Town of Warren Engineering Services Request for Qualifications (RFQ) Warren Coastal Habitat “Stream-Smart” Culvert Replacement Initiative Procurement Process The Town procurement process for engineering services for public improvements is a qualification based selection process. An outline of the process follows: 1. Advertisement of this RFQ is the initial step after the Town assures that the project is approved and funded. 2. Interested firms respond to the RFQ as described below, submitting the Letter of Interest and a Statement of Qualifications to the Town Manager. 3. The Town Manager chairs a selection committee comprising relevant town department representatives and other stakeholders. 4. The selection committee screens all submissions and invites the most qualified firms to interview for the project, typically three to five. 5. The selection committee interviews the firms. 6. The selection committee ranks all the interviewed firms. The Town Manager recommends the highest ranked firm to the Selectmen for approval and negotiates an agreement with the firm based on the scope of professional services identified in the RFQ and interview. 7. A professional services agreement is prepared. 8. An insurance certificate and approved agreement is required before work commences. Town of Warren Notice to Engineers Request for Qualifications Warren Coastal Habitat “Stream-Smart” Culvert Replacement Initiative The Town of Warren wishes to procure engineering services for the design of three culvert replacements. Generally, the project requires the engineer/engineering firm to evaluate existing conditions, prepare as-built surveys of existing conditions (culverts, utilities, stream channels, road alignments), develop a preliminary stream-smart design, solicit community participation to review the design, finalize the stream-smart design and prepare construction documents. The three culverts are: Back River Bridge Culvert, MDOT culvert # 0591, located on Sandy Shores Road, Warren. It is not shown on the Maine Stream Habitat Viewer because, although it is deteriorating and in “poor condition” in the MDOT’s assessment, it is not blocked. (Note that although this is an MDOT culvert, DOT advises that it is in the Town’s jurisdiction to repair). Culvert # 4369 on the Stream Habitat Viewer, underlying Depot Road. Culvert # 4479 under the Old Augusta Road. The scope of work includes: 1. Studies/research/investigations Wetlands delineation, existing conditions; topographic survey of culvert/bridges; subsurface soils investigation to assist in culvert foundation design; site visit with the Army Corps of Engineers to review project and permitting requirements; review need for Maine Department of Environmental Protection permitting; conduct hydrologic and hydraulic study for the bridge to evaluate the size of culverts; research environmental/wildlife attributes; and 2. Permitting/workshops/deliverables Submit ACOE permit application and DEP permit application if necessary Develop preliminary designs Hold public workshops Prepare Final Designs Prepare Construction Drawings Prepare FEMA Hazard Mitigation Planning Grant application and submit to MEMA for possible construction funding. Interested firms should submit three paper copies of a Letter of Interest and a Statement of Qualifications which includes the firm’s: 1. 2. 3. 4. Profiles of key personnel who will be involved with the project; 6. Statement of current workload and ability to absorb the project; 7. List of additional references. The three paper copies of the Letter of Interest and Statement of Qualifications should be sent to Town Manager, 167 Western Road, Warren, ME 04864 so as to be received not later than 2 pm on Friday, December 5, 2014. Firms responding will be screened and interviewed on the basis of qualifications only. Project fees and specific design solutions for this project will not be discussed at the interview. The selection committee will rank all firms and negotiate fees with the highest ranked firm.
