crossed demand draft for Rs.100/- drawn in favour of M/s Karnataka Power Corporation Ltd., Chief Engineer[Civil Designs] 22/23 1 st Floor
Sudarshan Complex Shesdri Road Bangalore.
Instructions regarding (e-Procurement)
i. The bid is to be submitted through the GOK e-Procurement platform www.eproc.karnataka.gov.in only:
ii. Bidders, who have not registered in the GOK e-Procurement portal, may do so by registering through website www.eproc.karnataka.gov.in .
iii. The bidders can access tender documents on the website, fill them and submit the completed tender document into electronic tender on the website
itself within the stipulated date. The blank tender documents can be obtained through the e-procurement portal web site
www.eproc.karnataka.gov.in.
iv. Bidders shall attach scanned copies of all the certificates pertaining to the pre-qualification as mentioned under “Minimum pre-qualification
requirements” clause. Whenever required, Bidders shall furnish the original certificates to the KPCL authorities failing which, his tender will be
disqualified.
v.
Conditional tenders, incomplete tenders without EMD, tenders not properly uploaded and late submission of tenders shall be rejected.
2.0 MINIMUM PRE-QUALIFYING REQUIREMENTS
The intending bidder should:
(a) Have satisfactorily completed at least one civil contract of the value not less than `108.00 lakhs during the preceding five financial years i.e.,
2009-10 to 2013-14.
(b) Have a minimum financial annual turnover of not less than ` 270.0 lakhs in any of the two years of preceding five years and shall enclose the
latest audited balance sheets countersigned by a Chartered Accountant.
(Financial turnover of previous years shall be given weightage of 10% per year to bring them to the present price level.)

Documentary evidence for the minimum pre-qualifying requirements prescribed and declaration that EMD has not been forfeited and none of his
contracts have been terminated /foreclosed on account of their default in KPCL or elsewhere during the past 3 (three) years shall be enclosed along
with the application.
The bid documents will be accessed by only those who have relevant information and are qualified. As far as technical qualifying requirements
are concerned, a certificate issued by the project authorities / Competent Authority of the Corporation / Board / Organization and with regard to
the financial qualifying requirements, the latest audited balance sheets countersigned by a Chartered Accountant shall be uploaded.
The intending Bidders shall upload the following documents along with Technical bid

(b) Provident fund account number allotted by Regional Provident fund authorities,
(c) Income Tax -PAN, Service tax,
Bids duly filled in shall be submitted through e-procurement portal only,
Cover – I (Technical Bid) shall contain:
(a)Earnest Money Deposit
(b)Declaration that bidder’s offer has no conditions contravening the commercial conditions of the bid as mentioned in Volume I
(c) Pre qualifying requirements as in Sl No2&3 above to be uploaded.
Cover-II (Financial Bid) shall contain:
Volume - II: Financial bid.
Cover –I (Technical Bid) will be opened first. Thereafter, Cover-II (Financial Bid) of those bidders who have furnished all details/documents
mentioned in Cover – I (Technical Bid) will be opened.
Volume –I contains Technical & General Conditions of Contract and Technical Specifications and Drawings (made available in the e-Procurement).
Volume II contains bill of quantities.(price bid) (made available in the e-Procurement).

7.0 BID VALIDITY: The validity of the bid shall be 180 days from the date of opening of the Technical bid.
8.0 EMD: The e-payment shall be made through direct debit, credit card & National Electronic Fund Transfer (NEFT) or Over the Counter (OTC) only
through ICICI Bank. EMD shall be valid for a period of 180 days from the date of opening of the Technical bid (cover-I). Only on receipt of full
EMD along with Technical Bid, Financial Bid will be opened and considered for evaluation.
9.0 Contract Performance Guarantee- The successful bidder has to furnish a Bank Guarantee from a scheduled Bank towards contract performance,
equivalent to 05% (FIVE) of the contract value with an appropriate validity period (including a maintenance period of one year in addition to the
completion period of the work envisaged), within 20 days from the date of letter of Award (LOA). The BG shall be furnished in the prescribed format
only.
10.0 Bids with stipulation for settlement of disputes by reference to arbitration are not acceptable.
11.0 Bid documents cannot be accessed by such of the Bidders whose EMD has been forfeited or contracts have been terminated or foreclosed, on account
of their default in KPCL or elsewhere during the past 3(THREE) years. The bidder shall give declaration that EMD has not been forfeited and none
of his contracts have been terminated/foreclosed on account of their default in KPCL or elsewhere during the past 3 (THREE) years.
12.0 The prospective bidder should not coerce any other bidders to derail the healthy and
competitive bidding process.
Such acts entail the disqualification for participating in the tender process.
The prospective bidder shall not resort to Anti-Competitive practices like price rigging, cartelization, ring formation or adopt unfair practices both
civil and criminal aimed at preventing other bidders from quoting for the tender, any act that inhibits competition or any Act that will be detrimental
to the interest of Karnataka Power Corporation Limited. If the bidder is found to have resorted to such practices as specified above, he and others
who act in concert with him shall be debarred from quoting for this tender and for future tenders for a further period of three years.
13.0 KPCL reserves the right to verify any information / documents furnished by the bidder, should the circumstances so warrant in the overall interest of
the Corporation. In case the information or the documents furnished are found to be incorrect or invalid, then the EMD furnished by such bidders
will be forfeited and the registration of such bidders in KPCL will also be cancelled.
14.0 KPCL reserves the right to accept or reject any or all the bids without assigning any reasons thereof.
