Reform Implementation Cell office of Chief Secretary, Khyber Pakhtunkhwa invites applications from suitable
candidate for the following positions purely on contract basis under the given terms and conditions.

ToRs:











Prepare action plan for both internal and external stakeholders with higher priority on external.
The citizens being the keep amongst external stakeholders need priority in the action plan
through well orchestrated communication actions creating awareness of the: (i) Government’s
reform actions (ii) the intended benefits for the citizens (iii) citizen grievance redressal
mechanisms and processes etc.;
Prepare at-least monthly newsletters particularly including planned and actual implementation
of reforms and results achieved to both the external stakeholders and internal (government line
departments in particular);
Liaise with Print, Electronic and Social Media networks to leverage these resources for effective
communication of the Government’s reform plans, implementation and results;
Ensure due publicity for Grievance Redressal Mechanism in particular and the intended
outcomes of the Government development and reforms agenda in general;
Produce and print publications, reports etc.;
Attend the meetings of the departmental working groups and work with the Reform Units at the
line departments to collect real time information on the results for communication;
Help the line departments prepare their communication strategies with the involvement of the
Information Department;
In collaboration with the Coordinator arrange and conduct meetings of the Development
Partners, Civil Society and Private Sector ;
Conducting trainings, awareness programs and develop tool kits and guidelines for line
departments to support their communication strategies ;
Ensuring coordination and cooperation between the various stakeholders, at the Provincial and
other Donor funded projects and interventions to enhance communication about the
achievements and results;
Develop a comprehensive understanding of the communications priorities of the Line
Departments leading reforms; and
Other duties to be performed as per requirement of the office or as the Reforms Coordinator
deems necessary.

Qualification & Experience
√
Masters degree in Journalism/ Mass Communication, Management Sciences, or a related
discipline. Relevant experience and progressive professional achievement in relevant
fields may substitute academic qualification.
√
At least 7-10 years experience in leading Communications related programs for a fairly
large organization.
√
A high enough profile to be able to act as a close advisor to the top management, ability to
interact effectively across social and ethnic boundaries
√
Solid understanding of communications tools and mechanisms and maintaining data-base
of reports of Communication and Media.
√
Proven ability to work in a collaborative, team environment.
√
Written and oral fluency in Urdu, Pashto and English.
Salary and Benefits
Market competitive salary (lump-sum with no other benefits) based on qualification and
experience, will be offered.
Appointment will be initially for a period of 08 months till June 2014 extendable up- to
completion of the project.

Prepare Monthly Reforms Implementation Performance Report for submission to the RIC
Coordinator, the concerned Ministers, Secretaries, the Chief Secretary, the members of the
Working Groups and for communication to the public ;

Disseminate Monthly Reforms Implementation Performance to the to the RIC Coordinator, the
concerned Ministers, Secretaries, the Chief Secretary, the members of the Working Groups and
for communication to the public

Organize Monthly Performance Monitoring and Management Meeting under the chairmanship
of the Chief Secretary;

Monitor that monthly Performance Monitoring and Management Working Groups meetings are
held by the respective Ministers and the Secretaries for information of the Chief Secretary;

Organize the meetings for the RIC Coordinator with the Ministers and Secretaries of the line
departments to discuss progress on implementation of the reforms agenda, management actions
taken and support required from the Office of the Chief Secretary for results realization;

Organize the meetings of the Chief Secretary with representatives of the working groups and
development partners for collective accountability and to take corrective actions for lagging
reform areas;

Organize the Chief Secretary’s meetings with the Cabinet to share the Planned Vs. Actual
Reforms Implementation and Results, to take follow up actions in low performance areas.
Furthermore to include the low performance reform areas on Cabinet agenda;

Monitor and follow up with the Ministers and Secretaries of the line departments, on actions /
decisions taken by the Cabinet or Chief Secretary and seek compliance feedback;

Lead communications to disseminate the implementation and results information to all key
stakeholders on monthly basis;

Coordinate with the Reforms Monitoring and Management Units at the line departments to
eliminate duplication and overlaps, identifying gaps, strengths and weaknesses so that the reform
related information is harmonized for collection, analysis and reporting.



Share relevant and updated information frequently, both top down and bottom up responding to
Qualification And Experience:
At least 7- 10 years experience with a fairly large organization. Experience in the area of
reforms program and projects implemented by donors in partnership with Government,
particularly in KP and FATA will be preferred.

1-2 years Monitoring and Evaluation expertise is essential.


Public sector experience is preferred and private sector experience is a plus.
A high enough profile to be able to act as a close advisor to the top management, ability to
interact effectively across social and ethnic boundaries.


Solid understanding of issues relating to monitoring and management of public sector reforms
Proven record to analytical report writing.

Demonstrated interpersonal and diplomatic skills.

Proven ability to work in a collaborative, team environment.

Written and oral fluency in Urdu, Pashto and English.
MIS Specialist
ToRs:

The specialist will create a database at the Office of the Chief Secretary for collection, analysis
and reporting of; (i) reforms actions, activities, outputs, outcomes and inputs; (ii)
implementation of reforms, outputs and outcomes realized and issues; (iii) develop and support
linkages with the line departments for on-line reforms related data feeding;
Establish dashboards at the Office of the Chief Secretary, all reforms leading Ministers and
Secretaries to get a day to day status of the reforms implementation and results achievement;
The specialist will design and develop reform implementation and results achievement websites
for the Office of the Chief Secretary and the Line Department leading reforms. In the case where
there is an existing web-site the same would be leveraged ;
The MIS and Database specialist will work in close coordination with the e-governance reform
agenda to ensure that duplication is avoided and equally important leverage other Government
resources created in the overall e-governance domain;
Provide MIS and database expertise to assist in the design and management of the database at
the line departments;
Identifying MIS and database needs of the database users facilitate linkage through the PCNA
Implementation Support Unit with development partners to satisfy the need; Assist in plans for
procuring hardware/software and other IT equipments
Providing other programming/data analysis support as necessary
Deploy the infrastructure and programs for fast and effective communication
Will keep equipments in his custody and will check for maintenance if required
Will ensure the availability of services for audio/video conferences for meetings/presentations
Will involve in procurement process of the equipment and accessories etc. for quality assurance
and feasibility
Will identify the needs and suggestions for future requirements

Other duties to be performed as per requirement of the office

















Qualification And Experience:
7-10 years experience in database creation, monitoring and management
Ability to handle Web Databases, Web, Servers ,operating systems, programming, networking
Ability to prioritize and manage time efficiently. Can handle multiple tasks effectively and
coordinate a team to meet deadlines highest standards of personal integrity.
Demonstrated interpersonal and diplomatic skills.
Proven ability to work in a collaborative, team environment.
Written and oral fluency in Urdu, Pashto and English.
Report writing skills are also desired
