I. DESCRIPTION OF THE PROGRAM / PROJECT
e) Rationale
Today, different organizations worldwide, both government and
private, have embraced the significant role of internet connectivity to
their operations. Regardless of the operation of the organization, may
it be in the field of medicine, research, business, non-profit,
manufacturing, education, health, leisure, among others, internet has a
role to play. Internet access connects individual computer terminals,
computers, mobile devices, and computer networks to the Internet,
enabling users to access Internet services (for example, email and the
World Wide Web). Organizations, including educational institutions
usually obtain this kind of connectivity from Internet Service Providers
or ISPs.
Internet connectivity will allow the university to, among many benefits,
communicate with its internal and external stakeholders in a fast and
cost-effective manner, provide interactive learning experience to
students, faculty, staff, and enable administrators and teachers to
spend less time on administration and recordkeeping and focus on
more important and productive tasks.
Palawan State University is an educational institution which is
governed by specific rules and regulations formulated and
implemented by other government institutions such as CHED, DBM,
PRC, CSC, among other government institutions which it transacts
business with frequently. Furthermore, number of selected nongovernmental organizations such as suppliers, accrediting institutions,
and other partners of the University in several of its projects,
communicate with the University.
All of the aforementioned organizations and individuals comprise the
stakeholders of the University which have vested interest on its
operation. It is important for these organizations to keep contact with
the University through available specific reliable and cost-effective
channels communications such as the internet. The demand for this
technology and service has never been in demand until all of these
sectors also have started to utilize them as a way to communicate and
transact business with the University and their own respective
stakeholders.
Thus, provision for internet connectivity every year shall remain a
service that the University shall not fail to provide to keep up with the
information and computerization requirements of these sectors.
Procurement will provision of internet connectivity to the extramural
campuses.

Updating of PSU University website is highly dependent on
internet connectivity, which when absent, is going to cost the
University;
Absence of internet service while the students are paying for
it;
Limited channels of communication that will convey important
data and information to the majority of the concerned
stakeholders;
Increasing number of government institutions are requiring
electronic transactions online such as the following:
