.e. Word, Excel and Access).
Experience in SAP would be an advantage.

Full Singapore Driver’s Licence
Conditions of Appointment
Normal hours of duty are Monday to Friday 8:30am to 5:00pm, although some after-hours work may be
required. The initial contract is for 3 months, with an option for a further 3 months subject to satisfactory
performance, and eventually the possibility of a long term contract. The monthly salary is SGD $5,269.
The Australian High Commission will not be responsible for any costs incurred when applying for a
Singapore visa, relocation costs, nor the return of the staff member and family to their country of origin at
the end of the contract.
The Australian High Commission, Singapore will arrange the necessary work authorisation if the
successful applicant is a non-Singaporean citizen or non-Singaporean Permanent Resident.
How to apply
The High Commission will establish a Selection Advisory Committee (SAC) to assess applications,
conduct interviews, check referees reports and prepare a report for the delegate recommending the most
suitable applicant.

information provided in applications received, the SAC will shortlist applicants for interview.

The selection process usually takes several weeks and applicants will be advised of the final outcome. If
another similar position becomes vacant within the next 12 months, the order of merit for this position may
