National Science Olympiad
Code of Conduct
Student participants are expected to compete in tournament
events with an honest effort to follow the rules and the spirit
of that competition. The goal of competition is to give one’s
best effort while displaying honesty, integrity, and
sportsmanship.
Students, coaches, parents and guests are expected to
display courtesy and respect toward Olympiad officials,
other teams, and guests of the Olympiad.
Failure to show honesty and/or courtesy by a participant,
coach, parent or guest of the team may result in the
disqualification of the team from that event, the entire
tournament or future tournaments.

NEW YORK STATE SCIENCE OLYMPIAD
POLICY ON VANDALISM
Schools participating in the B and C Division Regional and State Olympiads must submit a copy of the
Vandalism Policy signed by both the coach and principal of the school. The signed statement is to be
submitted at the time of the on-site registration.
Team members must be supervised at all times during the tournament. The coach of each team is
obligated to report any instance of damage to the Tournament Director as soon as possible after that
damage occurs.
Vandalism means a deliberate action which results in damage to or loss of property. This action may be
malicious or taken with reckless disregard for property. Vandalism includes, but is not limited to, theft,
graffiti, damage to facility property and damage to the personal property of competitors, judges and
spectators.
If a team member or members or persons associated with a team commit(s) an act of vandalism, the
team will be disqualified from the competition and will receive no points. Whether members of that team
who were not involved in the vandalism are eligible to receive individual medals in events will be
determined by the circumstances and at the discretion of the Regional or State Director. An individual who
commits an act of vandalism may be barred from future competitions.
A student who damages the property of another team during impounding or during the competition in an
event will be penalized. The nature of the penalty will be determined by the event supervisor. If the event
supervisor, in his or her discretion, determines that the damage was reckless, such as occurring as a
result of a student improperly entering a restricted area or running or jumping on or near the impounded
devices, the student will be penalized for that event. If, however, the event supervisor determines that
the damage was caused by an intentional or otherwise malicious action, the event supervisor will report
the action to the Tournament Director and the team penalty described above will apply.
Each sponsoring school must agree to pay the cost of repairing damage from any act of vandalism. A
school must pay this restitution before it can register a team for the Science Olympiad in a subsequent
year.
I have read and understand the New York State Science Olympiad policy on acceptable behavior including
the prohibition of vandalism and discourtesy, and I have discussed this with the team members, and will
accept the consequences of violation of the policy as assessed by the New York State Science Olympiad
officials.

NEW YORK STATE SCIENCE OLYMPIAD POLICIES
REGIONAL COMPETITIONS (9/7/13)
1. A school may send only three (3) teams to a Regional Tournament
2. Each region will receive, from the state office, trophies and medals for places 1 – 3. Regions with 20
or more teams may qualify for additional trophies and medals if they hold 20 or more events, including
the two trial events, and score each team in at least 18 events. These additional trophies and medals
include trophies and medals for the first 6 places for each qualifying region. In addition, qualifying
regions with 40 or more teams will receive medals for the first 10 places.
3. A school may win only one School Trophy in a tournament.
STATE COMPETITION FEE (6/12/12)
The state fee for each team competing in the State Tournament has been raised to $150.00
.
STUDENT NUMBERS AT STATE COMPETITIONS (6/18/11)
The following procedure has been passed by the Board of Directors because of the limits on team room
space and concerns about safety and liability issues:

Each team may bring up to 30 students to a State Competition. In addition to the two team coaches,
there must be one adult for each 5 students or part thereof in excess of the 15 official team members. An
adult must be in the Team Room at all times. Each incident of failure to comply with these rules will result
in a 5 point team penalty. Additional students and adults are welcome to the Awards Ceremony.
AMENDMENT TO FORMULA FOR THE NUMBER OF TEAMS FROM A REGION QUALIFYING FOR AN
INVITATION TO THE STATE TOURNAMENT
Regions with 1-9 participating teams will qualify 1 team for an invitation to the State Tournament and
may qualify a second team according to the bonus rule.

AMENDMENT TO OPERATING PROCEDURE ON OPEN NUMBERS IN TEAM NUMBER SCHEDULE
If there are open numbers in the Team Number Schedule a regional coordinator may nominate a school
for consideration for an invitation to participate in the State Tournament. The school nominated must not
have participated at the last 5 State Tournaments. The school nominated must have an established record
of performing well in the regional tournament and finished within a few points of the last team that
qualified for an invitation. Nominations must be received by the New York State Director by 5:00 PM of the
Monday following the Regional Tournament. A committee from the Board of Directors will consider the
nominations and make a decision on the nomination.

Note that a nomination does not insure an invitation. This procedure may not be used to correct scoring
errors that have lead to mis-ranking teams.

