Clay County Board of Supervisors Driveway and Entrance Policy May 26, 2015 Field entrances and building site driveways may be constructed, widened or removed by Clay County or by approved private contractors, or by the property owner, occupant or tenant with written approval of the County Engineer. All driveway construction must meet the following standards: A 24-foot minimum top width measured at the right-of-way line is required. A 10-foot minimum turning radius is required on each side of the driveway at the connection to the highway. No rocks, broken concrete, bricks, tile, wood or other rubble is allowed in the construction of a driveway. 6 to 1 side slopes are required on driveways constructed on hard-surfaced roads. Compaction of the earth fill must be performed as it is placed in lifts throughout construction. The County Engineer will determine the size of culvert that may be required. The culvert must be new corrugated metal pipe and may be purchased from Clay County. If an entrance is constructed without a culvert and later it is determined by the County Engineer that a culvert is needed, the property owner will be required to install the necessary culvert at the owner’s expense. Driveways constructed by Clay County will have a maximum of two loads of gravel delivered and leveled by the County at no charge. For all other entrances, Clay County will deliver a maximum of two loads of gravel for the entrance at no charge, with the owner responsible for the leveling of the gravel. Driveway locations will be evaluated for sight distance and other safety factors and may not be permitted if the ability to see approaching traffic is impaired or other safety hazards would result. Cost Schedule for Work Done by Clay County New Entrance Construction A. Gravel Roads $972.00 for 24-foot top width plus cost of culvert $18.00 per foot for additional width over 24 ft. plus cost of culvert B. Paved Roads $1,458.00 for 24-foot top width plus cost of culvert $27.00 per foot for additional width over 24 ft. plus cost of culvert The owner will pay for a maximum of 50 feet of culvert plus 3 connection bands, for any one entrance that is built with a 24ft. top. Widening Existing Entrances A. Gravel Roads $243.00 plus $24.00 per foot plus cost of culvert B. Paved Roads $243.00 plus $36.00 per foot plus cost of culvert C. A driveway to an existing, occupied building site will be widened to a 24 foot top at no charge. Removing Existing Entrances A. A landowner will be given ½ credit for the value of the culvert in an entrance that is removed. B. A landowner will be given a credit of $50.00 for the removal of a dry fill entrance. C. Credits given for the removal of entrances may be applied toward entrance construction or widening to be done by Clay County or toward the purchase of culvert pipe from Clay County.
