Special Meeting Minutes
January 5, 2016
President Anthony Alford Henry called to order the Special Meeting of the Terrebonne Levee
and Conservation District at the office located at 220 Clendenning Road, Houma, Louisiana
70363, on January 5, 2016 at 5:48 P.M.
The Opening Prayer was led by Angela Rains, and the Pledge of Allegiance to the American
Flag was led by Commissioner Leward Henry.
Upon roll call by Ms. Rains, Commissioners recorded as present were: Anthony Alford, Carl
Chauvin, Buddy Daisy, Darrin Guidry, Leward Henry, Steve Ledet, Jack Moore, Howard
Pinkston and Lee Shaffer.
President Alford recognized the following persons as present in the meeting: Parish President
Elect Gordon Dove, State Rep. Elect Jerome Zeringue, Tanner Magee, and Beryl Amedee, Sen.
Norby Chabert, Capt. Dave McClellan, Councilmen Danny Babin, Dirk Guidry, and Pete
Lambert, and St. Mary Levee District Ex. Director Tim Matte.
Under Public, there was no one wishing to address the board.
Under Executive Director’s Report, Mr. Dupre asked the board to pass Resolution No. 16-001,
declaring an emergency of the Mississippi River high water event.
St. Mary Parish Levee District Executive Director Tim Matte addressed the board regarding
ongoing flood fighting efforts in St. Mary Parish.
There was a motion by Commissioner Guidry, seconded by Commissioner Moore, to pass
Resolution No. 16-001. Ms. Rains read Resolution 16-001 into the official record as follows:
“TLCD RESOLUTION NO. 16-001 State of Emergency – imminent threat of flooding along
Atchafalaya River and Western Terrebonne Parish, LA. WHEREAS, Governor Bobby Jindal has
issued an Executive Proclamation No. 205BJ2015 on December 30, 2015 declaring a state of
emergency that incorporated all departments, commissions, boards, agencies and officers of the
State of Louisiana, or any political subdivision thereof, including all levee boards, authorities,
and districts in the designated emergency areas, due to the imminent threat of flooding along the
Mississippi River, Red River, and other bodies of water; and WHEREAS, the National Weather
Service of the United States National Oceanic and Atmospheric Administration has issued
numerous warnings along the length of the Mississippi River and the Atchafalaya River,
including a “flood warning” for the Atchafalaya River at Morgan City with a predicted crest of
near 9.5 feet by Saturday, January 23, 2016, further, this warning does not include the likelihood
that the US Army Corps of Engineers will operate the Morganza Spillway, which would
introduce even more water than the 2011 High River Event; and WHEREAS, Terrebonne Parish
President Michel Claudet issued an Executive Order on January 4, 2016, declaring a parishwide state of emergency due to the threat of flooding from this high water event; and WHEREAS,
the Terrebonne Levee & Conservation District acknowledges the severity of this flood threat
from the Mississippi, Atchafalaya, and other rivers and their tributaries, and recognizes that the
anticipated effect of this threat will require immediate action by the Terrebonne Levee &
Conservation District, Terrebonne Parish Consolidated Government, and other agencies; and
WHEREAS, the Terrebonne Levee & Conservation District desires to make available its
personnel, equipment, and resources to assist, as necessary, the Terrebonne Parish Consolidated
Government and the State of Louisiana in responding to this threat; NOW THEREFORE BE IT
RESOLVED, that the Terrebonne Levee and Conservation District Board of Commissioners
hereby declares a state of emergency due to the threat of imminent flooding from this high water
event and the effects of which threaten the lives and property of the citizens of Terrebonne
Parish; BE IT FURTHER RESOLVED that the Terrebonne Levee and Conservation District
Executive Director and administration are hereby authorized to expend funds from the
Emergency Disaster and Contingency Account and to undertake any activity authorized by law
which the Executive Director deems appropriate in response to this declaration, including but
not limited to assisting the Terrebonne Parish Consolidated Government and the St. Mary Levee
District in responding to this threat, implementing necessary flood protection measures,
preparing for additional flooding, and any remediation measures necessary for the protection of
the lives and property of the citizens of Terrebonne Parish.”
A roll call vote having been called for on the motion, the vote thereon was as follows: Yeas.
Alford, Chauvin, Daisy, Guidry, Henry, Ledet, Moore, Pinkston, and Shaffer. Nays and/or
absent: None. The motion passed.
Parish President-Elect Gordon Dove, Senator Norby Chabert, State Rep.-Elects Jerome Zeringue,
Tanner Magee, and Beryl Amedee, addressed the board regarding the high water event.
Under President’s Report, there was nothing to report.
There being no further business to come before the board, it was moved by Commissioner
Henry, seconded by Commissioner Moore, motion carried, to adjourn the January 5, 2016,
Special Meeting of the Terrebonne Levee and Conservation District at 6:18 P.M.