DATES FOR REGIONAL COMPETITIONS
The Board of Directors hereby establishes a time period during which regional coordinators should
schedule their competitions. C Division coordinators should schedule their competitions no earlier than
January 18 and no later than February 15 in a given Science Olympiad year. B Division coordinators
should schedule their competitions no earlier than the fourth Saturday in February and no later than the
third Saturday in March in a given Science Olympiad year. Written event materials will be provided to
regional coordinators who schedule their regional competitions during the prescribed time period. Written
events materials will be provided to regional coordinators scheduling earlier than the first date of the time
period for their division if the materials are available.
TEAM REGISTRATION DEADLINES
Teams that are registered after the deadline on the Registration Form will be accepted on a spaceavailable basis, but will not be counted towards the number of teams invited to the State Tournament
from their region.
INVITATIONS TO STATE TOURNAMENTS (6/26/10)
The number of invitations issued to a region will be determined, as in the past, on the number of teams
registered in the region. To accept this invitation the teams must submit the forms printed on yellow
sheets and a check for the registration fee so that they are received at the New York State Science
Olympiad's office by 5:00 P.M. on the Friday two weeks prior to the Friday the State Tournament starts. If
all of the teams forms and the tournament registration fee check are not received by the specified date,
the Board of Directors will withdraw the invitation and remove the team from the list of eligible
competitors.

OPEN NUMBERS IN TEAM NUMBER SCHEDULE (6/26/10)

MULTIYEAR REGISTRATION (6/26/10)
A school registering a new team (schools that have not participated in the past five years are included.)
may elect to join for two years. The registered team may renew their registration for a third year and pay
only the national registration fee. A school electing this option must file two registration forms and present
a check for twice the amount of the prevailing registration fee. A letter stating they are accepting this
option must be included with the registration.
CHEATING (9/26/98)
(1) An individual who cheats during the competition will be penalized by disqualification of the team from
that event. Disqualification results in a score that is three points greater than the number of teams
registered in the region.
(2) If cheating occurs by a team in more than one event, or in successive years, the team may be
disqualified that year, or the following year, from the entire competition.
(3) If an event team, or team member, or anyone associated with the team, deliberately takes an action
that impairs the ability of other teams to fairly compete, that team will be disqualified from the event and
awarded three points greater than the number of teams registered in the region. In addition, the event
team member(s) involved in the incident may be ineligible for any future Science Olympiad competitions.
Furthermore, the teams may be penalized points not to exceed the value of two last place rankings.
CONSTRUCTED DEVICES (6/23/01)
This policy applies to events that require a device to be constructed and brought to the Science Olympiad.
The student primarily responsible for the design and construction of the device (lead student) must
present and operate the device when it is operated for scoring.
The event supervisor(s) may extensively question the lead student as to the design and construction of
the device. Questioning may include the overall design and construction as well as the component parts,
how they operate and function in the device. Other students on the team may also be questioned.
If the students cannot answer the questions correctly, then the event supervisor(s) has grounds to believe
the students did not design and/or construct the device. The team will be disqualified from the event and
scored accordingly.
INTERFERENCE (9/19/99)
Penalty points may be assessed for the following:
1. For a student, coach, teacher, chaperone or parent entering a building or area where events are set up
for the competition or are being held, without proper authorization to do so, five (5) penalty points may
be assessed. Only those students actually competing in an event and those teachers who may
be assigned to assist in the conducting of an event may enter areas where events are held. All other
persons are to remain out of the building or the area at all times.
2. For a student, coach, teacher, chaperone or parent interfering with or disrupting the conduct of an
event, ten (10) penalty points may be assessed.
Note this policy applies to any person in attendance at the Olympiad.
PROCEDURE FOR BREAKING TIES IN THE FINAL STANDINGS (6/23/01)
When a tie in the standings of any NY State Science Olympiad competition occurs the following procedure
shall be used:
1. Number of first place scores
2. Number of second place scores
3. Number of third place scores
4. This procedure is to be followed until the tie(s) have been broken.
5. If a situation occurs where the tie is not broken using all the events in the competition the tie will be
broken by the score on a pre-chosen event.
Official Measurements
Measurements made by the event supervisor(s) will be the basis of the official result. Measurements or
estimation of values made by spectators will not be accepted as a basis for an appeal.
Time Results Become Final
The results of all regional and state Science Olympiad Tournaments will become final at 10:00 A.M. on the
Monday following the tournament.
Review of Grading or Scoring for an Appeal
Event supervisors are required to remain one hour after their event ends. The event supervisor is the only
person who can explain the grading or scoring of the event and, therefore, any appeals must be made
within one hour after the event ends.
Failure to Perform Proctoring Assignment
A team is composed of fifteen (15) students and two (2) coaches. If a coach fails to perform a proctoring
assignment, the team will assessed a penalty of 50 points. If a coach arrives at a proctoring assignment
more than five (5) minutes late the team will be assessed a penalty of 25 points. Extenuating
circumstances will be handled through an appeal process. (This is different than NYS policy and
determined by a Coaches’ vote at the Dec., 2004 Regional meeting. In WLI, If late, penalized
points equal to ½ # of participating teams, if no show penalized points equivalent to a NO
SHOW.)
Health and Publicity Forms
Each student or coach representing a school at a regional or state tournament must submit the following
signed forms: (1) a health form; and (2) a release form for publication. (This is different than NYS
policy and determined by a Coaches’ vote at the Dec., 2007 Regional meeting.)
Amended Calculator Policy
New York will follow any rule on calculator use specified in the event description found in the Coaches
Manual. If an event description does not provide information regarding calculator type or use, New York
will allow only non-graphing or non-programmable calculators in that event.
Retention Policy
Student Test Papers for the Regional competitions will be maintained by the Regional coordinator or the
Coordinator's delegate for two hours after the final event has concluded.
