Introduction to the Self-assessment process Pharmacy professionals are responsible and accountable for maintaining and improving the quality of their practice by keeping their knowledge and skills up-to-date and relevant to their role and the services they offer (GPhC Standards of conduct, ethics and performance July 2012). This selfassessment process provides pharmacy professionals with a framework to demonstrate to themselves, their employers and the service commissioners that they have the skills and knowledge necessary to deliver a Vaccination service, which will include the supply of a prescription only medicine (POM) by pharmacists using a patient group direction (PGD).The framework includes details of available learning mapped to a range of core competencies which include the clinical, ethical, cultural and legal aspects of delivering this service. In addition to this it is expected that pharmacy professionals: Practise within the GPhC Standards of Conduct, Ethics and Performance Meet the GPhC Standards for Registered Pharmacies Meet the Practice Standards for Consultation skills in pharmacy practice as determined by Health Education England Are aware of their safeguarding responsibilities. This concept is built on the successful approach to harmonisation of accreditation for service delivery. Although initially developed in the North West this framework presents a national solution for the Declaration of Competence for the delivery of community pharmacy services in England. 2. Self-assessment of core competencies This self-assessment against the core competencies has been developed in conjunction with CPPE, national experts and professional groups including the NHS England, London region immunisation team. It takes into account the Health Protection Agency’s national minimum standards for immunisation training the Royal Pharmaceutical Society’s public health standards If you are NOT able to answer ‘yes’ to all of the self-assessment questions, then you are not yet ready to deliver the service and should refer to section 4 to further your learning and development. 3. How to use this self-declaration tool Where self-declaration of competence is part of the service specification: a. Review the suggested learning programmes (section 4). b. Work through the self- assessment tool to review your competencies. c. Identify any gaps in your competency and re-visit the learning programmes if necessary. d. Print and sign the declaration certificate. 4. Learning and Development The table in section 4.1 contains details of the various CPPE training programmes that you can use to help develop your skills and knowledge to satisfy the self-assessment. Table 4.2 contains details of other associated learning. Information relating to learning acquired from other training providers can be entered in section 4.3. What is CPPE? The Centre for Pharmacy Postgraduate Education (CPPE) is funded through the NHS Multiprofessional Education and Training Fund from Health Education England to provide learning to support all pharmacists and pharmacy technicians providing NHS services in England. Declaration of qualifications and competence to deliver vaccination services A declaration of qualification and competence certificate to deliver vaccination services can be downloaded from the CPPE website. This is personalised to the user and contains evidence of learning and assessment. This should be printed and signed by the pharmacy professional and can be used as evidence of competence for employers and service commissioners. A sample certificate is included at the end of this document. 6. Reassessment of competence Pharmacy professionals are responsible for reassessing their competence to deliver this service at least once every three years. This should involve revisiting the self-assessment of core competences, reflecting on each competency and identifying personal learning needs to assure self-declaration again at this point. Where changes are introduced to the commissioned service, pharmacy professionals (and pharmacy staff) will need to update themselves as part of their usual continuing professional development. Some commissioners may require the pharmacy professionals to attend an update meeting each year. 7.
