Background of the USAID/Empower Private Sector Project
USAID has awarded Cardno the Kosovo Empower Private Sector contract to increase competitiveness in growth-ready sectors, facilitate private sector job creation, and build the capacity of a local consortium to deliver market responsive services to the private sector.
Cardno will help small and medium-sized enterprises become more competitive and market-oriented, and focus on job creation through workforce development. Additionally, Cardno will reinforce economic development policies and collaborate with the Government of Kosovo, donors, and the private sector to sustain an integrated development strategy to build the capacity of local partner companies.
Instructions to Bidders
Number of Proposals Per Bidder:
Only one proposal per firm will be accepted.
Proposals of Statement of Compliance:
Bidders are to offer a standard production of model cost closely matching the specifications mentioned in the RFP and must provide technical details of the products offered.
Technical Specifications:
Services offered must comply with the technical specifications provided in the RFP.
Prices:
Prices should include full PDI (Pre Delivery Inspection) before delivery to the end user. Bidder’s price proposal shall provide transportation costs.
Currencies:
Prices shall be stated in EURO.
VAT:
Please note that Empower Private Sector program is exempt for VAT tax. An official letter that confirms this tax exempt status will be provided to the winning bidder.
Language:
The proposal, as well as all correspondence and documents relating to the offer, shall be in English.
Validity:
Proposals shall remain valid for 60 calendar days from the due date for receipt of proposals. In exceptional circumstances, prior to expiry of the original offer validity period, EMPOWER PRIVATE
SECTOR may request that the Bidder extend the period of validity for a specified additional period. A
Bidder agreeing to the request will not be required to modify their proposal.
Warranty and after sales service:
The Bidder should provide the details of their local distributor in country who will perform the full PDI
(Pre Delivery Inspection).
Preparation and Submission of Proposal:

Due Date and Time for Submission of Proposal:
Proposals must be received by EMPOWER PRIVATE SECTOR no later than the due date and time as shown above. EMPOWER PRIVATE SECTOR may, at its discretion, extend the due date and time for the submission of proposal by amending this RFP.
Any proposal received by EMPOWER PRIVATE SECTOR after the due date and time for submission of proposal will be rejected.
Evaluation of Proposal:
Proposal will be evaluated based on the following criteria:
30% of the background of the company on similar type of the activities
30 % Conformation to product specifications
15% Total price
15% Timeliness of delivery
Information for Bidders
Clarification of Proposal:
During evaluation of the proposals, EMPOWER PRIVATE SECTOR may, at its discretion, ask the bidder for a clarification of their proposals. Clarifications are limited exchanges with a Bidder to resolve minor or clerical errors; they do not offer an opportunity for a Bidder to modify or change an offer.
Award Criteria:
EMPOWER PRIVATE SECTOR is not obligated to make an award by virtue of having issued this solicitation. Any award is predicated on EMPOWER PRIVATE SECTOR receiving funding for this express purpose from USAID. EMPOWER PRIVATE SECTOR can only make an award if the product fully complies with the technical specifications mentioned in the contract terms. Any award(s) will be made to the responsible bidder whose offer(s) has/have been determined to be most advantageous to EMPOWER
PRIVATE SECTOR.
EMPOWER PRIVATE SECTOR has the right to withdraw or change this RFP at any time. Bidders’ proposals are done so at the sole cost and expense of the bidder with no obligation on the part of
EMPOWER PRIVATE SECTOR.

I.
Background
The Kosovo EMPOWER Private Sector project, sponsored by the US Agency for International
Development (USAID) is a five-year project that began in July 2014 to support sustainable economic growth, employment expansion, and increased household incomes in Kosovo. EMPOWER’s principal office is in Prishtina/Priština, with a representative office in North Mitrovica.
EMPOWER is designed to stimulate large-scale job creation. Job creation occurs in individual firms as they expand their businesses. EMPOWER’s primary focus is to help individual firms identify and exploit sales growth opportunities. This means first of all connecting firms to markets and buyers, and then, as necessary, improving their product design and quality, increasing their productivity, upgrading their management and workforce skills, and expanding their access to finance.
EMPOWER has selected certain growth-ready sectors / value chains for intensive support, but also seeks out and takes advantage of opportunities for expansive job creation in any value chain. The project will help network as many SMEs as possible into growth opportunities, by sharing sales channels and by entering the supply chains of lead firms. It has have an affirmative focus on assisting underemployed and disadvantaged populations. It includes North Kosovo in all of its activities. EMPOWER will expand earning opportunities for women, and will encourage their elevation into senior business management roles.
A key objective of the EMPOWER Private Sector project is building the institutional and professional capacities of local economic development service providers. In order to maximize impact, the project also collaborates closely with all private sector development programs with similar goals sponsored by international financial institutions, other bilateral donors, and national and local Kosovo government agencies. EMPOWER employs a flexible Strategic Activities Fund to support a broad range of interventions that promise high job-creation impact.
II.
Scope of Work
A.
Objective
The principal purpose of this assignment is to contribute to cleaner environment and increase recycling local capacities in order to build a more sustainable and healthy environment. Develop the supply value chain, expand the potential of local market for recycled used oil and contribute to job creation.
The main objective of this assignment is to analyze the supply chain for oil recycling, to collect information on the potential suppliers and to show the most cost effective methods to maintaining a reliable supply. The assessment should be focused on these cities: Prziren, Gjakova, Ferziaj and Gjilan.
The types of businesses considered are mechanics, points of service maintenance for transportation hubs and places that could serve as collection points for the general community. Visits to Prziren,
Gjakova, Ferziaj and Gjilan will cover small municipalities as well on identifying auto services and other oil users, assess their oil capacities and willingness to become part of collection –supply network.
B.
Specific Tasks
The tasks are:
1.
As directed by EMPOWER staff and beneficiary company , conduct visits to Prizren, Gjakova, Ferizaj and Gjilan, covering small municipalities as well (Rahovec, Malisheva, Suhareka, Kaqanik, Shterpca,
Kamenice, Viti, Novoberde, Kllokot, Ranilluk) identify auto services and other oil users , assess their used oil capacities and willingness to become part of collection-supply network.

Deliverables and Outputs
The successful offeror shall deliver to EMPOWER the following results and outputs, in accordance with the schedule set forth below.

Deliverable #1: List of oil supply businesses (with detailed information their accurate location and contacts, oil quantities, frequency of collection and confirmation to join the network)
2.
Deliverable #2: Optimal supply chain analysis report given the size, distance and potential timing
3.
Deliverable #3: Jointly with EMPOWER organize a round table meeting to share findings with relevant stakeholders, government and other donor/institutions.
