School District of Elmbrook Activity Code This code applies to the following groups. Competitive/Performance Activities Athletic Teams (WIAA Sponsored) Cheerleading Debate Select Musical Groups Musical Cast and Crew Mock Trial Musical Review Solo & Ensemble Math Club Robotics Elected/Select Groups Positions Class Officers Student Council Executive Board Freshman Mentors Pom Pons Forensics Ski Team One Act Play Spring Play Cast and Crew Model United Nations Odyssey of the Mind Vocal Jazz Jazz Ensemble Student Council National Honor Society Link Crew Homecoming/Prom Courts Academic Eligibility Standards A student must meet school and DPI requirements defining a full-time student and can have received no failing grade (including incompletes) in the most recent grade-reporting period. Incomplete grades are counted as failing grades when determining eligibility. Ineligibility during the first and second reporting periods of each term can be resolved immediately upon receipt of evidence that the student is passing all courses. Ineligibility following the final term grade will result in a 15 day suspension as mandated by the WIAA. Following that period students must show evidence that they are passing all course before they are allowed to compete or perform. Attendance Students are expected to be in school if they plan to participate in after school events. Any student not in attendance for any part of the school day will not be eligible to participate in after-school activities on the day of contests, games, and performances. An administrator must approve exceptions in advance. If a student participates despite the attendance requirement, that act will be considered a violation of this code and will result in a category I consequence. Participation in a practice in after school activities when a student is not in attendance for any part of the school day is up to the parent, student athlete and coach to decide based on an individual bases. Equipment and Apparel Co-curricular activities are made possible at a significant cost to taxpayers. As such, students are responsible for the care of school-issued equipment and apparel. Students who have not returned or paid for missing equipment will not be allowed to participate in future activities until that account has been cleared with the school administration. Fees All district-required fees must be paid before students can participate in any activity. Athletics Summer Weight Room Clubs Solo and Ensemble Music/Drama Forensics/Debate Entire Year Payment $80 per sport--$160 maximum $45 $45 $45 $65 per event--$130 maximum $70 per event $200 covers all activities for the school year Refunds must be requested before the end of the school year. Fees are waived for those students eligible to receive free and reduced lunch. Code of Conduct Standards Students must refrain from the consumption, sale, purchase, distribution, or possession of any amount of alcoholic beverage, tobacco, or controlled substance, including ‘look-alike drugs’. This code is in effect for 12 months a year throughout the high school career of each student. Students shall refrain from any conduct or act that is in violation of school rules or is generally considered to be immoral or socially unacceptable. Consequences will be administered by the Athletic and Activities Director based on the guidelines outlined in this contract. Code of Conduct Violations Category I Category I violations include behavior that generally results in a suspension (in or out of school) or behavior that is contrary to generally recognized moral and ethical standards. These conduct violations include, but are not limited to the following: Suspensions (in or out of school) Hazing Violations of the District Academic Honesty Policy Presence at parties where minors consume alcohol, tobacco, or other drugs Unsportsmanlike conduct as a participant or spectator Consequences 1st Offense 2nd Offense 3rd Offense Suspension of up to 25% of scheduled performances or competitions A consequence of up to 50% of scheduled performances or competitions will be enforced. A consequence of up to one calendar year of scheduled performances or competitions Category II Category II violations generally include those that could result in legal consequences for students. These include but are not limited to the following: Consumption, possession, distribution, or sale of alcohol, tobacco, or other controlled or uncontrolled substances Theft Vandalism Harassment Fighting Disorderly Conduct Use or distribution of performance enhancing supplements Consequences 1st Offense A suspension from 50% of all scheduled performances or competitions unless self-reported within 48 hours of the infraction and they cooperate fully with the investigation. In this case the penalty may be reduced to 25% unless an administrative investigation has already started. 2nd Offense A suspension from 100% of all scheduled performances or competitions for one season unless self-reported within 48 hours of the infraction and they cooperate fully with the investigation. In this case the penalty may be reduced to 50% unless an administrative investigation was underway when the self-reporting occurred. 3rd Offense Forfeiture of all co-curricular privileges for one-calendar year Consequences for members of Athletic Teams Any Category II Activities Code violation will result in the forfeiture of leadership (Captain) honors for your high school athletic career. Consequences for members of Select Clubs/Activity Groups Any Category II Activities Code violation will result in the forfeiture of leadership and membership in select groups for one year. A category I violation may result in the forfeiture of leadership and membership in select groups for one year. A violation also disqualifies a student from eligibility to run for an elected position in any select group during the length of the suspension. Additional notes If a student is assigned a suspension during the season of an activity in which he/she is currently competing, the suspension shall begin immediately in that season. If the term of the suspension extends beyond the end of the current season the suspension will be extended into the next applicable season. (see next bulleted note) No suspension will exceed one calendar year. The reduction for self reporting is not available for violations that occur during school or school related events. Appeal Process Request for Appeal Procedures The students, parents or guardians may request an appeal. The appeal must be directed to the Principal within five (5) school days of receiving notice of the initial decision. The appeal must be in writing and must include the rationale for the appeal. The Principal will determine if the appeal will be passed on to the Athletic/Activity Appeal Council (AAAC) for review. The penalty imposed by the Athletic/Activity Director will be in effect until the decision of the AAAC has been reached. If the Principal approves a hearing with the AAAC: The hearing shall be scheduled as soon as possible, but no later than five (5) school days after receiving the appeal requests. The student and the school may be represented by legal counsel; however, the school shall not be responsible for providing legal counsel to the student. The student and the school will be provided an opportunity to testify and present evidence on their behalf to the AAAC. The finding and decision of the AAAC will be in writing and sent to the student and his/her parent/guardian. Further appeals may be granted at the discretion of the district administrator or their designee, only if the appealing party can present information regarding new evidence, procedural missteps, or lack of previous due process. Athletic/Activity Appeal Council (AAAC) Membership: The AAAC will determine the outcome of all situations referred to them by the Principal. The Principal or designee, who will be a non-voting member, will chair the council. The Athletic/Activities Director and High School Principal will appoint the council members upon appeal. The council will consist of the following members: 1. One coach/advisor not from the area of the student being discussed 2. One head coach from athletics 3. One representative from the fine arts area 4. One club/group advisor 5. An Elmbrook School District administrator who was not involved in the initial investigation. Procedure: A simple majority shall decide any action taken by the AAAC. The AAAC shall reach a decision as soon as possible following the hearing. All AAAC business is confidential. The AAAC shall have the power ONLY to determine whether the student did in fact violate the Code of Conduct based on the preponderance of the evidence presented. The Council MAY NOT modify the prescribed penalties as listed in the Code of Conduct. Revised 05/12/15
