PURCHASING DIRECTOR RFP #15-1109-12CS LEASE OF 12-LEAD CAPABLE MONITOR/DEFIBRILLATORS HENRICO DIVISION OF FIRE QUESTIONS AND ANSWERS JANUARY 20, 2016 Q1. Do all 62 monitors need DC Power and AC Power cables? At a minimum the County is requesting, 26 AC Power cables. No DC power adapters will be needed. Q2. Do you require 1 or 2 pediatric pads per monitor? Page 4 says 2 per monitor but Page 6 says 1 per monitor. The County requires one pediatric pad per monitor. Q3. Do you require 10 or 20 adult electrodes per monitor? Page 4 says 10 per monitor but Page 6 says 20 per monitor. The County requires 20 adult electrodes per monitor. Q4. Do you require 62 or 25 mounts? Page 4 implies 62 but Page 33 states 25. The County requires 25 mounts for a variety of apparatus to include ambulance, engines, QRVs and trucks. Q5. What is the start time for training during the evaluation starting on Feb. 22? Classes will begin at 0830. Q6. What is the current infrastructure for sending 12 leads to hospitals? Currently, the heart monitors transmit the ECG data to the unit’s mobile data computer (MDC) via Bluetooth. The MDC then transmits the ECG data to the Henrico County server. The server then sends the ECG data to the hospital via email, FAX, or both, depending on hospital preference. Q7. Do the county’s vehicles have Wi-Fi or Bluetooth capabilities? The Division’s vehicles are not Wi-Fi or Bluetooth enabled. However, the Division’s heart monitors are able to communicate with the MDC’s via Bluetooth. Q8. Please clarify what is meant by “some disposable sensors as well” on Page 6, Bullet 5 (at top). The County in addition to one adult and pediatric PulseOx REUSABLE sensor is requesting 2 adult and 2 pediatric disposable “one-time use” sensors such as Nelcor brand. 1 Q9. Please clarify the following on Page 24: f. “provide samples of reports or include screenshots of available reports”. Can the county be more specific as to the reports they would like to see? All quality assurance reports related to cardiopulmonary resuscitation feedback and any other reports related to patient care. g. “provide a visual of how data is transferred from the defibrillator”. Can the county be more specific on what type of “visual” they would like to see in the response? Currently, the heart monitors transmit the patient care data to the unit’s mobile data computer (MDC) via Bluetooth. A simple schematic of how the data is wirelessly transferred would be adequate to serve as a visual display. h. “provide servers storage data space requirements”. Can the county describe what is being stored so that we can answer this better? Please identify program size for quality assurance application and any needed space for 12lead transmission. Currently, all patient care information generated by the Division is stored on the Virginia Office of EMS server. However, future software applications may require the storage of data on a locally hosted server. Q10. On Page 33, should we provide the cost of the mounting brackets? Do we then add this into the per month payment on the line below? Please include a separate line-item amount for the necessary 25 brackets / mounts for a variety of apparatus to include ambulance, engines, QRVs and trucks. This would be an option that if selected would then be included as a part of the monthly payment. Q11. Can you please clarify the address we should use to Fed-Ex our final proposal binders? Can the lease payment be a separate monthly payment or does it need to be rolled into the Lease payment for the capital equipment? The County expects one invoice each month for a total of 60 lease payments. Each monthly invoice should be for 1/60 of the total lease payments. The monthly invoice should be all inclusive. 2 Q13. Section III.B.2. Will it be acceptable to provide line item pricing for the monitor/defibrillator device, installation, training, battery replacements, and service and maintenance or must respondent provide a single pricing that combines all these items? Line item pricing is acceptable. Please also include the monitor brackets/mounts as a separate item. Q14. Section IV.A. XXXXX is offering Henrico its current MRX. The MRX is produced in two colors; White and Grey. Is the County requesting the White or Grey? If possible, the County may wish to purchase both white and grey if there is no price difference. This will allow us to differentiate between training / spare units and monitors used on apparatus. Q15. Can we get clarification on what you mean by “lease”? Do you want a true lease where you don’t own the equipment or can we do 5 year financing terms where you own the equipment? Please reference III, B3 (Page 6) on the RFP; however, we are going for a 5-year (60 months) financing with the option for ownership. Q16. Please explain how the County currently retrieves your data from the field. Monitor data is currently uploaded into the ImageTrend ePCR provided by the Virginia Office of EMS. This report is then transferred to the Virginia Office of EMS via Verizon wireless. The Division access the patient care data through an online application. Q17. Will there be a product presentation to a committee or is the evaluation period considered to be this? An oral product presentation are tentatively scheduled for May 9-13, 2016. Specific time to be determined. Q18. The County is requesting that all continuing training to be provided at no additional cost throughout the term of the contract. Could the County provide greater detail in regards to the specific training the County is requesting? When the manufacturer updates/upgrades software on their monitors, the County may require training for all sworn personnel on changes as applicable. Q19. The County is requesting ambulance mounting brackets be provided in the proposal price. Would it be acceptable to assist in providing third party mounting bracket manufacturers contact information to facilitate the process? Approved third party mounting brackets are acceptable; however, the Monitor vendor is responsible for including the cost as a separate line-item lease amount for the necessary 25 brackets / mounts for a variety of apparatus. 3 Q20. Can firms contact the Division of Fire to discuss the County’s clinical software requirements and processes to get a better understanding and ultimately provide effective solutions? When will time be made for this? Also what is the County looking for as it relates to data during the evaluation period? The Division is open to any and all solutions related to monitor data transmission in the current Image Trend ePCR during the evaluation period. If 12-lead transmission is not possible, those patients will be monitored utilizing our current monitor equipment to allow the Division's standard of care. The Division of Fire may also use simulators to evaluate the functionality of test monitors for critical care components. Q21. It is understood that the County currently uses Phillips and the Q-CPR for CPR feedback. Who from the County would be available to meet to go over potential changes in CPR feedback procedures and protocol? At this time, meetings to discuss CPR procedures and protocols with Division of Fire would not be appropriate. The Scope of Services detailed in Section 3, Equipment Specifications detailed in Section IV and Evaluation, Training, Repair and Testing, Warranty, Delivery and Implementation detailed in Section V. of the RFP contain the minimum requirements necessary. Q22. Should we be including any temperature probes with the bid? If so, how many and which type? The Division is willing to evaluate any tympanic, oral, surface or esophageal probes which the monitor company offers as a monitoring option. Q23. Should any cost associated with 12 lead transmission be included in the bid? Wireless 12 lead transmission is included in the standard of care. Any associated costs should be included in the proposal submission. Q24. Is Henrico County willing to sign a document accepting full responsibility for loss, theft or damage to the loaner equipment provided during the term of the evaluation period? Once proposals have been received and the County has determined which Offerors will be invited to provide demos, the County would be willing to review and sign such a document. Please provide a copy of the proposed documentation that would require execution as part of the proposal submittal process. 4
