Application for Validation of Part 3 (Low Carbon Fuels) Credits British Columbia Renewable and Low Carbon Fuel Requirements Regulation This form is to be used only when applying for validation of credits generated during a compliance period. This is not a compliance report, and debits should not be reported using this form. Please follow all instructions. Failure to use these forms as intended may result in delays in processing your application. Restriction The Director will not validate credits for fuels transferred between suppliers under section 6 and 6.1 of the Regulation where the carbon intensity is given as a blended average carbon intensity. At this time, the Greenhouse Gas Reduction (Renewable and Low Carbon Fuel Requirements) Act (Act) does not permit a blended average to be submitted as proof of carbon intensity. Definition of Part 3 Fuel Suppliers Part 3 fuel suppliers are defined in the Act (available online at www.bclaws.ca). It is the responsibility of anyone who manufactures or imports fuel to determine whether their activities qualify them as a Part 3 fuel supplier. Units and Calculations Use the following units in this report: Volume should be recorded in litres. Energy should be recorded in megajoules. Carbon Intensity should be recorded in grams of carbon dioxide equivalent (CO2e) per megajoule to two decimal places. Credits should be reported in tonnes of CO2e, rounded to the nearest tonne. Business Information and Declaration The application must be signed by a person authorized by the fuel supplier, and records evidencing each matter reported must be available for inspection upon request. These records must be retained for a period of seven years after the compliance period to which they refer. If the director has posted a carbon intensity for the fuel (listed in Information Bulletin RLCF-012 – Approved Carbon Intensities), you must report the Fuel Code in this column and the approved carbon intensity in the “Carbon Intensity” column. If you are determining the carbon intensity using a default carbon intensity in accordance with section 11.04 of the Regulation, enter “Method 1” in this column and the default value in the “Carbon Intensity” column. If you are determining the carbon intensity using GHGenius in accordance with section 11.06 of the Regulation, enter “Method 2” in this column and the carbon intensity value in the “Carbon Intensity” column. For carbon intensities determined using Method 2, an explanation of the inputs to the approved version of GHGenius and sufficient information to enable the Ministry to reproduce the carbon intensity analysis must be provided in Schedule D. If you are determining the carbon intensity using an alternative method approved by the director, in accordance with section 11.07 of the Regulation, enter “Method 3” under “Determination Method”, and the carbon intensity value under “Carbon Intensity”. Attach a copy of the letter from the director approving the method. For information regarding the determination of the carbon intensity of the fuel, refer to Information Bulletin RLCF-006 – Determination of Carbon Intensity, available online. Fuel Class Report the appropriate fuel class for the fuel being reported. The two fuel classes are gasoline and diesel. See the definitions in the Act. Carbon Intensity Limit Report the carbon intensity limit appropriate for the fuel class and compliance period, from Table 1, below Carbon Intensity Report the carbon intensity for the fuel, in g CO2e/MJ. Quantity of Fuel Supplied Report the quantity of fuel supplied. For simplicity, report in the units that match the Energy Density specified in section 11.02 of the Regulation, and reproduced in Table 2, below. Units Report the units for the quantity of fuel supplied Energy Density Report the energy density as specified in section 11.02 of the Regulation, and reproduced in Table 2, below. Energy Effectiveness Ratio Report the Energy Effectiveness Ratio, as specified in section 11.02 of the Regulation, and reproduced in Table 2, below. Where a value is specified for both classes of fuel, select the class that represents the fuel that most likely has been displaced by this fuel. Energy Content Multiply the Quantity of Fuel Supplied by the Energy Density. Units must be megajoules. For Method 2 calculations, all records, including all GHGenius spreadsheets supporting any carbon intensity calculation, must be retained for 7 years after the end of the compliance period to which they relate. GHGenius spreadsheets should not be submitted but must be available upon request by the director. Carbon intensity values must be determined by using an approved version of GHGenius as specified in Information Bulletin RLCF-011 Approved Version of GHGenius, available online.
