Courts Administration Authority JOB AND PERSON PROFILE Title: Senior Librarian (CT1469) Remuneration level: PO2 Type of engagement: Ongoing full time Last updated: December 2014 Branch: Courts Administration Authority (CAA) Library Service, Higher Courts Services Division Role Summary The CAA Library Service provides library and information services to the Supreme Court, District Court and Magistrates Courts (including suburban and regional courts). The Library manages an extensive collection of legal research sources in print and digital format. The Senior Librarian plays a leadership role in a team that delivers high quality and responsive services to the judiciary and court staff, as well as the legal profession and the community. The role requires a particular focus on providing support to Library staff and users during a period of transition to a more digitalised Library service The Senior Librarian reports to the Library Manager, CAA Library Service. The Senior Librarian is required to maintain working relationships with: Daily operational management of Library staff Liaison with all users of the CAA Library Service Liaison with other employees of the CAA Liaison with publishers and suppliers Key Responsibilities The Senior Librarian will achieve the following objectives and key outcomes by undertaking the activities listed: Contributing to effective library services by providing expertise in the development and delivery of digital information services. Leading the provision of user support services including: o Rostering the staff for reference duties. o Providing reference and research assistance to users. o Planning and providing induction and ongoing user education and support in the use of digital and print materials. Providing effective daily operational leadership to library staff to facilitate the most efficient delivery of user services. Facilitating the provision of a comprehensive range of services including collection services, reference services, user training and current awareness. Assisting in the development of the library collection by participating in the continual review of subscriptions and the selection of new resources. 1 Managing the acquisition and cataloguing of library material. Assisting with the development and implementation of change management practices and procedures that contribute to continuous improvement of the library service during a period of transition to a more digitalised service. Activities include assisting policy development, analysis of services, conflict resolution, stakeholder support, problem solving and implementing changes to Library services. Contributing to daily human resource management including the induction, training and supervision of staff in a team environment. Working collaboratively with the Library Manager to contribute to the continued development of the library service by undertaking projects under limited direction, and by participating in the development and implementation of Library, Divisional and CAA strategic directions. Acting as the Library Manager during absences of the Library Manager, CAA Library Service. This role requires the management and/or supervision of other employees. In addition to achieving the above outcomes, the Senior Librarian will also be responsible for: The effective and accountable use of resources through appropriate financial and procurement practices. The effective management / supervision of staff through appropriate management practices, undertaking performance management and upholding the objects and principles of the Public Sector Act 2009. Complying with all legislative requirements. Adhering to the provisions of relevant legislation including, but not limited to the Work Health and Safety Act 2012, and associated Regulations, in particular the requirements of due diligence in Division 4, “Duty of officers, workers and other persons” of the Act and the Workers Rehabilitation and Compensation Act 1986. Encouraging and fostering a positive culture and safe work environment with regular review of performance against CAA WHS&IM Management System objectives, targets and key performance indicators. SELECTION CRITERIA ESSENTIAL REQUIREMENTS The following skills/abilities/knowledge/experience/qualifications are essential to successfully perform the requirements of this role: Qualifications The Senior Librarian must have a degree in Library and Information Management and eligibility for Associate (professional) membership of the Australian Library and Information Association to perform the duties of this role. Professional, Technical and Personal Capabilities To successfully perform in this role the Senior Librarian must have the following skills /abilities/aptitudes: Proven high level of skills in providing legal reference services. Expertise in managing access to digital resources. A high level of skill in client education, advocacy and marketing services. Experience with library management software. A sound understanding of change management and leadership skills. Demonstrated team building skills. Ability to support a range of stakeholders through a period of change. Understanding the requirements of AS/NZS 31000:2009 Risk Management Principles and Guidelines to identify, evaluate and control safety risks. DESIRABLE CAPABILITIES While not essential, it will be considered favourable if the Senior Librarian has some or all of the following skills/abilities/knowledge/experience/qualifications: Demonstrated ability to think strategically. Sound knowledge of accounting and budgetary practices. Special Conditions The following special conditions apply to this role: May be required to work outside normal hours of work to attend suburban and country courts and travel interstate (with overnight absences). Engagement is under the Courts Administration Act 1993. Terms and conditions of employment are governed by the Public Sector Act 2009. Appointment is subject to a satisfactory National Criminal History Record Check. May be assigned alternative duties/roles or to alternative locations within the CAA if required by the State Courts Administrator.
