Outreach/Enrollment Worker – Affordable Care Act

POSITION SUMMARY: Through the Affordable Care Act and the Health Resources and
Services Administration (HRSA) Waterfall Community Health Center (WCHC) was awarded
Outreach and Enrollment supplemental funding to expand current outreach and enrollment
assistance activities to facilitate enrollment of eligible health center patients and service area
residents into affordable health insurance coverage through the Health Insurance Marketplaces,
Medicaid or the Children’s Health Insurance Program. This will include working with community
partners and local and state organizations. Patient confidentiality and knowledge of HIPAA rules
is a priority. This position requires a self-starter that needs very little input to accomplish their
work in providing services for our patients. Implement WCHC’s mission, philosophy and goals in
all activities.
ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:
 Complete all required and applicable federal and or state consumer assistance training.
 Become educated and maintain expertise in: Eligibility and enrollment rules and
procedures; the range of qualified health plan options and insurance affordability
programs; the needs of the underserved and vulnerable populations; privacy and security
standards.
 Conduct public education activities under OHP, Healthy Kids and Cover Oregon
 Assist patients with the Cover Oregon project to facilitate enrollment of eligible health
center patients and service area residents into the affordable health insurance coverage
through the Cover Oregon Exchanges, Medicaid or the Children’s Health Insurance
Program. Track and follow-up through completion.
 Provide information and assistance in a fair, accurate and impartial manner
 Provide information and assistance in a manner that is culturally and linguistically
appropriate to diverse communities and accessible to persons with disabilities.
 Demonstrate the capacity to conduct “in reach” with currently uninsured patients and
“outreach” to non-uninsured patients in the appropriate service area.
 Develop relationship with community partners to promote this work.
 Travel to sites within Coos County to promote this work
 Perform other duties as assigned
KNOWLEDGE SKILLS & ABILITIES:
 Computer keyboarding and ability to chart within the Electronic Medical Records system
 Attend scheduled staff and medical meetings unless excused














Ability to establish and maintain effective working relationships with staff, patients, and
the public
Enthusiasm for working as a member of a team in a rapidly changing environment.
Knowledge of HIPAA privacy rules and regulations.
Excellent oral and written communication skills.
Excellent customer service skills and ability to effectively and respectfully handle
dissatisfied patients

Excellent organizational skills.
Must be able to travel by car in Coos county area.
Must be able to travel distances using employees own vehicle & provide proof of valid
automobile insurance
Must be able to travel to and attend trainings in Salem/Portland, Oregon.
Ability to follow written policies and procedures
Ability to work independently and use good judgment
Must be computer literate with knowledge of Microsoft Office (Word, Excel, Outlook)
Knowledge of standard office machines including copier, fax, multi-line phones, printers,
etc.
EDUCATION AND EXPERIENCE PREFERRED:
 Prior experience in a non-profit health care setting is preferred
 Experience in insurance
 Bilingual in Spanish/English, preferred
 Bachelor’s Degree from an accredited institution of higher education
 Current Basic Life Support card

WORKING ENVIRONMENT/PHYSCIAL HAZARDS:
 Hazardous Conditions - Exposure to blood borne pathogens, infectious diseases,
potential exposure to physical violence, exposure to potentially hazardous chemicals
 Working environment – In an office/clinical setting and out in the field
 Exposed to – Cold/heat controls, close contact with sick people
 Physical effort – Mobility to visit all work sites and attend training, meetings, etc. as
required
 Shift – Ability to work a minimum of 10 hours a day and some evenings and weekends

Physical Demands – Lifting, bending, reaching, pushing, carrying, sitting, vision corrected
in normal range, hearing corrected in normal range
HIPAA REQUIREMENTS: This position has access to Protected Health Information (PHI) in
order to perform the functions of the job and employee shall apply the minimum necessary
standard of HIPAA at all times. You are only to read the content of these records to the extent
needed to accomplish the assigned task. PHI shall only be discussed on a need to know basis.
